1. CALL TO ORDER

8:15 AM meeting was called to order by Chair Timothy Hayden at 8:15 AM.

A motion was made by Vice Chair Dina, seconded by Member Hermes, to forward the minutes from the September 12, 2022 meeting to the ETS Board to receive and place on file. On voice vote, motion carried.

A motion was made by Member Herron, seconded by Vice Chair Dina to approve the Bensenville Police WAVE Application. On voice vote, motion carried.

B. DEDIRS Access Modification Request

1. ETS-R-0069-22 Resolution to approve modified access to the DuPage Emergency Dispatch Interoperable Radio System talk groups pursuant to Policy 911-005.2: Access to the DuPage Emergency Dispatch Interoperable Radio System (DEDIRS), as requested by the Illinois State Police.

A motion was made by Member Herron, seconded by Member Baarman, to approve modified access by the Illinois State Police. On voice vote, motion carried.

7. DEDIRS PORTABLE AND MOBILE REPLACEMENT

Deputy Director Theusch mentioned they are continuing to work on the training slides. He said there will be three invites for sessions. Vice Chair Dina confirmed that the slides that were already released were just drafts, and Mr. Theusch responded affirmatively.

Member Herron asked if the radios will not go out until the training is complete. Mr. Theusch said yes, the slide deck will be disseminated and training sessions will be scheduled. Member Herron inquired it the radios will not be ready to deploy for another 2-4 weeks, and Mr. Theusch said that is correct.

Chairman Hayden asked if these are the slides that Member Hermes worked on, and Mr. Theusch confirmed they are. Chairman Hayden volunteered Member Hermes to be a "train the trainer". Member Hermes replied she would be happy to do it.

Vice Chair Dina asked if there is anything else that is delaying the delivery of the radios. Mr. Theusch said there is not, as long as the agencies have their IGAs completed. Vice Chair Dina inquired if an agency has signed their IGA, do they get the radios, or do they have to wait for every agency to sign. Mr. Theusch said as an IGA is signed and training is completed, the agency can take possession of the radios. Member Herron confirmed that DU-COMM is signing the IGA on behalf of its agencies. Member Baarman said John Lozar is reaching out to see who has their fleetmap ready.

8. PARENT COMMITTEE APPROVAL REQUIRED

A. 21-22-72 Policy Advisory Committee (PAC) DuPage Emergency Dispatch Interoperable Radio System (DEDIRS) Recommendation 2022 Radio Replacement

Member Baarman said he believes Phase 2 is still being over complicated. He believes only fire radios should go out during Phase 2 with the current template to handle the battery issues that are occurring. He said doing anything more than that will contradict the goals of deploying them as quickly as possible. Vice Chair Dina said he believes Phase 2 is one of the most crucial phases. He added the details not seen on the recommendation are almost incomprehensible to some people. He said timing is everything with Phase 2, and with all that needs to be done to release the radios: give agencies time to get their mobile radios installed, turn encryption on, etc., which makes it a complicated phase, but it is a good system. Vice Chair Dina said care needs to be taken in how Phase 2 is rolled out. He added, when the beta test is done with ACDC, it will be as short a time as possible until reaching Phase 3 and start doing the other dispatch channel talk groups. Member Hermes said she agrees; beta testing in Phase 2 is crucial to get to Phase 3. She said it is doable, and they plan on sharing everything they do regarding beta testing. She said all the kinks can be worked out, whether they are on the PSAP side or on the agency side.

Member Baarman asked if the Fire radios will be ready from the lab in November. Vice Chair Dina said they are still hoping for November, but it is not set in stone. Member Baarman said, in November, the Fire radios are going to be programmed with encryption when the Police radios are being deployed without encryption, what are the details of how that will be handled. Mr. Sullivan said, an encrypted radios can hear an open radio. Member Baarman said, regardless, he doesn't understand why the Fire radios do not get out as quickly as possible to fix the fire battery issue that is going on. He is worried that there is not a clear delineation between Phase 1 and 2. He felt that Police and Fire radios could be deployed so everyone has their radios, there would be no Fire battery issues, and then they could turn on encryption when Police and Fire are done together. He said there is no delineation because Phase 2 has Police radios being re-touched. Vice Chair Dina said Member Baarman is correct; AES encryption will not be turned on until later on in Phase 2, which is why he has said timing is everything in Phase 2.

Member Herron said his understanding was that law enforcement was always going to be first, just to get them out, and the keys would be loaded but not turned on, then fire radios will be deployed, including mobiles. He said the timing of how to turn the AES on the mobiles will be tricky. He said he always envisioned Phase 2 to be a 3-4-month project, or longer. Phase 3 will be way down the line; Phase 2 must be deployed uniquely.

Member Herron asked Member Hermes to explain the beta. She said different ops channels and encryption were discussed during a Fire Standardization meeting for when the Fire radios roll out. She said ACDC volunteered to do any beta testing with the dispatch channels. Member Baarman said he thinks that is dangerous, as no talk group should have two names. Member Hermes said we will have to see how the radios roll out, what the Motorola console looks like for the dispatchers, and go from there.

Member Herron added that Phase 2 is a place holder with a lot of work to be done on it. He said he understands what Member Baarman is saying. Vice Chair Dina said he does not see encryption or beta testing turning on until the consoles are in place, which is all part of Phase 2. Member Hermes said from the PSAP standpoint, this is not a flip of the switch; one thing will be done at a time, so to speak. She said ACDC will work with DU

COMM, and if DU-COMM wants to be included in beta testing, that would be fine, too. Member Baarman asked what is being tested. Member Hermes said the idea was to get to the renaming conventions. Mr. Theusch said part of the goal of the beta testing was to ensure there isn't anything missing. A discussion ensued regarding talk groups. Member Baarman believes the wording is incorrect, as it is a system-wide beta test of certain talk groups. Member Herron said DEDIRS is an ever-living, ever-evolving system that is never closed. Chairman Hayden said Member Herron said it well - it is a process all the way and has been discussed for over a year, it was time to move forward.

On voice vote, Member Baarman voted no, Members Hayden, Dina, Herron, and Hermes voted yes, motion carried.

B. Policy

1. ETS-R-0070-22 Resolution to amend Policy 911-005.6: DuPage Emergency Dispatch Interoperable Subscriber Unit System (DEDIRS) Use of Emergency Button. Recommendation to approve Policy Advisory Committee VOTE (to approve): 4 Ayes, 0 Nays, 2 Absent.

Member Herron said the policy seems to mirror Police and Fire; there aren’t too many differences. Vice Chair Dina said police and fire handle the emergency button a little differently and that was addressed in the policy. Vice Chair Dina said when Fire pushes the emergency button if there is a mayday, everyone switches channels. Mr. Sullivan said, in Addison, a mayday is an emergency of sorts; and the emergency button is more of a communication emergency (“I am unable to reach whomever I wish to speak to”, etc.). He added, for example, when someone is alone on an ambulance call, and dispatch has been called but not answered, the emergency button will be useful. Mr. Sullivan said it is used for very pertinent communication, not for low-level communication. He believed Fire uses it a little differently than Police. Member Herron inquired into the priority of the emergency button. Member Baarman said it has the highest priority and would kick someone off the system if it has to. He said, the radio would remain in this status until the situation is resolved and returned to normal operations. A short discussion ensued around the situations in which an emergency button could be activated. Mr. Sullivan said on the Fire side, if an emergency button is activated, dispatch will ask what the status is, and Police has their own version of that.
