1. CALL TO ORDER

8:00 AM meeting was called to order by Chair Julie Renehan at 8:10 AM.

The Judicial and Public Safety Committee meeting started late due to the fact that the Stormwater Committee meeting concluded after 8:00 a.m.

Motion to allow Members Dawn DeSart and Greg Schwarze to participate remotely

Chair Julie Renehan informed the committee of the request from Member Dawn DeSart and Member Greg Schwarze to participate remotely due to illness, pursuant to Section 7(a) of the Open Meetings Act.

4. CHAIRWOMAN'S REMARKS - CHAIR RENEHAN

Chair Julie Renehan opened the meeting by asking for a moment of silence in memory of the victims of the recent mass shooting in Uvalde, Texas and for all other victims of gun violence in the United States.

Chair Julie Renehan then welcomed Kimberly Verest, Arbitration Administrator with the 18th Judicial Circuit Court, who presented an update on the Residential Eviction Mediation Program later in the meeting. Further, Chair Julie Renehan thanked the Community Services Department, Courts and Prairie State Legal Aid for their partnership in this program.

Additionally, Chair Julie Renehan thanked HOPE Taskforce member Greg Schwarze for providing an article that was handed out at the meeting about the pieces of legislation to enhance the fight on opioids and which support those suffering from substance abuse disorders.

Lastly, Chair Julie Renehan thanked Erin Lech for the years she served as the secretary to the Judicial and Public Safety Committee. She then welcomed the new interim committee secretary, Sally Karner.

Member Brian Krajewski questioned why laptops were being purchased from three different vendors. Buyer Nick Etminan explained that due to the current supply chain issues, a decision was made to utilize three OMNIA contracts which will allow purchases to be made at any given time from any of the three. Member Ashley Selmon further commented that this process has been successfully utilized by the County's Information Technology Department and commended the Finance Department for also following this same procedure.

Member Dawn DeSart questioned how many ARPA and CARES Act dollars have been approved previously for the purchase of laptop computers for the Circuit Court Clerk's Office. Chief Administrative Officer Nick Kottmeyer responded.

Deputy Chief Dan Bilodeau from the Sheriff's Office joined the meeting via Zoom. Chair Julie Renehan asked him to explain this item. He responded that once the initial procurement was approved on May 3, the vendor notified both the County's Procurement Department as well as the Sheriff's Office that they did not believe they would be able to secure the requested chassis by the end of the purchase order time frame, which was May of 2023. Shortly thereafter, the vendor contacted them to say they did have a chassis on their lot, however, it was a larger size. This larger size chassis will allow for more working space and ensure the acquisition of the truck this year.

Member Dawn DeSart inquired about the increase in the price of the chassis in only one month's time. Deputy Chief Dan Bilodeau responded about the ongoing supply chain issues causing the need for this change order.

Chair Julie Renehan commented that the increased size of the chassis will be beneficial.

8. BUDGET TRANSFERS

A. Budget Transfers -- Transfer of funds from account nos. 4400-52320 (medical/dental/lab supplies) and 4400-53380 (repair & mtce auto equipment) to account nos. 4400-52210 (food & beverages), 4400-53250 (wired communication services), 4400-53370 (repair & mtce other equipment), and 4400-53806 (software licenses) in the amount of $200,200, due to unforeseen expenses. Costs of repairing vehicles and replacing outdated equipment have increased due to shortages of parts. Communications costs were budgeted lower as services were anticipated to be contracted out but are now being updated internally. (Sheriff's Office)

Member Liz Chaplin questioned whether the funds requested should be considered unforeseen expenses for outdated equipment and vehicle repairs, or if these expenses should fall under the category of routine maintenance.

Member Brian Krajewski commented about the transferring of funds throughout all County Departments. He suggested perhaps making some adjustments to individual department budgets in an effort to reduce the amount of budget transfers. Chair Julie Renehan agreed.

B. Funds placed in professional services lines are needed in a variety of other lines to ensure proper billing and coding. Chair Julie Renehan reiterated the fact that there has been an increase in budget transfers. She did state that the Sheriff's Office has the largest budget in comparison to other County departments.

12. PRESENTATIONS

A. Eviction Mediation Program Update - Kimberly Verest, Arbitration Administrator, 18th Judicial Circuit Court

Chair Julie Renehan introduced Kimberly Verest, Arbitration Administrator for the 18th Judicial Circuit Court, as well as Court Administrator, Suzanne Armstrong. Ms. Verest then provided the committee with an update to her previous presentation on September 21, 2021. She explained that the overall goal of the Residential Eviction Mediation Program is to encourage landlords and tenants to pursue mutually beneficial alternatives to avoid eviction. Alyssa Fortino continues on as the Program Coordinator and staffs the Eviction Help Desk located in the DuPage County Courthouse. One hundred and eighteen individuals completed a two-part training program. Of the sixty applicants, the program approved forty-three mediators. The program has a 66.9% success rate. Prairie State Legal Services has assisted 859 DuPage County landlord/tenant clients from October 4, 2021 through June 3, 2022. Ms. Verest also indicated that DuPage County is the number one county in the State of Illinois in the number of applications received and the amount of Court Based Rental Assistance Program (CBRAP) funds distributed. DuPage has approved 317 applications with over $3.4 million distributed.

Members Mary Ozog, Ashley Selmon, Grant Eckhoff, Paula Garcia, Brian Krajewski and Vice Chair Don Puchalski brought forth questions regarding various aspects of the program, to which Ms. Verest responded. All members praised the program and thanked Ms. Verest and her staff for the good work they do. Chair Julie Renehan thanked Ms. Verest, Court Administrator, Suzanne Armstrong and her staff as well as the Community Services Department for their efforts to make this program a success.

13. OLD BUSINESS

Member Paula Garcia informed the committee that efforts are being made to provide pay equity increases and improved working conditions for the medical staff at the County correctional facility.

14. NEW BUSINESS

Chair Julie Renehan informed the committee that the Sheriff's Office has been in contact with both her and staff regarding their need to purchase a Ford F-250 truck to pull the bomb squad trailer. If a used truck becomes available that meets the required specifications, Chair Julie Renehan requests discharging the Judicial and Public Safety Committee and bringing this item forward directly to the Finance Committee and County Board for approval in an effort to expedite the purchase. Policy and Program Manager Jason Blumenthal explained in more detail the need for the purchase of this truck and the supply chain issues.

Member Brian Krajewski expressed concerns about the length of time it takes for a purchase request to be approved. Chief Administrative Officer Nick Kottmeyer responded that the challenges with the supply chain issues are impacting all departments throughout the County. Further, he indicated that discussions are underway with the State's Attorney Office and the County's Procurement Department to arrive at a solution.

Member Liz Chaplin suggested one resource might be to work collaboratively with ISACo and/or NACo to discuss how other counties are working through this issue. Chief

Administrative Officer Nick Kottmeyer agreed with her and indicated many counties and municipalities are also struggling.

Chair Julie Renehan thanked everyone for their input.
