City of Darien City Council met Dec. 20.

Here are the minutes provided by the council:

1. CALL TO ORDER

The regular meeting of the City Council of the City of Darien was called to order at 7:30 P.M. by Clerk Ragona.

2. PLEDGE OF ALLEGIANCE

Clerk Ragona led the Council and audience in the Pledge of Allegiance.

ELECTION OF MAYOR PRO-TEM

Due to the absence of Mayor Marchese, Clerk Ragona asked Council for nominations for Mayor Pro-Tem.

It was motioned by Alderman Belczak and seconded by Alderman Schauer to appoint Alderman Kenny as Mayor Pro-Tem. There being no other nominations, she closed the election and called for the question.

4. DECLARATION OF A QUORUM – There being seven aldermen present, Mayor Pro Tem Kenny declared a quorum.

5. QUESTIONS, COMMENTS AND ANNOUNCEMENTS – GENERAL

Megan Hofbauer, Hinswood Patio Homes, reviewed the history and explained the concerns her family and neighbors are experiencing due to the bass vibration radiating from loud music at QBar. She asked Council for assistance in peacefully resolving this ongoing issue.

Janet Tunget, shared her experience and involvement with DarienFest regarding how aggravating and irritating music can be when bass is set too low. She explained she is not asking for QBar music to stop, she wants the business to succeed. Ms. Tunget wants the bass vibration fixed.

6. APPROVAL OF MINUTES

A. Goal Setting Session – November 8, 2021

It was moved by Alderman Schauer and seconded by Alderwoman Sullivan to approve the minutes of the Goal Setting Session of November 8, 2021.

It was moved by Alderman Belczak and seconded by Alderman Schauer to approve the minutes of the City Council Meeting of November 15, 2021.

7. RECEIVING OF COMMUNICATIONS

Alderwoman Sullivan received communication from Mary & Mel Gregory and Chris Snow, Carriage Greens residents and Homeowner Association members regarding concerns with:

• Temporary fencing along North Frontage Road. Alderwoman Sullivan noted temporary fencing has been replaced with permanent fencing; Director Gombac is exploring safety protocols with Illinois Department of Transportation.

• ComEd pole on Frontage Road near Villas of Carriage Greens that has been leaning; ComEd has tagged pole for replacement.

• Speed limit sign near Carriage Greens that was hit and needs replacement.

Alderman Chylstek…

…spoke with Mr. Taft, owner of QBar. He encouraged Ms. Hofbauer and her neighbors to attend City Council Meeting to voice their concerns. Alderman Chylstek did not feel residents should experience loss of sleep over loud music; he suggested better soundproofing.

…noted that there was another accident at 67th & Clarendon Hills Road. He said he would support a stoplight at the intersection and inquired if funds were available; Administrator Vana noted Council could discuss funding at Budget Meetings in February.

Alderman Vaughan commented regarding history of accidents at the intersection at 67th & Clarendon Hills Road intersection. He asked Council for support to improve intersection by adding signage, stop sign or stoplight.

Alderman Schauer inquired about Federal Grants to fund stoplight at intersection; Director Gombac stated the intersection does not quality due to traffic counts and conditions. Council discussion ensued regarding funding and cost of stoplight.

Treasurer Coren clarified the arrangement the City has with Carriage Greens Country Club.

Alderman Kenny received communication from Terrence Newsom regarding displeasure with books at District 99 libraries.

8. MAYORS REPORT

A. RECOGNITION OF 2021 HOLIDAY HOME DECORATING CONTEST WINNERS

The Holiday Home Decorating Committee (HHDC), Elizabeth Hayes, Tracy Thomson Johnson, Leslie Sweeney and Steven Wernecke highlighted and displayed pictures of the winning homes. The HHDC received an all-time record of nominations, which made the decision making process a challenging one!

2021 Holiday Home Decorating Contest Winners:

• Fifth Place Winner received a certificate and $25.00 check – 7718 Sawyer Road 

• Fourth Place Winner received a certificate and $25.00 check – 1508 Willow Creek Lane

• Third Place Winner received a certificate and $50.00 check – 621 Maple Lane 

• Second Place Winner received a certificate and $100.00 check – 117 68th Street 

• First Place Winner received a certificate and $200.00 check – 1614 Darien Club Drive

Honorable Mention Certificates to:

• 2952 Hillside Lane

• 7302 Bunker Road

• 7809 Farmingdale Drive

• 7810 Lyman Avenue

• 533 73rd Street

Best Block Certificate awarded to:

• 7700 block of Sawyer Road

Mayor Pro-Tem Kenny thanked the HHDC for doing such a fine job. Alderwoman Sullivan commented that the winners and pictures of the winning homes will be featured in Direct Connect. It was noted that photographs of the winning homes will be on display in the lobby of City Hall.

9. CITY CLERK’S REPORT

Clerk Ragona announced that City offices will be closed on December 24, December 27, and December 31, 2021 in observance of the holidays.

10. CITY ADMINISTRATOR’S REPORT

There was no report.

11. DEPARTMENT HEAD INFORMATION/QUESTIONS

A. POLICE DEPARTMENT – NO REPORT

Chief Thomas responded to Alderman Gustafson’s inquiry regarding thefts of catalytic converters and actions taken by other communities. He stated the department is reviewing information and will be making a recommendation on future measures.

Alderman Chlystek noted Police Report indicated four incidences of theft at Walmart; he inquired if the thefts were affecting staffing. Chief Thomas explained how patrols within the City work to provide adequate coverage.

Alderman Kenny inquired if Darien Police Department handles all accidents at 67th & Clarendon Hills Road. Chief Thomas stated that jurisdiction varies.

B. MUNICIPAL SERVICES – NO REPORT

12. TREASURER’S REPORT

A. WARRANT NUMBER 21-22-15

It was moved by Alderwoman Sullivan and seconded by Alderman Vaughan to approve payment of Warrant Number 21-22-15 in the amount of $793,894.48 from the enumerated funds, and $644,310.20 from payroll funds for the periods ending 11/18/21 and 12/02/21 for a total to be approved of $1,438,204.68.

Administrative/Finance Committee – Chairwoman Sullivan announced the next Administrative/Finance Committee meeting is scheduled for February 7, 2022 at 6:00 P.M. She stated the Economic Development Committee meeting is scheduled for January 6, 2022 at 7:00 P.M.

Municipal Services Committee – Chairman Belczak announced the Municipal Services Committee meeting is scheduled for Tuesday, December 28, 2021 at 7:00 P.M.

Police Committee – Chairman Kenny announced the Police Committee meeting is scheduled for January 17, 2022 at 6:00 P.M. in the Police Department Training Room.

18. QUESTIONS, COMMENTS AND ANNOUNCEMENTS – GENERAL

Alderwoman Sullivan provided the following reminders for Citizen of the Year (COY): 

• Nominations are due January 6, 2022; forms are available on the City website under Government/Committees.

• Goal of COY Committee is to search for that special person who goes “above and beyond” in making Darien a “Nice Place to Live.”

• Recipient must be a Darien resident.

• All are encouraged to send in nominations.

• Banquet will be held on Friday, March 4, 2022 at Alpine Banquets.

…wished everyone a happy holiday and a safe and wonderful New Year.
