City of Warrenville Plan Commission/Zoning Board of Appeals met July 6.

A. CALL TO ORDER
Chairman Cosgrove called the meeting to order at 7:10 p.m.
B. ROLL CALL

C. NEW BUSINESS
1. 28W575 Stafford Place - Evolet Eve Wine Shop / located on dead end segment of Stafford Place, northeast of Curtis Avenue Monica Lefever/Evolet Eve Wine Shop Chairman Cosgrove stated that Monica Lefever, the owner of Evolet Eve Wine Shop, is applying for a Temporary Use Permit to plan the third year anniversary event at the wine shop. Chairman Cosgrove mentioned this event is similar to the previous events in the last two years. ChairmanCosgrove stated that there will be a tent on Stafford Place and there will also be food trucks nearby.
Chairman Cosgrove recommended to Monica Lefever to remove the date of August 3, 2024 as one of the planned future dates for next year’s anniversary event due to it interfering with the City of Warrenville Summer Daze event held on the same day.
Chairman Cosgrove asked city staff about the required food truck inspections by the Warrenville Fire District.
Planner Maszka stated that the Warrenville Fire Protection District has been insistent on conducting these inspections for safety reasons. Planner Maszka mentioned that City Chief Code Official Michelle Lilly has been working with the Warrenville Fire Protection District on making these inspections business friendly.
Commissioner Clemens suggested that when next year Temporary Use Permit is granted that the surrounding neighbors could get more than a week’s notice of the event happening.
Monica Lefever stated that she follows the same public notice guideline as the Warrenville Park District does when they have events which is just a one week notice as well.
CHAIRMAN COSGROVE MADE THE MOTION FOR THE PLAN COMMISSION TO RECOMMEND CITY COUNCIL APPROVAL OF A TEMPORARY USE PERMIT WHICH WOULD ALLOW EVOLET EVE TO CONDUCT A THREE YEAR ANNIVERSARY CELEBRATION EVENT ON THE DEAD-END SECTION OF STAFFORD PLACE SUBJECT TO THE EVENT BEING CONDUCTED IN ACCORDANCE WITH THE INFORMATION CONTAINED IN THE JULY 6, 2023 COMMUNITY DEVELOPMENT DEPARTMENT STAFF REPORT WITH EXCEPTION TO ITEM #10 IN WHICH AUGUST 3, 2024 IS A DATE REMOVED FROM THE PLANNED FOUR YEAR ANNIVERSARY DATES. COMMISSIONER FAWELL SECONDED. CHAIRMAN COSGROVE ASKED FOR A VOICE VOTE. MOTION PASSED. MOTION CARRIED.

CHAIRMAN COSGROVE MADE A MOTION TO APPROVE THE MINUTES OF THE JUNE 22, 2023 MEETING AS AMENDED. SECONDED BY COMMISSIONER VAVRA. COMMISSIONER FAWELL ABSTAINED. CHAIRMAN COSGROVE ASKED FOR A VOICE VOTE. MOTION PASSED. MOTION CARRIED.

H. ASSISTANT COMMUNITY DIRECTOR’S REPORT
Assistant Community Development Director Arguilles reported that the Public Hearing sign for an upcoming agenda item at the next meeting does have a QR Code incorporated into the public sign. Staff has been working on having this feature required for future city and private projects.

Planner Maszka shared with the Plan Commission the agenda items for the next meeting.
