5. CHAIRMAN'S REMARKS - CHAIR DESART
Chair DeSart did not offer any Chair remarks.
6. 2022 SPRINGFIELD LEGISLATIVE SESSION PREVIEW
Chair DeSart welcomed the County's State Lobbyists Chip Humes and Dave Sullivan to the meeting via Zoom. Chip Humes indicated that State Lobbyist Marc Poulos was also on the call. Chair DeSart clarified that the 2022 State Legislative Agenda before the members today will cover general policy priorities, and that in two weeks there will be more specific bills for the committee to consider.
Sheryl Markay said that she is going to review all the bills introduced by Friday’s deadline, and that she will present the Committee with a specific bill list for the Committee to vote on, as well as possibly the 2022 Federal Agenda at the Committee’s next meeting in approximately two weeks.
Mr. Humes gave a brief update, and let the Committee know that the Governor’s Budget Address and State of the State Address will both be on February 2nd, 2022, and after his speech they will let us know what the budget priorities are for 2022. Mr. Sullivan also gave an update and said that the General Assembly is likely to focus on the Local Government Distributive Fund, the Puppy Mill ban, and the Public Safety conversation in general.
Sheryl Markay offered an overview of the 2022 Legislative Program for the Committee members. Mr. Humes gave more insight on the status of the repeal of the Puppy Mill bill.
Member Chaplin, Member Zay, Member Selmon, and Member Renehan discussed last year’s legislation regarding the remapping of new election precincts. Member Selmon suggested that when there is legislation that affects other countywide offices, that the Elected Official or a representative should present these issues to the Committee before being added to the Legislative program.
Chair DeSart inquired about Committee Member initiatives, and if these would be presented in the same manner as an Elected Official to the Committee. Member Selmon clarified that she wants to ensure that the Committee is collaborating with offices in the County that would like to have legislation included on the State Legislative Agenda.
Chair DeSart thanked Mr. Humes and Mr. Sullivan for the updates they provided. Member Renehan added that she would like to add to the state program a focus on mental health
