Here are the minutes provided by the committee:

1. CALL TO ORDER

9:30 AM meeting was called to order by Chair Julie Renehan at 9:30 AM.

4. CHAIR REMARKS - CHAIR RENEHAN

Chair Renehan announced the DuPage Care Center had a very successful Fall Festival on September 17, 2022. Ms. Renehan congratulated the Care Center on their success.

The Care Center received notice they are a recipient of a direct $1.1M in ARPA funding. Janelle Chadwick, Administrator of the DuPage Care Center will speak on any planned uses of the funding.

There is very big news when it comes to health and human services and public safety. Sterogenics was found liable in causing cancer and a $363M verdict was awarded to plaintiffs. This first came to this committee by a local resident that was instrumental in the claims against Sterogenics.

Authorization for Overnight Travel -- Senior Housing & Development Planner to attend the Fall National Human Services Data Consortium in Seattle, Washington, from October 23, 2022 through October 27, 2022. Expenses to include registration, transportation, lodging, miscellaneous expenses (parking, mileage, etc.), and per diems for approximate total of $2,700.09. Grant funded. (Community Services)

Chair Renehen requested a motion to amend the travel to include an additional night as the employee could not get a flight out the last night of the conference and due to it not being a conference night, paid a higher price ($384 increase) for lodging. Member Schwarze so moved, Member Chaplin seconded, all ayes, motion to amend accepted.

12. RESIDENCY WAIVERS - JANELLE CHADWICK

13. DUPAGE CARE CENTER UPDATE - JANELLE CHADWICK 

Janelle Chadwick, Administrator of the DuPage Care Center, announced the Care Center is currently in outbreak status through October 5, 2022, due to a prior positive status with an employee. No units are under quarantine, so residents are out and about.

The Fall Festival was a great success. Preliminary results indicate we will exceed $30,000 in funds raised for the DuPage Care Center Foundation. Thank you to the team that put it all together like clockwork. Whether virtual or in person, the festival is still successful in supporting the Foundation and the Recreation Therapy Department for the residents.

Ms. Chadwick updated the committee on renovations, stating they are looking through the Scope of Work for materials and flooring to get the bids underway. Staff has been progressive, clearing out the 4North unit where the renovations will start. A clear unit will help the contractors gain optimal access ensuring a much cleaner bid for all the different areas. Additionally, it helps with efficiencies for staffing because we are consolidating the residents resulting in fuller units.

Ms. Chadwick spoke regarding the 2023 ARPA funding awarded from Illinois’ Health and Family Services (HFS) in the amount of $1.1M. This will be slightly different than previous funding as it will be paid out quarterly in FY23. 65% of the funds are required to go to staff and 35% will be allocated toward covid expenses. The Care Center will provide hero pay as last year, each employee receiving about $590 in quarterly installments. All employees that work within the Care Center will be included since they are all subject to exposure.

Asked about the status of the covid booster, Ms. Chadwick replied that the Care Center is on the schedule for Wednesday, October 5. The new booster will be effective against Delta and Omnicron and be combined with the flu vaccine.

Ms. Chadwick answered to the status of masks at the Care Center, stating when in outbreak, an N-95 and a shield are required in resident care areas. The county’s community transmission rate just went from high to substantial, requiring staff to have to wear the N95 mask and shields. If the transmission rate drops lower than substantial or we drop out of outbreak status, we go back to surgical masks. Staff are fitted for the N95 masks annually, so we have a variety of sizes for proper fit and comfort.

14. COMMUNITY SERVICES UPDATE - MARY KEATING

Mary Keating, Director of Community Services, stated the transformational grant review is in the second phase. The review committee went through the letters of intent and invited 18 organizations to complete a full application, which were reviewed last week. The DuPage Foundation reviewers submitted questions to some of the organizations. The review team will meet on October 6 to make their final recommendations. All organizations that are recipients of the transformational grant will be recognized at the County Board meeting on October 11.

Ms. Keating expressed her appreciation to the County Board for their support of the $5M set aside for food assistance. The contract was approved with the Northern Illinois Food Bank (NIFB). Ms. Keating added they will proceed with allocations quickly, beginning with a meeting with the NIFB on Wednesday, September 21. Data the NIFB has been collecting from the food pantries will be used to determine what assistance levels will be provided to the pantries. The plan is to go back to the Community Hunger Network of DuPage County and present them with a couple of different options on how we can allocate cash assistance to the individual pantries.
