DuPage County Sheriff's Merit Commission met June 2.

Here are the minutes provided by the commission:

Members Present: Tony Reyes, Chairman 

Chris Kachiroubas, Vice Chairman 

Frank Gravina, Secretary 

Others Present: Paul Bruckner, State's Attorney 

Mark Winistorfer, State's Attorney 

Edmond Moore, Undersheriff 

Debbie Krygowski, MC Assistant 

Meeting was called to order at 8:33 a.m. in Conference Room 3500A of the Jack T. Kneupfer Administration Building, 42'1 North County Farm Road, Wheaton, Illinois. 

Roll Call 

On roll call, Chairman Reyes, Commissioner Kachiroubas, and Commissioner Gravina were present. 

Public Comment - None 

Approval of Regular Meeting Minutes from May 19, 2022 

Chairman Reyes motioned to approve the regular meeting minutes from May 19,2022. Commissioner Kachiroubas moved. Seconded by Commissioner Gravina. Roll call. All ayes. Motion carried. 

Approval of Executive Session Meeting Minutes from Mav 19, 2022 

Chairman Reyes motioned to approve the Executive Session meeting minutes from May 19, 2022. Commissioner Kachiroubas moved. Seconded by Commissioner Gravina. Roll call. All ayes. Motion carried. 

Old Business 

a) Budget Status - Ms. Krygowski presented the current Revenue and Expenditures report. 

b) Bills Payable - Ms. Krygowski presented the bills payable list. Chairman Reyes called for a motion to approve payment. Commissioner Gravina moved. Seconded by Commissioner Kachiroubas. Roll call. All ayes. Motion carried. Chairman Reyes signed the invoices. 

c) Candidate Status - Ms. Krygowski provided a status on how many candidates are in which phase of the certification process. Chairman Reyes instructed Ms. Krygowski to include the number of open positions within each division with the candidate status report. 

d) Entrance Exam Updates - Ms. Krygowski informed the Commissioners lhat27 candidates had submitted applications for the Law Enforcement and 30 registrations have been received for the July 2022 Corrections entrance exam, 

e) Candidate Question - Ms. Krygowski provided more information on the transcript evaluation submitted by candidate2373. Discussion. The Commission decided that it would not accept the transcript evaluation of a university transcript from abroad as college credit.

New Business 

a) Budget Transfer - Ms. Krygowski presented a budget transfer of $600 from 53090 "Other Professional Services" to 53803 "Miscellaneous Meeting Expenses" to cover the costs of meeting refreshments. Commissioner Kachiroubas moved. Seconded by Commissioner Gravina. Rollcall. All ayes. Motion carried. 

b) FY2023 Budget - Ms. Krygowski informed the Commissioners that the FY2023 budget process had begun and that budget objectives are a maintenance budget. Discussion. Chairman Reyes instructed Ms. Krygowski to budget increases in per diem and part-time salary. 

Report from Sheriff's Office - Undersheriff Moore informed the Commissioners that the Sheriff's Office is extremely short-staffed. The Sheriff's Office currently has 2'1 openings in the office and could use more Correctional Officers. The Sheriff's Office will also need to begin the process of 

Corrections Promotional Exams. Ms. Krygowski noted that there is funding for an assessment center and will connect with Stanard & Associates to begin the process. 

Adjournment into Executive Session 

Chairman Reyes called for a motion to convene into Executive Session pursuant to 5 ILCS 12012(c)(1) for the appointment, employment, compensation, discipline, performance, or dismissal of a specific employee, One-on-one interviews. Commissioner Kachiroubas moved Seconded by Commissioner Gravina. Roll call, All Ayes. Motion carried. 

Paul Bruckner, Mark Winistorfer, and Chris Kachiroubas left the room. 

The Commission convened into Executive Session at 8:58 a.m. 

Commissioner Kachiroubas reentered the room at 9:00 a.m. 

The Commission convened back into Regular session at 9:54 a.m. 

Roll Call 

On roll call, Chairman Reyes, Commissioner Kachiroubas, and Commissioner Gravina were present. 

Matters to be referred from Executive Session: 

a) Action on certification of candidates who were subject to one-on-one interviews on June 2,2022. Chairman Reyes called for a motion to certify Corrections candidate 2244. Commissioner Kachiroubas moved. Seconded by Commissioner Gravina. Roll call. All ayes. Motion carried. Chairman Reyes called for a motion to certify Law Enforcement candidate 2325. Commissioner Kachiroubas moved. Seconded by Commissioner Gravina. Rollcall. All ayes. Motion carried. Candidate 2243was not certified.

Chairman Reyes called for a motion to adjourn. Commissioner Kachiroubas moved. Seconded by Commissioner Gravina. Roll call. All Ayes. Motion carried. 

Meeting was adjourned at 9:55 a.m.
