City of Warrenville City Council met Nov. 6.

Here are the minutes provided by the council:

I. OPENING CEREMONIES

A. Call to Order

Mayor Brummel called the meeting to order at 7:00 p.m.

B. Roll Call 

Present: Mayor David Brummel and Aldermen: Stu Aschauer, J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg, Bill Weidner and Judy Wilkie

Absent: Alderman John Lockett

Also Present: City Attorney Brooke Lenneman, City Administrator Cristina White, Assistant City Administrator Alma Morgan, Public Works Director Phil Kuchler, Community and Economic Development Director Amy Emery, Finance Director Kevin Dahlstrand, Police Chief Sam Bonilla, City Treasurer Maury Goodman and City Clerk Julie Clark

Absent: None

C. Pledge of Allegiance

Mayor Brummel led the Pledge of Allegiance.

D. Presentation of FY 2023 Audit Report 

Brad Porter from Lauterbach and Amen relayed the highlights from the 2023 Audit Report. He summarized that the city is in good financial standing. Alderman Davolos expressed her appreciation for the comprehensive report and thanked the Finance Department for all they do all year long to keep the city running so well.

II. CITIZENS COMMENTS

Bob Siebert, 29W50 Albright Court, voiced his concerns on the home rule sales tax not being used to reduce property taxes.

Pam Spevak, 29W630 Mack Road, pleaded with the City Council to work with the Forest Preserve to put the Mack Road Path on the south side and not the north side of Mack Road.

Mitch Adamus, 29W606 Mack Road, also shared his frustration of the impending bike path and not getting any response from IDOT when he calls them for studies and input.

IV. APPROVAL OF AGENDA

Alderman Weidner made a motion, seconded by Alderman Davolos, to approve the agenda for the November 6, 2023, City Council regular meeting.

A. Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the minutes of the October 16, 2023, City Council regular meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE

A. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2023-43, amending the City Code Zoning Ordinance regarding public notice

B. Accept Public Works and Infrastructure Committee recommendation and pass resolution R2023-59, approving a Software License and Services Agreement with Data Transfer Solutions, LLC

C. Accept staff recommendation and pass resolution R2023-60, awarding the contract for the 2023 Storm Sewer Pipelining Project to Hoerr Construction, Inc. of Goodfield, IL, in the amount of $504,300

D. Accept staff recommendation and pass resolution R2023-61, designating Freedom of Information Officers and Open Meetings Act Designees

H. Receive and file minutes of the Board of Fire and Police Commissioners regular meeting held on July 25, 2023, and special meeting held on August 7, 2023

I. Receive and file minutes of the Bicyclist and Pedestrian Advisory Commission meeting held on September 12, 2023

J. Receive and file minutes of the Tourism and Arts Commission meeting held on September 14, 2023

K. Receive and file minutes of the Environmental Advisory Commission meeting held on September 19, 2023

L. Receive and file draft minutes of the Plan Commission and Zoning Board of Appeals meeting held on October 19, 2023

M. Receive and file report of invoices paid up to November 1, 2023, in the amount of $312,215.14

N. Authorize expenditures for invoices due on or before November 20, 2023, in the amount of $459,234.74

O. Receive and file report of Master Debit Card Expenditures for the month of October 2023, in the amount of $20,968.15

Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the Consent Agenda items as read.

Alderman Barry made a motion, seconded by Alderman Aschauer, to enter into a Closed Session at 7:31 p.m. to discuss the following:

• 5 ILCS 120/2 ( c) ( 11 ) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent.

• 5 ILCS 120/2 (c) (21 ) Discussion of minutes of meetings lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06.

At 7:45 p.m. the Council returned to the open session

XI. ADJOURN

Alderman Weidner made a motion. seconded by Alderman Kruckenberg to adjourn.
