7. COMMUNICATIONS
A. Discussion
1. 2022 General Fund Special Appropriation Reallocation
The 2022 General Fund Special Appropriation Reallocation was addressed by Ms. Joy Hinz, Environmental & Sustainability Programs Manager. Ms. Joy mentioned that the Cafeteria Study was allocated for $35,000 and $14,500 of that was used. She requested the remaining funds be utilized for the Waste Hauler postcard project. Chair Rutledge commented that they had met with the supervisors of the townships and they too, wanted this study conducted to determine the level of support they have for single hauling. Member Hart asked, “Is postcard the most effective way to conduct the study or will there be a way to do it electronically that might generate more expenses?” Ms. Joy explained that at this moment a list of unincorporated residents’ email is nonexistent. The postcard that will be mailed out to this group will include a QR code for them to conclude a survey online. Currently, there are about 25,000 residents on the list for postcard mail outs. Member LaPlante asked if there was a way to send both email and postcard to unincorporated residents? Nick Kottmeyer, Director of Public Works, stated that there are different approaches that could be effective at different stages and “our goal was to get as many voices as we can.” APTIM, who was contracted to assist with the Waste Hauler project, have developed the questions for the fact-based survey.
2. Revised 2023 Environmental Programs Budget
Ms. Joy mentioned that Member LaPlante indicated in one of the recent meetings that the new budget for 2023 did not adequately address sustainability initiatives for businesses and commercial entities. Ms. Joy then spoke to Lisa Miceli, Vice President in Economic Development from Choose DuPage, about this matter. Ms. Joy and Ms. Lisa have previously collaborated in the Sustainable DuPage campaign. Ms. Miceli shared that Sustainable DuPage was launched in 2021 to connect businesses to available resources. Events and resources such as zoom meetings and the Sustainable Toolkit were implemented. This would be incorporated into the 2023 budget to promote sustainable business practices. Member LaPlante thanked Ms. Joy and Ms. Lisa for noting her concern. Member Chaplin pointed out that SCARCE currently gets paid to work on this matter with businesses and wanted to know “how would the two work together?” Choose DuPage has the list of business that can be utilized to educate on sustainability and connect them with SCARCE. It was clarified that funds would not be deducted from SCARCE to entail Choose DuPage into the 2023 budget.
