Here are the minutes provided by the committee:

1. CALL TO ORDER

9:30 AM meeting was called to order by Chair Julie Renehan at 9:30 AM. Chair Renehan called the Health and Human Services Committee to order at 9:30 a.m., stating a physical quorum is not present. Under 7E of the Open Meetings Act, members can participate virtually; requisite officers are present at our regular meeting location. Online and in-person public comment has been provided for and we do have health protocols in the room. All votes will be roll call votes.

Assistant State's Attorney, William Yung, Joan Olson, Chief Communications Officer, and County Board Member Paula Deacon Garcia, were in attendance.

Members DeSart and Selmon left the meeting at 10:00 AM.

4. CHAIRMAN'S REPORT - CHAIR RENEHAN

As we are getting closer to the American Rescue Federal funding, Vice Chair Schwarze, Mary Keating, Gina Strafford-Ahmed of CSBG, and I discussed internally, and with United Way, the opportunity for the county to become a 211 provider. We are in very early discussions at this point and considering a three-year trial. I just want to let the committee know that the 211 system is under discussion. Currently we have a very strong dupagecris.org and help line. Having a 211 system would help expand the phone lines from 7p.m. to 7a.m. and add weekends and holidays.

It would add an important extra layer of connectivity to residents that need things such as rental assistance and senior services, things that are so important to this committee.

I would like to mention the DuPage Care Center Foundation Golf Event. You may have received information through your emails. The fundraiser will be held on Thursday, June 24 at Prairie Landing Golf Club in West Chicago.

The DuPage Care Center anticipates having some board seat openings. Persons with IT and computer experience would be very much appreciated. There will be a July announcement that Irfan Ibrahim will be joining the Care Center board.

HHS-P-0104-21 Recommendation for the approval of a contract purchase order to McKesson Medical-Surgical Government Solutions LLC, to furnish and deliver incontinent products, for the DuPage Care Center, for the period June 1, 2021 through May 31, 2022, for a total contract amount not to exceed $195,000.00, per bid renewal under bid #20-025-CARE, first of three (3) one (1) year optional renewals.

Member DeSart asked about the McKesson contract, HHS-P-0104-21, and the McKesson change order. Christine Kliebhan, Care Center Financial Analyst, replied that the change order was required to change the name of the vendor, reduce the remaining amount of the contract, and move the funding to the new contract beginning June 1, 2021.

12. DUPAGE CARE CENTER UPDATE - JANELLE CHADWICK The DuPage Care Center had a staff member test positive for Covid in late April even though they had been vaccinated. The lab could not determine that it was a variant of the earlier strain. The lab sends these tests to IDPH for further testing. With a positive test result, the Care Center is required to do one full round of testing, which has been completed, with all tests coming back negative. The staff member that tested positive does not work in a patient care area.

We have been able to restart our family visits following the necessary testing. We received guidance from Centers for Medicare and Medicaid Services (CMS) and Centers for Disease Control & Prevention (CDC) about changing and expanding our visitations. However, we need to wait for the Illinois Department of Public Health’s (IDPH) interpretation, which we hope to have this Friday.

Currently, visitation is very structured and very labor intensive. Social services and volunteers are doing a phenomenal job coordinating about 30 visits daily.

13. COMMUNITY SERVICES UPDATE - MARY KEATING

Mary Keating congratulated Shefali Trivedi and the Giving DuPage board for the Giving DuPage Days, which raised a total of $389,077 in five days, April 25 through April 30. They surpassed the goal of $300,000 and last year’s one-month total of $225,000. 2851 individual donations went to 103 nonprofit agencies in DuPage County.

The Illinois Housing Development Authority (IHDA) announced the date for the rental assistance portal to open, May 17, 2021. The program will provide up to 15 months rental assistance; 12 months in arrears and 3 months forward, with a maximum household assistance up to $25,000. The payments will always go to the landlord and to be eligible, you must be behind on rent at least 30 days. Full qualifications and guidelines can be found on both the IHDA and DuPage County websites.

Our team will meet later today with Joan Olson and the Communications team regarding our plans, and with the IHDA marketing staff to coordinate our outreach. There will be a webinar tomorrow and next Tuesday for nonprofit organizations to walk through the application and provide support to applicants. Information about the webinars was sent to our Continuum of Care (CoC) agencies.

Ms. Keating stated we are implementing extensive outreach to the community. She cited the outreach efforts including: media and social media outlets, landlords, property managers and tenants we have had contact with, partnering agencies, food pantries, inter-governmental departments assisting those in need, and the eviction court mediation program. Printed materials are being printed and provided from DuPage County and the IHDA.

Joan Fox, Administrator of Housing Supports, has been attending eviction courts via Zoom to get a feel for how we can better connect with tenants in eviction courts.

We are continuing to assist with hotel space with PADS, Catholic Charities, MFS and 360 Youth Services. PADS has been advised by the Health Department to anticipate that there will not be a return to congregate shelters until at least October. Coronavirus relief funds, through the CDBG grant, were just approved by committees and the County Board to provide additional funding for legal assistance to those in a housing crisis.

We received notification that we will receive over $6M in HOME funds. These are funds generally used for the acquisition, rehab, or construction of affordable housing, which we usually receive about 1.6M annually. There was a large allocation of HOME funds in the American Rescue Plan that opened up 2 eligibilities. One is housing stability services (case management) and the other is for the acquisition of non-congregate shelters (hotels), which can be converted into long term affordable housing, congregate shelters, or maintained as non-congregate shelters. HUD staff will have to go through a new rule making process because of the new eligible activities. We don’t anticipate the rules coming out until September or October.

Member Chaplin complimented Mary Keating’s thorough outreach efforts. Member Selmon asked if the integration of the eviction court is getting the resources to the people and having success keeping residents in their homes.

Ms. Keating replied that staff been doing a mailing to residents attending eviction court but are not necessarily getting responses. Reaching out early in the process is a challenge. Joan Fox added it has been useful to attend the eviction court. Things move very fast, working with the courts to have better access to tenants and their contact information may be helpful to engage tenants earlier.

Members Chaplin, DeSart, and Selmon left the meeting at 10:00.

Member Schwarze expressed concern that the 80% median income may be confusing. He asked about an income loss in 2021, rather than 2020. Ms. Keating replied she is waiting for a response to that question from IHDA.

Joan Olson agreed the calculations of 80% of median income has been confusing. She stated there is a table that outlays the income qualifications by household size and it will be posted on the front of the webpage for clarity. Ms. Olson added to remember the public launch date of May 17 for the program to be active and not to lead people to the link before it is up and running to avoid frustration. In the meantime, staff can be contacting providers and landlords about paperwork they will need to put together.
