City of Elmhurst Public Affairs and Safety Committee met Jan. 8.

The meeting was called to order at 7:00 p.m. by Chair Brennan.

5. Business Before the Committee
A. Minutes of the December 11th, 2023 meeting of the Public Affairs & Safety Committee
Alderman Nardini motioned to approve the minutes of the December 11th, 2023 meeting with amended changes. Chair Brennan seconded. Roll call vote: Chair Brennan Aye, Nardini Aye, Hill Absent. Motion carried.
B. 2024 Elmhurst St. Patrick’s Day Parade
Deputy Chief Kaczorowski discussed plans for the upcoming proposed 2024 Elmhurst St. Patrick’s Day Parade, to be held on March 9th, 2024. Alderman Nardini inquired about the current parade committee list and requested that the publicly posted information on the event website matches the current committee. Alderman Nardini motioned to approve the report. Chair Brennan seconded. Roll call vote: Chair Brennan Aye, Nardini Aye, Hill Absent. Motion carried.
C. Elmhurst Running Club 4 on the 4th
Bob Richards of the Elmhurst Running Club appeared before the Committee to discuss the proposed plans for the Elmhurst 4 on the 4th race to be held on July 4, 2024. Richards discussed that the logistics and road closure would be identical to previous years. Alderman Nardini inquired about expenses and what was reimbursed the City of Elmhurst. Bob Richards discussed reimbursement and the event donations to community groups. Alderman Nardini motioned to approve the report. Chair Brennan seconded. Roll call vote: Chair Brennan Aye, Nardini Aye, Hill Absent. Motion carried.
D. Elmhurst Cycling Classic 2024
Tim Radcliffe of the Elmhurst Cycling Classic appeared before the Committee to discuss the upcoming proposed Elmhurst Cycling Classic to be held on June 8th, 2024 in the Collegeview neighborhood requiring street closures as in previous year operations. This year’s event includes an additional “Twilight Run” to be held at approximately 6:30 PM after the bicycle races have concluded. Tim Radcliffe discussed the logistics and operations of the event. The Committee inquired about communications with local residents and businesses, events on Elmhurst University campus, and insurance requirements. Discussion ensued on City of Elmhurst event reimbursement, which will be discussed as a potential topic at a future meeting. Alderman Nardini motioned to approve the report. Chair Brennan seconded. Roll call vote: Chair Brennan Aye, Nardini Aye, Hill Absent. Motion carried.
E. License Agreement with Elmhurst Crossing Shopping Center
Deputy Chief Kaczorowski discussed a temporary license agreement with the Brixmor Elmhurst Crossing LLC for the installation of (3) Automated License Plate Readers on private property to assist in the interdiction and investigation of retail theft offenders. Alderman Nardini motioned to approve the report. Chair Brennan seconded. Roll call vote: Chair Brennan Aye, Nardini Aye, Hill Absent. Motion carried.

Communications Manager Kassondra Schref discussed the new Elmhurst Alerts communications program that allows the City of Elmhurst to communicate with Elmhurst residents during times of emergency, critical events, public advisories, and general news.
