DuPage County Sheriff's Merit Commission met Oct. 6.

Here are the minutes provided by the commission:

Members Present: Tony Reyes, Chairman

Chris Kachiroubas, Vice Chairman

Members Absent: Frank Gravina, Secretary

Others Present: Paul Bruckner, State’s Attorney

Undersheriff Moore, Sheriff’s Office

Chief Toerpe, Sheriff’s Office

Chief Garcia, Sheriff’s Office

Debbie Krygowski, MC Assistant

Meeting was called to order at 8:33 a.m. in Conference Room 3500A of the Jack T. Kneupfer Administration Building, 421 North County Farm Road, Wheaton, Illinois.

Roll Call

On roll call, Chairman Reyes and Commissioner Kachiroubas were present. Commissioner Gravina was absent.

Public Comment – None

Approval of Regular Meeting Minutes from September 1, 2022

Chairman Reyes called for a motion to approve the regular meeting minutes from September 1, 2022. Commissioner Kachiroubas moved. Seconded by Chairman Reyes. Roll call. All ayes. Motion carried.

Approval of Executive Session Meeting Minutes from September 1, 2022

Chairman Reyes called for a motion to approve the Executive Session meeting minutes from September 1, 2022. Commissioner Kachiroubas moved. Seconded by Chairman Reyes. Roll call. All ayes. Motion carried.

Old Business

a) Budget Status - Ms. Krygowski presented the current Revenue and Expenditures report.

b) Bills Payable – Ms. Krygowski presented the bills payable list. Chairman Reyes called for a motion to approve payment. Commissioner Kachiroubas moved. Seconded by Chairman Reyes. Roll call. All ayes. Motion carried. Chairman Reyes signed the invoices.

c) Candidate Status - Ms. Krygowski provided a status on how many candidates are in which phase of the certification process.

New Business

a) Approve Lateral Job Postings on The Blue Line – Ms. Krygowski explained that the current lateral transfer advertisements on www.theblueline.com had expired and asked for approval to repost. Discussion. Chairman Reyes agreed that posting the advertisements would improve the flow of candidates.

b) Set LEB Promotional Exam Date – Ms. Krygowski informed the Commissioners that the LEB command staff would be meeting with Lory Newcomb from Stanard & Associates on October 19th and recommended the date of Saturday, February 25th, 2023 for the LEB promotional exams. Chief Toerpe asked for clarification of whether the February exam date would be for both Sergeant and Lieutenants exams. Discussion. Chairman Reyes Reyes called for a motion to set the date of the Law Enforcement Bureau Sergeants and Lieutenants exams for February 25, 2023. Commissioner Kachiroubas moved. Seconded by Chairman Reyes. Roll call. All ayes. Motion carried.

Report from Sheriff’s Office – The Sheriff’s Office continues to have vacancies but is pleased with the flow of candidates certified by the Commission.

Adjournment into Executive Session

Chairman Reyes called for a motion to convene into Executive Session pursuant to 5 ILCS 120/2(c)(1) for the appointment, employment, compensation, discipline, performance, or dismissal of a specific employee, One-on-one interviews. Commissioner Kachiroubas moved. Seconded by Chairman Reyes. Roll call. All Ayes. Motion carried.

The Commission convened into Executive Session at 8:51 a.m.

Paul Bruckner left the room at 8:54 a.m.

The Commission convened back into Regular session at 9:54 a.m.

Roll Call

On roll call, Chairman Reyes and Commissioner Kachiroubas were present. Commissioner Gravina was absent.

Matters to be referred from Executive Session:

a) Action on certification of candidates who were subject to one-on-one interviews on October 6, 2022. Chairman Reyes called for a motion to certify lateral transfer to Law Enforcement candidates 2078 and 2079. Commissioner Kachiroubas moved. Seconded by Chairman Reyes. Roll call. All ayes. Motion carried. Candidate 2257 was not certified. Certification of candidate 2080 was tabled to the next meeting.

Chairman Reyes called for a motion to adjourn. Commissioner Kachiroubas moved. Seconded by Chairman Reyes. Roll call. All Ayes. Motion carried.

Meeting was adjourned at 9:57 a.m.
