DuPage County Judicial and Public Safety Committee met Jan. 4.

Here are the minutes provided by the committee:

1. CALL TO ORDER

8:00 AM meeting was called to order by Chair Julie Renehan at 8:04 AM. Due to the Stormwater Committee meeting running late, the JPS Committee meeting started at 8:04 A.M.

2. ROLL CALL

County Board member Sam Tornatore was also in attendance.

Motion for Members DeSart and Selmon to participate remotely

Chair Renehan informed the committee of the requests from Members DeSart and Selmon to participate remotely due to personal illness, pursuant to Section 7(a) of the Open Meetings Act.

3. PUBLIC COMMENT

No public comment was offered.

4. CHAIRWOMAN'S REMARKS - CHAIR RENEHAN

Chair Renehan wished everyone a happy new year with hopes that all are ready to return to focusing on public safety as members of the committee. She called attention to two particular items on the agenda today. DuPage County Sheriff's Office Chief Robert Toerpe will detail an agreement between Flock Safety and the Sheriff's Office for license plate readers. A resolution for the courthouse expansion using American Rescue Plan Act (ARPA) funds is also on the agenda and will go before Finance next week for final approval. Chair Renehan asked the committee to reflect on three recent high-profile crimes, including the shooting at Oak Brook Center, the burglary and shooting at a Westmont auto dealership, and a West Chicago carjacking. She expressed sincere thanks to the high-caliber group of law enforcement officials involved in these incidents, including Chief Kruger and the Oak Brook Police Department, Chief Fleury and the West Chicago Police Department, Chief Gunther and the Westmont Police Department, DuPage County MERIT, the DuPage County Sheriff's Office, the forensics team, as well as State's Attorney Robert Berlin and his team. Public Safety will continue to be a priority in DuPage County, and stakeholders were asked to inform the committee if additional resources are needed. In addition, the Sheriff's Office was asked to present the committee with calls for service for patrol beats with a breakdown by district. At this time, crime statistics reported to the Illinois State Police under the Uniform Crime Reporting Program will be provided to the committee following the meeting. Finally, Chair Renehan welcomed Cheyenne Pincsak, a Northern Illinois University law student, who was shadowing Policy and Program Manager Jason Blumenthal.

Member DeSart asked why the grant was being extended. Policy and Program Manager Blumenthal explained additional time was needed to exhaust the funds awarded in this grant, noting the funds were made available in March 2021.

C. Informational -- Agreement between Flock Safety and the DuPage County Sheriff's Office to provide 25 automatic license plate detection cameras throughout DuPage County for the term of one (1) year at the cost of $0. (Sheriff’s Office)

Chair Renehan as well as Members Puchalski, Schwarze, DeSart, and Krajewski asked several questions and provided commentary, including whether the County would be entering into intergovernmental agreements (IGA) with individual municipalities, how the license plate readers worked, additional or future costs expected, contract renewals, data sharing, and the benefit to public safety. Chief Toerpe related agencies that currently use Flock could agree to share the data via server without an IGA. A third-party vendor would possibly be needed to interface data from municipalities that use other vendors. He added that a large number of municipalities are looking into using Flock following a recent presentation of their software, and appear to be on board with data sharing. Hot files from the National Crime Information Center (NCIC) could be shared, though the data is only available temporarily. He indicated the cameras are solar-powered, stationary, read back license plates only, and would be placed at 25 locations throughout the county. The promotion was presented to the National Sheriff's Association and Flock Safety partnered with Axon to cover the costs. He noted the opportunity for this trial program was expiring at the end of 2021. The Sheriff's Office would ultimately like to obtain a total of 60 cameras and plans to present a three-year contract in February after going through the procurement process.

11. OLD BUSINESS

Member Ozog wished to recognize Chief Judge Popejoy and his staff for providing the members a thorough rationale behind the annex expansion. Member Chaplin thanked Chair Renehan in advance for providing the committee the crime statistics and looks forward to sharing the information with her district. Member Krajewski noted Westmont also recently had a shooting at the Hilton. In light of the recent major incidents in the area, he inquired with the Sheriff regarding the availability of three-dimensional, computer printouts of buildings to assist first responders. Chief Toerpe related the technology exists and research was in progress but the item was not yet ready to be presented.

12. NEW BUSINESS

Member Garcia related she visited the correctional center last month where male inmates were able to read books and send a message to their children using tablets provided by GLT. She commented on the mental health benefits of the tablets and increased protection to officers. She added costs have gone up six hundred percent and have become unaffordable for many families. She inquired with the Sheriff's Office for more information regarding the increase. Chief Toerpe related he would speak with Undersheriff Edmond Moore regarding her inquiry.
