City of Warrenville City Council met June 3

Here are the minutes provided by the council:

I. OPENING CEREMONIES

A. Call to Order

Mayor Brummel called the meeting to order at 7:00 p.m.

B. Roll Call

Present: Mayor David Brummel and Aldermen: J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg and Bill Weidner

Absent: Aldermen: Stu Aschauer, John Lockett and Judy Wilkie

Also Present: City Attorney Brooke Lenneman, City Administrator Cristina White, Assistant City Administrator Alma Morgan, Community and Economic Development Director Amy Emery, Public Works Director Phil Kuchler, Finance Director Kevin Dahlstrand, Police Chief Sam Bonilla and City Clerk Julie Clark

Absent: City Treasurer Maury Goodman

C. Pledge of Allegiance

Mayor Brummel led the Pledge of Allegiance.

D. Proclamation – 2024 Independence Day Parade Grand Marshal – Lucy Nelson Mayor Brummel shared that the winner of the Independence Day theme is Lucy Nelson, and she will be the Parade Grand Marshal.

II. CITIZENS COMMENTS

Michael Hoffman, 3S436 Second Street, encouraged citizens to make themselves aware of the county flood plans so they are not caught by surprise.

Bob Siebert, Albright Court, commented that residents are paying more in property taxes than the levy established.

III. OFFICIALS AND STAFF COMMENTS

Mayor Brummel noted that the Independence Day Parade is now one month away and thanked all those who make it possible.

CA White noted that Special Census Field Representatives will begin door-to-door contact with residents soon.

IV. APPROVAL OF AGENDA

Alderman Weidner made a motion, seconded by Alderman Davolos to approve the agenda for the June 3, 2024, City Council regular meeting.

V. APPROVAL OF MINUTES

Alderman Weidner made a motion, seconded by Alderman Kruckenberg to approve the minutes of the

• Minutes of the May 20, 2024, City Council regular meeting;

• Minutes of the May 20, 2024, City Council Closed Session #1; and

• Minutes of the May 20, 2024, City Council Closed Session #2; and

• Minutes of the May 20, 2024, City Council Closed Session #3; and

• Minutes of the May 28, 2024, Public Safety and Finance Committee meeting

VI. CONSENT AGENDA – OMNIBUS VOTE

A. Accept City Clerk and Attorney’s recommendation and pass resolution R2024-33, approving certain minutes of certain closed meetings of the City Council for release, and authorizing the destruction of certain verbatim recordings prior to November 1, 2022

B. Accept Public Safety and Finance Committee recommendation and pass resolution R2024-34, waiving competitive bidding and approving amendment 1 to the professional services agreement with Orbis Solutions, Inc. for the upgrade and replacement of audio-visual equipment in the amount of $53,360

C. Accept Public Safety and Finance Committee recommendation and pass resolution R2024-35, approving the contract renewal for City Prosecutor services with Attorney Christine Charkewycz for the period of June 1, 2024, through May 31, 2025

D. Accept Public Safety and Finance Committee recommendation and authorize the closure of certain local streets for the annual Independence Day Parade, parade staging, and Cerny Park festival as stated in Warrenville Friends of the 4th Committee Chairman Colin Wilkie’s letter dated May 6, 2024

E. Accept Public Safety and Finance Committee recommendation to maintain the current penalty on water and sewer late payments of 10% of the current bill only, and further direct staff to re-evaluate the late payment penalty during the FY 2026 Budget process

F. Receive and file minutes of the Police Pension Board of Trustees meeting held on January 23, 2024

G. Receive and file minutes of the Inclusion, Diversity, Equity, and Awareness Commission meeting held on April 16, 2024

H. Receive and file draft minutes of the Plan Commission and Zoning Board of Appeals meeting held on May 23, 2024

I. Receive and file report of invoices paid up to May 29, 2024, in the amount of $174,876.66

J. Authorize expenditures for invoices due on or before June 17, 2024, in the amount of $927,620.02

Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the Consent Agenda items as read.

Aye: Aldermen: Davolos, Weidner, Kruckenberg, Barry and Augustynowicz

Nay: None MOTION ADOPTED

Alderman Barry made a motion, seconded by Alderman Davolos, to enter into Closed Session at 7:19 p.m. to discuss the following:

● 5 ILCS 120/2 (c) (1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

ROLL CALL VOTE:

Aye: Aldermen: Weidner, Barry, Davolos, Augustynowicz and Kruckenberg

Nay: None

The Council returned to Open Session at 7:25 p.m. No action was taken during Closed Session.

XI. ADJOURN

Alderman Davolos made a motion, seconded by Alderman Kruckenberg to adjourn.

MOTION ADOPTED VIA VOICE VOTE

The regular Council meeting adjourned at 7:26 p.m.
