DuPage County Sheriff's Merit Commission met Jan. 20.

Here are the minutes provided by the commission:

Members Present: Tony Reyes, Chairman

Chris Kachiroubas, Vice Chairman

Chief Toerpe, Sheriffs Office

Meeting was called to order at 8:30 a.m. in Conference Room 35004 of the Jack T. Kneupfer Administration Building, 421 North County Farm Road, Wheaton, Illinois.

Swearing ln of Newly Appointed Commissioners Frank Gravina & Christopher Kachiroubas Chairman Reyes administered the oath of office to Commissioners Gravina and Kachiroubas. Chairman Reyes assigned Commissioner Kachiroubas the role of Vice Chairman and Commissioner Gravina the role of Secretary.

On roll call, Chairman Reyes, Commissioner Kachiroubas, and Commissioner Gravina were present.

Public Comment - None

Approval of Reqular Meetinq Minutes from December 2, 2021

Chairman Reyes motioned to approve the regular meeting minutes from December 2,2021, and attested to their accuracy.

Approval of Executive Session Meeting Minutes from December 2. 2021

Chairman Reyes motioned to approve the executive session meeting minutes from December 2, 2021, and attested to their accuracy.

Old Business

a) Budget status - Ms. Krygowski explained the budget categories to the new Commissioners and presented the current Revenue and Expenditures reports for both the FY2021 and FY2022 budgets. b) Bills Payable - Ms. Krygowski presented the bills payable list. Chairman Reyes called for a motion to approve payment. Commissioner Kachiroubas moved, Seconded by Commissioner Gravina. Roll call. All ayes. Motion carried. c) Candidate Status - Ms. Krygowski provided a status on how many candidates are in which phase of the certification process.

New Business

a) 2022 Meeting Schedule - Ms. Krygowski presented the Commissioners with a list of previously approved meeting dates for 2022. Chairman Reyes explained that the meetings would take approximately one hour, but that more meetings may be necessary

for certification of candidates depending on the needs of the Sheriff's Office. b) Candidate Questions - Ms. Krygowski explained that a lateral candidate who is pregnant wished to begin the application process but could not complete the POWER test at this time due to the pregnancy. The candidate wanted to know if she could begin the process without the POWER test, Discussion and explanation of the POWER test requirements. Chairman Reyes noted that the lateral application window does not have a closing date, and that the candidate could apply when she is able to complete the test. Ms. Krigowski also explained that a candidate on the 2020 LEB list was contacted for her backgr6und investigation but asked to complete the background investigation process later as she is 8 months along in her pregnancy. The candidate was confident that she will be able to participate fully in the process postpartum. The Commissioners agreed that the candidate can-wait to complete the background investigation and interview process later

in the year before the list expires. c) LEB Promotional Exam Score Release - Ms. Krygowski informed that Commissioners that she had received a mailed request from a deputy who took the September 2021 Sergeant's exam for his/her scores on the written exam, as well as the spreadsheet calculations of the final exam score. Discussion on past practice and which scores have been released. Chairman Reyes instructed Ms. Krygowski to draft a response to this candidate including the scores requested for review at the next regularly scheduled meeting.

Chief Toerpe left the room at 8:58 a.m.

d) 2022 Entrance Exam - Ms. Krygowski explained that the Commission is close to processing all of the candidates on the 2020 LEB and Corrections rank lists and that an entrance exam for both bureaus would be necessary in 2022. chairman Reyes instructed Ms. Krygowskito begin preparing for an entrance exam for LEB and Corrections in March, with potential dates of Saturday 3/5 for LEB and Saturday, 3126 for Corrections.

Report from Sheriff's Office

Undersheriff Moore asked if the Merit Commission budget included funding for an Assessment Center by an outside vendor. Chairman Reyes responded that the budget did include funds for the Assessment Center. Undersheriff Moore and Chief Garcia anticipate holding promotional exams for the Corrections Bureau in the fall o1.2022. Chairman Reyes instructed Ms. Krygowski to begin preparations for the Assessment Center and to plan for the Chiefs to meet with Stanard to review the exam questions in May 2022. Chief Garcia stressed that the Sheriff's Office is in dire need of candidates. Undersheriff Moore explained that there are 2T retirements in 2022 and there could potentially be more since Corrections deputies are only required to give 2 weeks advance notice of retirement.

C!1rman Reyes called for a motion to convene into Executive Session pursuant to Section 5 ILCS 12012(c)(1) for the appointment, employment, compensation, discipline, performance, or dismissal of a specific employee, One-on-one interviews. Commissioner Kachiroubas moved. seconded by commissioner Gravina. Roll call. All Ayes. Motion carried.

Undersheriff Moore and Chief Garcia left the room.

The Commission convened into Executive Session at 9:09 a.m.

The Commission convened back into Regular session at 9:54 a.m.

Matters to be referred from Executive Session: a) Action on certification of candidates who were subject to one-on-one interviews on January 20,2022. Chairman Reyes called for a motion to certify Lateral Transfer to Corrections candidates 2054 and 2055. Commissioner Kachiroubas moved. Seconded by Commissioner Gravina. Rollcall. All ayes. Motion carried, Chairman Reyes called for a motion to certify Lateral Transfer to Law Enforcement candidates 2051, 2056, and

2058, Commissioner Kachiroubas moved, Seconded by Commissioner Gravina. Roll call, All ayes. Motion carried.

Chairman Reyes called for a motion to adjourn. Commissioner Kachiroubas moved. Seconded by Commissioner Gravina, Roll call. All Ayes. Motion carried.

Meeting was adjourned at 9:54 a.m.
