City of Warrenville City Council met Nov. 21.

Here are the minutes provided by the council:

I. OPENING CEREMONIES

A. Call to Order

Mayor Brummel called the meeting to order at 7:00 p.m.

B. Roll Call

Present: Mayor David Brummel, and Aldermen: Stu Aschauer, Clare Barry, Kathy Davolos, Leah Goodman, Craig Kruckenberg, and John Lockett

Absent: Aldermen Jeff Krischel and Bill Weidner

Also Present: City Attorney Brooke Lenneman, City Administrator Cristina White, Assistant City Administrator Alma Morgan, Public Works

Director Phil Kuchler, Community and Economic Development

Director Ron Mentzer, Assistant Community Development Director

Consuelo Arguilles, Finance Director Kevin Dahlstrand, Police

Chief Ray Turano (virtually) and Executive Assistant and Deputy

City Clerk Dawn Grivetti

Absent: City Clerk Julie Clark

C. Pledge of Allegiance

Mayor Brummel led the Pledge of Allegiance.

D. Proclamation

Mayor Brummel proclaimed the week of December 4 – 10, 2022, as Christmas Sharing Week in Warrenville to bring awareness to the public that contributions made during this season of giving will help make the holiday season merrier for families who are less fortunate. Denise DiCianni of Christmas Sharing, was present to accept the proclamation from Mayor Brummel. She thanked the public for all their contributions and donations.

II. CITIZENS COMMENTS

Larry Saccotelli, 30W180 Estes Street, expressed concern for the protection and possible mitigation for private water wells near the site of the proposed City Well #13.

Bob Siebert, 29W501 Albright Court, offered comments and questions regarding TIF #3 assessment data that was recently presented by the City.

II. OFFICIALS AND STAFF COMMENTS

A. Mayor

Mayor Brummel recognized the many members of the Warrenville Police Department who were in attendance, and wished everyone a happy Thanksgiving.

B. Deputy Clerk

Deputy Clerk Grivetti reminded the public that candidate packets for the April 4, 2023 consolidated general election are still available at the Finance counter in City Hall. The first day to file petitions is Monday, December 12, 2022, and the final day to file is Monday, December 19. Petitions can be filed at City Hall from 8:00 a.m. – 5:00 p.m.

C. Aldermen

Ald. Goodman gave a report from the recent Fermilab Community Advisory Board meeting. The laboratory received federal funding for experiments, they celebrated National Bison Day on November 5, and two of their scientists were recently recognized as American Physical Society fellows.

D. City Administrator

City Administrator White had no comment.

E. City Attorney

City Attorney Lenneman had no report.

IV. APPROVAL OF AGENDA

Alderman Goodman made a motion, seconded by Alderman Davolos, to approve the agenda as presented for the November 21, 2022, City Council regular meeting.

V. APPROVAL OF MINUTES

Alderman Goodman made a motion, seconded by Alderman Davolos, to approve the minutes of the November 7, 2022, City Council regular meeting, the minutes of the November 7, 2022, City Council closed session meetings 1, 2, and 3, and the minutes of the November 14, 2022, Community Development Committee meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE

Mayor Brummel read the items on the Consent Agenda as follows:

A. Accept Plan Commission and Zoning Board of Appeals recommendations, waive second reading, and pass ordinance O2022-42, approving a rezoning, final plat of subdivision, and variations from City Code 10-1-1: Zoning Ordinance for 28W321 and 28W289 Warrenville Road

B. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2022-43, approving a special use permit for parking as a principal use and temporary use permit for outdoor storage on Bollweg Subdivision Lot 2

C. Accept Plan Commission and Zoning Board of Appeals recommendations, waive second reading, and pass ordinance O2022-44, approving special use permits to allow permanent outdoor seating and a drive-through facility and a variation from the Sign Ordinance for 4S040 Route 59

D. Accept City Clerk and Attorney’s recommendation and pass resolution R2022-67, approving certain minutes of certain closed meetings of the City Council for release

E. Accept Plan Commission recommendation and direct the City Attorney to prepare an ordinance approving a special use permit for a planned unit development and final plat of subdivision for a new municipal water well and iron filtration building at 30W121 Estes Street

F. Accept Plan Commission and Zoning Board of Appeals Recommendations and direct the City Attorney to prepare an ordinance approving a special use permit for a special public use, final plat of subdivision, and a variation from City Code 10-1- 1: Zoning Ordinance for a new elevated municipal water tower structure at 3S660 Route 59

G. Accept Community Development Committee recommendation, and direct staff to inform Mr. Surati that the City Council is not inclined to create and issue a new Class A7 liquor license, or a Class V – Video Gaming supplemental liquor license for the proposed remodeling of the Prime Liquors business

H. Accept Community Development Committee recommendation, and authorize staff to implement the follow-up actions outlined in Senior Civil Engineer Hocking’s Maple Hill – Fox Hollow Path Connection next steps memo dated November 7, 2022

I. Accept Mayor Brummel’s recommendation and approve the appointment of Robin Pelfrey to the Inclusion, Diversity, Equity, and Awareness Commission for a term expiring April 30, 2023

J. Receive and file minutes of the Plan Commission and Zoning Board of Appeals meeting held on November 10, 2022

K. Receive and file report of invoices paid up to November 16, 2022, in the amount of $21,828.43

L. Authorize expenditures for invoices due on or before December 5, 2022, in the amount of $200,527.23

Alderman Goodman made a motion, seconded by Alderman Davolos, to approve the Consent Agenda items as read.

ROLL CALL VOTE:

Aye: Aldermen: Goodman, Lockett, Kruckenberg, Barry, Aschauer, and Davolos

Nay: None MOTION ADOPTED

VIL REGULAR AGENDA

A. Alderman Goodman made a motion, seconded by Alderman Davolos, to accept Mayor Brummel's recommendation and pass resolution R2022-68, appointing Samuel Bonilla as Chief of Police, effective November 28, 2022.

Discussion: Ald. Goodman expressed her appreciation for the selection of Mr. Bonilla as Chief of Police. She acknowledged that there were many qualified candidates for the position, which should be seen as a tribute to the community.

Aye: Aldermen: Kruckenberg, Davolos, Barry, Goodman, Lockett, and Aschauer Nay: None

MOTION ADOPTED

Chief Bonilla was sworn into office following approval of his appointment.

X. CLOSED SESSION

Alderman Barry made a motion, seconded by Alderman Davalos, to enter into Closed Session at 7:29 p.m. to discuss the following:

• 5 ILCS 120/2 (c) (11) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent.

ROLL CALL VOTE:

Aye: Aldermen: Lockett, Davolos, Aschauer, Kruckenberg, Barry, and Goodman Nay: None MOTION ADOPTED

The City Council returned to Open Session at 7:54 p.m.

Alderman Lockett made a motion. seconded by Alderman Kruckenberg to adjourn. 5, 2022
