Member Covert joined the meeting.

4. JPS-P-0071-21 Recommendation for the approval for a contract purchase order to Axon Enterprise, Inc to provide the Sheriff's Office with body cameras and Taser 7 devices for all sworn law enforcement members for a 5 year contract total, not to exceed $2,082,414.70. Sole source provider. (Sheriff's Office)

There was much discussion centering around the financial implications of the purchase and maintenance of the body cameras and tasers.

Member Krajewski raised concerns over long term funding for this project. He also has concerns as to which officers are being outfitted with tasers, it is not all sworn officers as stated.

Member Renehan addressed Member Krajewski's concerns, and asked for the committee’s help in approving this.

Member Puchalski questioned the amount of the request. Deputy Chief Dan Bilodeau replied that the $400,000 savings is due to the removal of items, including removing additional head count. $125,000 is the reimbursement grant that would have to be applied for to the State of Illinois. Member Puchalski went on to question why the grant money was already subtracted from the total if the grant had not yet been received.

Member Zay inquired as to the plan for the expenditures, what was the plan and when will the committee be notified of said plan. He also raised concerns regarding the training being cut out of the contact. Member Renehan responded to Member Zay's concerns by assuring him that the training already in place goes above and beyond the necessary training.

The question was raised by Member Eckhoff why this is being paid for out of reserve that was created to prepare this County for an economic downturn, not to pay for unfunded mandates from Springfield.. He concurs with Member Zay that a plan for personnel funding needs to be in place before proceeding.

Chair Chaplin reminded the committee that there was a 20 million dollar sweep from CARES Act money.

Member Renehan reminded the committee that training is not on the agenda today, and urged the committee to stay focused on the Sheriff's request for body cameras and tasers that are on today's agenda.

Member Zay followed up by reminding the committee that training and tasers were on the original request from the Sheriff, not the paired down version we are presented with today, and these items should not have been cut from this contract. Member Krajewski agreed with Member Zay.

Taking from the reserves is an appropriate action said Member Schwarze. Deputy Chief Dan Bilodeau informed the committee that training at COD is really not a viable option due to scheduling conflicts.

Concerns were raised by Member Tornatore that as lay people, this committee is making decisions for law enforcement. He is not pleased with this contract but will support it, and is concerned with funding. Member Tornatore went on to question whether courthouse deputies were equipped with tasers or firearms. He was informed by Deputy Chief Dan Bilodeau that courthouse deputies were not going to be equipped with body cameras but are armed with tasers, albeit an older model taser.

Chair Chaplin closed the discussion by thanking Member Renehan and Sheriff Mendrick for all of their work on this contract.

Member Zay asked for clarification on the plan going forward. He went on to ask if taking from the reserve is the only plan. Chair Chaplin informed the committee that she is working with the Finance staff and a plan will be forthcoming. Chief Financial Officer, Jeff Martyowicz briefed the committee that it is a work in progress and staff is still working though it. Member Zay went on to ask if taking personnel out of reserve is the standard. Mr. Martyowicz replied that there will be a meeting of all involved parties is in the works. Member Renehan thanks the committee for all of their questions and reminded them that the Department of Justice keeps moving the finish line.
