3. PRESENTATION
A. Supply Chain Diversity Initiative - Choose DuPage
Executive Director of Choose DuPage, Greg Bedalov, began the presentation by introducing the supply chain diversity program and then introduced Lisa Miceli who gave greater detail. She outlined the goals and objectives as:
• Promote commercial collaboration
• Address the recent supply chain challenges
• Raise awareness for DuPage’s certified veteran, minority, women, disadvantaged, and disabled- owned businesses
To accomplish these goals, the approach is four pronged:
• Supply chain diversity program - database development, supply chain analysis report, website development and portal for DuPage business to register as a DuPage Diversity Partner.
• Commercial collaboration
• Supplier diversity connection
• Education & Awareness marketing
Funds requested to cover the costs of this would be $75,000.
Member Renehan asked for a timeline of the program. Mr. Bedalov replied they are estimating a 4-6 month window. Member Zay asked for the definition of a certified business. The State defines what businesses are designated as certified. Member Rutledge asked about costs to the business. The cost of certification ranges from $500 to $10,000. Member DiCianni asked for the total number of businesses in the County and of the total, how many are certified. There are more than 95,000 in the County, of which 5-10% are certified. Chair Chaplin asked about HB453 and the status on complying to the data being published. Chief Financial Officer, Jeff Martynowicz, informed the committee that it is in the process, and is a multi-tiered approach.
B. OSHA Employee Vaccine/Testing Mandate Discussion
Chief Administrative Officer, Nick Kottmeyer introduced the Federal OSHA mandate presentation. Although not yet passed, the County is preparing for passage. Ms. MarGaret Ewing, Human Resources Director explained, in detail, what the mandate will require of the County. This mandate preempts state and local laws, applies to employers with 100+ employees. The requirements are as follows:
• Assemble vaccine roster
• Provide paid leave for employees to obtain a vaccine
• Mandate face coverings
• Require employees not fully vaccinated to submit to weekly testing
• OSHA will not issue citation for non-compliance before 2/9/22
Employers are also required to publish and make available the COVID-19 vaccination policy to all employees. Report work-related COVID-19 hospitalizations and fatalities and make available to employees the number of fully vaccinated employees along with total number of employees at the workplace. DuPage County Health Department has an existing policy requiring weekly testing for non-vaccinated employees. Employees must submit proof of testing to their Supervisor 72 hours ahead of shift, rapid and home tests do not qualify. Employees will be compensated one hour per week to test and are required to pay for their tests. Staff recommendations include, each County department/elected officials establish separate confidential vaccine rosters, encouraging remaining unvaccinated employees to vaccinate, establish testing program and assemble detailed policy information. A Vaccine and Testing policy will be brought before the board on January 25, 2022. IT and HR are coordinate confidential employee vaccine status portal, short term testing confirmation system and long term vaccination data coordination and testing program solution.
Member Puchalski asked how many employees are fully vaccinated. Ms. Ewing replied that the County has no way to know that, as it is not a requirement. Member Zay asked if a HIPPA violation was occurring by asking employees about their vaccine status. Mr. Kottmeyer deffered to the State’s Attorney, Conor McCarthy who replied that no, this was not a HIPPA violation. Member Zay went on to question if this mandate brought up any collective bargaining issues, to which the reply was that the unions will be consulted. This mandate requires testing of unvaccinated employees test at their expense, Member Zay suggested the County pay for testing. Member Renehan questioned the one hour off to test and agreed with Member Zay on having the County pay for testing of employees.
Mr. Kottmeyer reminded the committee that the Supreme Court ruling will dictate the timeline going forward.

Chair Chaplin welcomed the committee and wished all a Happy New Year. She commended the Finance Department staff on their management of the American Rescue Plan Act fund and for all of their hard work.

Member Zay voiced frustration with not having any presentation on the maps before a vote is required, and asked why there was no input allowed from this Board. Member Tornatore concurred with Member Zay and went on to question where all of the “extra” election equipment would go due to the number of precincts being reduced. Members Chavez, Covert, Krajewski and Renehan also voiced frustration with the Clerk’s process of redrawing the precinct maps and the lack of participation by this Board. The Clerk informed Member Krajewski that the map process had been going on for 60 days. Chair Chaplin suggested the Redistricting Committee handle this task going forward.
Deputy Clerk Adam Johnson described the specifics of the legislation passed in November 2021 and how the Clerk’s staff drew the maps before this committee. He was not aware any substantive complaints on the current maps. He went on to assure Member Tornatore the amount of voting equipment is appropriate.
Member Garcia asked what happens if the maps are not approved today. State’s Attorney Conor McCarthy replied the status quo would be maintained, legislation provides for the non-passage of maps.
County Clerk’s Association lobbied for this legislation so it should not have been a surprise. Deputy Clerk Johnson confirmed that it was no, it was not a surprise. He went on to confirm that the Clerk’s staff drew the maps, not the Clerk herself. Member Covert asked whether changes to the maps are allowed at this time. If so, would a special call be called for Friday of this week?
Member Tornatore once again emphasized no criticism of the Clerk, criticism of the process and lack of communication. Member Ozog concurred with Member Schwarze and agrees that this should be added to the Redistricting committee’s tasks, as do Members Chavez and Rutledge. Member Rutledge also went on to ask that elected precinct committeeman should recuse themselves from voting.
