New legislation sponsored by State Sen. Laura Murphy (D-Des Plaines) usher in improvements to financial transparency and living conditions for Illinois mobile home owners.
Gov. J.B. Pritzker signed Senate Bill 1779 on Friday and 1780 late last month.
"To know the terms of one’s loan agreement and to have access to clean water – those are essential rights every homeowner should be able to rely on,” Murphy wrote in a Facebook post. “These laws simply bring protections for mobile home owners in line with those afforded to every other Illinoisan.”
SB 1779 requires lenders to disclose the differences between a mobile home loan and a mortgage to prospective mobile home buyers, a press release issued by Murphy’s office on Aug. 17 said.
The release additionally explained that the measure would ensure those seeking to purchase a mobile home understand that they’re assessed and taxed as personal property rather than real estate.
Unlike traditional homes, mobile homes bear higher interest rates and don’t have much to offer in terms of refinancing options.
SB 1780, the release said, calls for mobile park owners to provide residents water if the normal water supply has been disrupted for more than three days.
