City of Elmhurst Development, Planning, & Zoning Committee met June 12.

3. Receipt of Written Communications
Items were submitted to the Committee regarding the green space located between Schiller and Third St. west of the Nitti Development.

Michelle Platt commented on the green space adjacent to the Nitti development.

5. Business Before the Committee
A. Development, Planning & Zoning Committee Meeting Minutes May 22, 2023
Alderman Park moved to approve the minutes of the DP&Z Committee on May 22, 2023. Alderman Veremis seconded. Voice Vote. Motion passed.
B. Discussion of minutes of meetings lawfully closed under the Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06 of the Open Meetings Act 5 ILCS 120/2(c)(21) - Review of the following Executive Session Meeting Minutes to remain closed: June 08, 2009, June 22, 2009, May 22, 2017, June 26, 2017, July 10, 2017, August 14, 2017 and April 12, 2021
Alderman Veremis made a motion to keep closed the following Executive Session Meeting Minutes: June 08, 2009, June 22, 2009, May 22, 2017, June 26, 2017, July 10, 2017, August 14, 2017 and April 12, 2021. Alderman Park seconded. Voice Vote. Motion Passed.
C. Case 23 ZBA 04 348 N. Walnut Porch Variation
ACP Gal summarized the applicant’s request. It was noted that the Zoning & Planning Commission recommended unanimously for approval. The Committee discussed the variation and concurred with the findings made by the Commission. Chair Deuter stated that due to the July 4th holiday, the City Council will not meet on July 3rd which would significantly delay this case. The Committee agreed to suspend the rules in order to allow the applicant to proceed with his project and complete the porch which would be a benefit to the neighborhood.
Alderman Park asked staff how the average of the block is calculated. Staff confirmed that the average front setback is determined by calculating the arithmetic mean of all homes.
Alderman Veremis made a motion to issue a report recommending approval of the variation request and recommending that the City Council suspend the rules to allow the report and ordinance to be approved at the same meeting. Alderman Park seconded. Voice Vote. Motion Passed.
D. Referral: Long-Term Downtown Design and Urban Planning
CP Franz summarized the RFQ based on the referral from last year. Through the RFQ process, the City can select the most qualified consultant based on their experience and approach to the project. The Committee discussed the contents of the RFQ and suggested changes.
The Committee discussed the importance of having a downtown that is bike and pedestrian friendly and maintains a thriving business community. Staff will bring back a revised draft that incorporates the Committee’s input for review prior to public release.
E. Referral: Residential Builder Sidewalk Construction Code
ACM Kopp provided an overview on where discussion on this referral left off with the last Committee. The Committee discussed the option of requiring a fee in lieu of installing sidewalks or requiring sidewalks for all new construction regardless if there is a sidewalk nearby to connect to. Chair Deuter was concerned about creating sidewalks to nowhere and noted that the City could prioritize paths to schools. Alderman Park suggested that all new driveways should be engineered and re-graded as though a sidewalk is being installed which would better equip the City to go back and install sidewalks in the future. It was also discussed that corner lots should have to install sidewalks on both sides.
The Committee requested additional information on the overall cost of installing sidewalks in areas without one and information on what nearby communities are doing (including Wheaton).
F. Planning & Zoning Orientation
The Committee agreed to continue orientation at another meeting.
6. Other Business
CP Franz confirmed that the joint meeting between the Z&P Commission and DPZ Committee will be on July 18th at 7:00 p.m.
