Exempt from bidding per 55 ILCS 5/5-1022 "Competitive Bids" (c) not suitable for competitive bids - Sole Source. This is proprietary and copyrighted software.

Wendi Wagner, DCIO, mentioned that we do not have Vendor Ethics Disclosure even though staff has reached out to the vendor several times with the request. She said the County has done business with this company for the last 20 years or more and have received Vendor Ethics Disclosures from them for the past six years, at least, with no contributions listed. She said staff is still trying to obtain the form.

Chairwoman Selmon thanked Ms. Wagner for the information and explained that SAS Institute is a standard company, similar to going to Microsoft for computers. She noted that this contract will not go to Finance or County Board due to the amount, adding that next time we will be sure to send the Vendor Ethics Form out to the committee.
