City of Elmhurst Development, Planning, & Zoning Committee met April 8

Here are the minutes provided by the committee:

Chair Deuter called the meeting to order at 7:03 p.m.

5. Business Before the Committee

A. Development, Planning & Zoning Committee Meeting Minutes March 11, 2024

Alderman Veremis made a motion to approve the minutes of the DP&Z Committee on March 11, 2024.  Alderman Park seconded. Voice Vote as follows:

Ayes: Veremis, Park, Deuter

Nayes: None

Absent: None

Motion passed.

B. Planned Unit Development Concept Meeting – 300 W Grand – Honda Addition

David Meek, attorney on behalf of Honda, and Richard Becker, architect, presented their concept plans for Honda’s building addition to expand the service and parts departments. Honda Corporate is also evaluating changes to the front façade.

The applicant stated that a neighborhood meeting was held last Tuesday with no attendees. A neighbor reached out separately with questions about the project and drainage. There are currently no site development allowances being requested. The Committee did not note any concerns that would prevent the applicant from moving forward with the project.

C. Case 23 P 02 - Island Construction - 240 W Lake Final Planned Unit Development & Final Plat of Subdivision

CP Franz summarized the request. Mike Muisenga spoke about the project history. The Committee discussed the sidewalk connection to the property from the Maple Ave. right-of-way that will be constructed in part by the developer and in part by the City per the RDA. Alderman Park asked about a future sidewalk on Lake Street frontage and ACM Johnson discussed the challenges due to the limited ROW width.

Alderman Park made a motion to approve the draft report recommending approval of a Final Planned Unit Development with site development allowances and Final Plat of Subdivision (consolidation) for the property commonly known as 240 W. Lake Street, Elmhurst, Illinois. Alderman Veremis seconded. Voice Vote. Motion passed.

6. Other Business

CP Franz stated that staff received a redlined copy of the zoning ordinance draft. After a brief staff review, the redlined draft will be publicly released. CP Franz noted that a joint meeting between the Committee and the Zoning & Planning Commission will need to be scheduled. Committee members shared their availability and conflicts in early May. Chair Deuter noted that the zoning ordinance update is a big project and that if certain aspects of the new code don’t work the way we intended, we can re-evaluate them and change them, if necessary, once the code is put into practice.

ACM Johnson stated the last focus group meeting for the Downtown Plan was held last week. CP Franz stated that a lot of good feedback has been received from all public outreach so far and that the consultant is working on the existing conditions report.

CP Franz discussed the upcoming zoning case schedule. York HS filed a conditional use application for a new scoreboard. The conditional use permit does not require a neighborhood meeting, but District 205 held one prior to filing their application. Aldermen Veremis stated she received calls that some neighbors wanted to attend but couldn’t because the meeting location changed. The Committee suggested that District 205 hold another neighborhood meeting to discuss the project prior to the public hearing.

Alderman Park made a motion to adjourn at 7:46 p.m.  Alderman Veremis seconded. Voice Vote. Motion passed.
