Here are the minutes provided by the council:

I. OPENING CEREMONIES

A. Call to Order

Mayor Brummel called the meeting to order at 7:00 p.m.

B. Roll Call

Present: Aldermen: Stu Aschauer, J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg, John Lockett, Bill Weidner and Judy Wilkie

Absent: Mayor David Brummel

Also Present: City Attorney Brooke Lenneman, City Administrator Cristina White, Assistant City Administrator Alma Morgan, Community and Economic Development Director Amy Emery, Public Works Director Phil Kuchler, Finance Director Kevin Dahlstrand, Deputy Police Chief Jacobson, City Treasurer Maury Goodman and City Clerk Julie Clark

Absent: Police Chief Sam Bonilla

C. Appointment of Temporary Chairman

Alderman Wilkie made a motion, seconded by Alderman Davolos, to appoint Alderman Barry as Temporary Chairman for tonight’s City Council meeting.

Nay: None MOTION ADOPTED

D. Pledge of Allegiance

Temporary Chairman Barry led the Pledge of Allegiance.

II. CITIZENS COMMENTS

Michael Hoffman, 3S436 Second Street, shared his discovery of his false arrest records to warn others that it can happen to them too.

Bob Siebert, Albright Court, shared his opinion that the original intent to having a city newsletter was not to have politics or a mayor’s column and suggested that since it does, residents should also have a place in the newsletter to voice their opinions.

IV. APPROVAL OF AGENDA

Alderman Weidner made a motion, seconded by Alderman Kruckenberg to approve the agenda for the June 17, 2024, City Council regular meeting.

V. APPROVAL OF MINUTES

Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the following meeting minutes:

• Minutes of the June 3, 2024, City Council regular meeting;

• Minutes of the June 3, 2024, City Council Closed Session; and

• Minutes of the June 10, 2024, Public Works and Infrastructure Committee meeting

VI. CONSENT AGENDA – OMNIBUS VOTE

A. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2024-25, approving a special use permit for automobile and truck rental with outdoor storage at Warrenville Ace Hardware, 2S541 Route 59

B. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2024-26, approving site-specific amendments and a major amendment to the final plan of planned unit development (Cantera Subarea G – 28248 and 28250 Diehl Road)

C. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2024-27, approving a final plat of subdivision and a site-specific amendment for Lots 1 and 2 in Cantera Subarea F and a major amendment to the final plan of planned unit development for Lot 1 in Cantera Subarea F (27201 and 27501 Bella Vista Parkway – Cantera Corporate Center)

D. Accept staff recommendation, waive second reading, and pass ordinance O2024-28, amending City Code section 3-26-2, and increasing the number of Massage Establishment Business Licenses from four to five

E. Accept staff recommendation, waive second reading, and pass ordinance O2024-29, amending the FY 2024 Budget

F. Accept staff recommendation and pass resolution R2024-36, awarding the contract for the 2024 Road Program to Geneva Construction Company of Aurora, IL, in the amount of $1,707,773.51

G. Accept staff recommendation and pass resolution R2024-37, approving a contract with Engineering Resource Associates, Inc. for construction engineering services for the 2024 Road Program in the amount of $138,100 plus reimbursable expenses

H. Accept staff recommendation and pass resolution R2024-38, approving a contract with Morton Salt, Inc. for the purchase of bulk rock salt

I. Accept Public Works and Infrastructure Committee recommendation and pass resolution R2024-39, waiving bidding and approving a contract with Windfree Solar for the purchase and installation of solar panels at the Trailhead pavilion

J. Accept Public Works and Infrastructure Committee recommendation and pass resolution R2024-40, approving a contract with Stiles Inc. for services related to the removal of the underground storage tank within the Warrenville Road right-ofway

K. Accept Public Works and Infrastructure Committee recommendation and pass resolution R2024-41, approving a task order with Terracon Consultants for environmental services related to the removal of the underground storage tank within the Warrenville Road right-of-way

L. Accept staff recommendation and approve a Fireworks and Pyrotechnics Permit issued to Five Alarm Fireworks for an Independence Day fireworks display on July 4, 2024

M. Receive and file minutes of the Environmental Advisory Commission meetings held on March 12 and April 16, 2024

N. Receive and file draft minutes of the Plan Commission and Zoning Board of Appeals meeting held on June 6, 2024

O. Receive and file report of invoices paid up to June 12, 2024, in the amount of $45,097.11

P. Authorize expenditures for invoices due on or before July 1, 2024, in the amount of $90,833.57

Q. Receive and file report of Chase Commercial Card Expenditures for the month of May 2024, in the amount of $14,021.37

Alderman Weidner made a motion, seconded by Alderman Lockett, to approve the Consent Agenda items as read.

Alderman Davolos made a motion, seconded by Alderman Wilkie, to enter into Closed Session at 7:19 p.m. to discuss the following:

● 5 ILCS 120/2 (c) (5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired

ROLL CALL VOTE:

Nay: None MOTION ADOPTED

The Council returned to Open Session at 7:34 p.m. No action was taken during Closed Session.

Alderman Lockett made a motion, seconded by Alderman Wilkie to adjourn.
