City of Elmhurst Public Affairs and Safety Committee met Aug. 28.

Here are the minutes provided by the committee:

1. Call to Order

The meeting was called to order at 7:00 P.M. by Chair Brennan

2. Roll Call

Committee Members Present: Chair Brennan, Alderman Nardini, Alderman Hill

Elected Officials: None

City Staff Present: Interim Fire Chief Richard Dufort, Police Chief Michael McLean, Deputy Police Chief James Gandy, Communications Manager Kassondra Schref, History Museum Director Dave Oberg

Guests: Resident Reid Stanton

3. Public Comments

Resident Reid Stanton spoke to the committee about commissions, citizen participation, commission minutes, and the use of Board Docs during commission hearings.

5. Business Before the Committee

A. Public Affairs & Safety Committee Meeting August 14th, 2023, Minutes

Minutes to be approved pending amending the minutes to strike item E from the minutes. Alderman Hill motioned to approve the amended minutes; Alderman Nardini seconded. Roll Call vote: Chair Brennan, Aye, Alderman Hill aye, Alderman Nardini Aye Motion carried.

B. DuPage County Hazardous Mitigation Plan

Alderman Nardini related he researched the County website and theprevious questions he had were answered. Alderman Nardini motioned to approve the report; Hill seconded. Roll call vote: Chair Brennan Aye, Alderman Hill Aye, Alderman Nardini Aye. Motion carried.

C. West Avenue Parking Restrictions

Members of the committee related in speaking to Alderpersons from Ward 5, they learned both the alderpersons and residents supported the parking restrictions.

Alderman Hill motioned to approve the report, Alderman Nardini seconded. Roll call vote: Chair Brennan Aye, Alderman Hill Aye, Alderman Nardini Aye. Motion carried.

6. Other Business

Chair Brennan stated he would like to have discussions regarding chicken coops at the next committee meeting.

Chief McLean showed a video that the Elmhurst Police Department and District 205 partnered in developing to show to train District 205 employees on the concepts of “run, hide, fight” during an active threat situation. Chair Brennan asked if the students had access to the video. Alderman Nardini inquired who funded the video.

Alderman Nardini related he received concerns about potential traffic problems at the intersection of Stratford/Adams, specifically the lack of traffic control devices and speeding vehicles. In addition, Alderman Nardini related there was a concern regarding parking problems near Washington/Van Buren stemming from arrival/dismissal time at Bryan Middle School. Chief McLean explained the process for handling both concerns.

Alderman Nardini had questions on how to assist residents in signing up for the emergency notification system “Code Red”. Communications Manager Schref related the city was currently researching other emergency notification systems. Finally, Alderman Nardini stated some flags on Palmer Drive were looking tattered and wished to have them replaced.

Motion to adjourn the meeting was made by Alderman Hill and seconded by Alderman Nardini. Roll call vote: Chair Brennan Aye, Alderman Hill Aye, Alderman Nardini Aye, motion carried. Meeting adjourned at 7:40 PM.
