I. OPENING CEREMONIES
A. Call to Order
Mayor Brummel called the meeting to order at 7:00 p.m.
B. Roll Call
Present: Mayor David Brummel and Aldermen: Stu Aschauer, J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg, John Lockett, Bill Weidner and Judy Wilkie
Absent: None
Also Present: City Attorney Brooke Lenneman, City Administrator Cristina White, Assistant City Administrator Alma Morgan, Community and Economic Development Director Amy Emery, Finance Director Kevin Dahlstrand, Police Chief Sam Bonilla, and City Clerk Julie Clark
Absent: Public Works Director Phil Kuchler and City Treasurer Maury Goodman
C. Pledge of Allegiance
Mayor Brummel led the Pledge of Allegiance.
D. Proclamation – National Public Safety Telecommunicators Week
Mayor Brummel presented Police Chief Bonilla with a proclamation that designates April 14-20 as Public Safety Telecommunicators Week. Chief Bonilla accepted and acknowledged that these emergency response workers are often overlooked so this was appreciated.
E. Public Hearing for the FY 2025 Budget
Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to open public hearing on the FY 2025 Budget.

Discussion: Finance Director Dahlstrand presented highlights of the FY 2025 Budget and opened the floor for questions. There were no questions from citizens or members of Council.
Alderman Weidner made a motion, seconded by Alderman Lockett, to close public hearing on the FY 2025 Budget.

II. CITIZENS COMMENTS
Bob Siebert, Albright Court, reminded everyone that Freedom of Speech is afforded to us all.
Pam Spevak, 29W630 Mack Road, expressed that she does not want the bike bath to be on her property.
Mitch Adamus, 29W606 Mack Road, said he also does not want the proposed bike path.
Fred Schlick, 535 E. Oak, Wheaton, shared that the Forest Preserve land was once family farm land and is hopeful that it could be used for the proposed bike path so that private property would not have to be disturbed.
Mary Lou Wehrli, 916 Jefferson, Naperville, shared that she feels strongly against the proposed bike path on Mack Road.
III. OFFICIALS AND STAFF COMMENTS
A. Mayor
Mayor Brummel shared that the Special Census needs workers, and that anyone who would like to apply can do so at census.gov/communityjobs. He also invited the public to attend the City Council’s Strategic Plan retreat Friday April 5 from 5:00 – 8:00 p.m. and on Saturday April 6 from 9:00 a.m. – 2:00 p.m. at City Hall.

IV. APPROVAL OF AGENDA
Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the agenda for the April 1, 2024, City Council regular meeting.

Alderman Weidner made a motion, seconded by Alderman Davolos, to approve the following sets of minutes:
• Minutes of the March 16, 2024, City Council Budget Workshop;
• Minutes of the March 18, 2024, City Council regular meeting;
• Minutes of the March 18, 2024, City Council Closed Session #1;
• Minutes of the March 18, 2024, City Council Closed Session #2; and
• Minutes of the March 25, 2024, Public Safety and Finance committee meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE
A. Accept Public Safety and Finance Committee recommendation and pass resolution R2024-18, approving an intergovernmental agreement with the Warrenville Public Library District authorizing the sharing of social media archival services effective May 1, 2024, through May 1, 2029, and renewing annually thereafter
B. Accept Public Safety and Finance Committee recommendation and approve the 3.4% FY 2025 market-based increase for non-union employees as included in the proposed FY 2025 Budget
C. Accept Public Safety and Finance Committee recommendation and approve: 1) a 10% water rate and a 5% sewer rate increase effective May 1, 2024; 2) a change in the frequency for the issuance of water and sewer billing from the current bi monthly to monthly frequency, as soon as operationally practical; 3) direct staff to work with the City Attorney to prepare the code amendments needed to authorize these recommendations for consideration as part of an April 2024 City Council meeting agenda; and 4) direct staff to evaluate the current late fee structure
D. Receive and file minutes of the Tourism and Arts Commission meeting held on February 15, 2024
E. Receive and file report of invoices paid up to March 27, 2024, in the amount of $125,475.95
F. Authorize expenditures for invoices due on or before April 15, 2024, in the amount of $696,203.62
Alderman Weidner made a motion, seconded by Alderman Lockett, to approve the Consent Agenda items as read.

● 5 ILCS 120/2 (c) (11) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent.
● 5 ILCS 120/2 (c) (5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.
