City of Elmhurst Public Affairs and Safety Committee met Aug. 14.

Here are the minutes provided by the committee:

1. Call to Order

The meeting was called to order at 7:03 p.m. by Chair Brennan.

2. Roll Call

Committee Members Present: Chair Brennan, Alderman Hill, Alderman Nardini

Absent: None

Elected Officials: None

City Staff Present: Police Chief Michael McLean, Interim Fire Chief Richard Dufort, Deputy Police Chief Brett Kaczorowski, Lieutenant Bill Oeffling, Communications Manager Kassondra Schref, City Engineer Kent Johnson, Emergency Services Coordinator Don Novak

Guests: Marc Molina, Elmhurst University and Ernie Ionotta, Knights of Columbus.

3. Public Comment

Marc Molina spoke on behalf of Elmhurst University and provided a summary of University Homecoming Events and the relationship with the community.

Ernie Ionotta spoke on behalf of the Elmhurst Knights of Columbus to describe the upcoming Knights of Columbus Car Show.

4. Receipt of Written Communication

5. Business Before the Committee

A. Minutes of the July 24th, 2023 meeting of the Public Affairs & Safety Committee

Alderman Nardini motioned to approve the minutes of the July 24th, 2023 meeting. Alderman Hill seconded. Roll call vote: Chair Brennan Aye, Hill Aye, Nardini Aye. Motion carried.

B. Knights of Columbus Car Show

Ernie Iannotta of the Elmhurst Knights of Columbus discussed proposed plans for the upcoming Car Show on September 10th, 2023 which would require closure of the City of Elmhurst parking lot located behind the Knights of Columbus from 8:00 AM until 4:00 PM. Iannotta requested a “rain date” of September 17th, 2023. The Committee voted to approve an amended report noting the approval of the rain date.

Alderman Hill motioned to approve the report. Alderman Nardini seconded. Roll call vote: Chair Brennan Aye, Hill Aye, Nardini Aye. Motion carried.

C. Elmhurst University Homecoming

Marc Molina of Elmhurst University discussed plans for the University’s 2023 Homecoming. Molina requested City of Elmhurst Police Department assistance with rolling street closures during a Homecoming Parade on September 23rd at 10:00 AM. Molina also requested Alexander Boulevard between Prospect Avenue and Myrtle Avenue be closed on September 23rd from 7:00 AM until 5:30 PM for a Homecoming Block Party. The Committee voted to approve an amended report noting the University will reimburse police staffing costs. Alderman Hill recused himself from the vote. Alderman Nardini motioned to approve the report. Chair Brennan seconded. Roll call vote: Chair Brennan Aye, Hill Recused, Nardini Aye. Motion carried.

D. Dupage County Hazardous Mitigation Plan

Interim Fire Chief Dick Dufort and Emergency Services Coordinator Don Novak presented the City of Elmhurst report for the Dupage County Hazardous Mitigation Plan. The Committee inquired about the benefits and Alderman Nardini inquired about which other Dupage County municipalities also submit a mitigation plan. Chair Brennan and Emergency Services Coordinator Novak spoke about the relationship between Dupage County and the Federal Emergency Management Agency which assists in providing local resources in times of emergency. This topic will be discussed at a future meeting.

E. Neighborhood Traffic Studies, Areas #2 and #3

City Engineer Kent Johnson spoke to the Committee about the upcoming proposed traffic studies in the areas that are contiguous with the first traffic study and expands to the north and south. Alderman Nardini motioned to approve the report. Alderman Hill seconded. Roll call vote: Chair Brennan Aye, Hill Aye, Nardini Aye. Motion carried.

F. West Avenue Parking Restrictions

City Engineer Kent Johnson presented information to the Committee reference parking restrictions on West Avenue near Ben Allison park. New parking restrictions would move the “No Parking” signs from the East side of the street to the West side of the street to accommodate safe pedestrian access to the park. The Committee directed Kent Johnson to speak with the Aldermen of the Ward impacted. This topic will be discussed at a future meeting.

Motion to adjourn the meeting was made by Alderman Nardini and seconded by Alderman Hill. Roll call vote: Chair Brennan Aye, Hill Aye, Nardini Aye, motion carried. Meeting adjourned 8:22 p.m.
