County of Dupage Emergency Telephone System Board met March 1.

1. CALL TO ORDER
9:00 AM meeting was called to order by Chair Timothy Hayden at 9:00 AM.

On roll call, Chairman Hayden, Member Baarman, Member Gorsky, Member Kramer, and Member Romanelli were present, which constituted a quorum.

5. APPROVAL OF MINUTES
A. ETSB - Policy Advisory Committee - Regular Meeting - Feb 1, 2021 9:00 AM
A motion was made by Member Kramer, seconded by Member Romanelli, to forward the minutes from the February 1, 2021 meeting to the ETS Board to receive and place on file.

All Members had already received and reviewed the Radio Maintainer Report.
A motion was made by Member Gorsky, seconded by Member Kramer, to forward the report to the ETS Board to receive and place on file. On roll call, motion carried.
7. PARENT COMMITTEE APPROVAL REQUIRED
A. DEDIRS Access Requests
A. ETS-R-0020-21 Resolution to approve access to the DuPage Emergency Dispatch Interoperable Radio System talk groups pursuant to Policy 911-005.2: Access to the DuPage Emergency Dispatch Ineroperable Radios System (DEDIRS), as requested by Kane County Emergency Communications (KaneComm).
Ms. Zerwin advised KaneComm submitted an application for access to DEDIRS.
There are a total of 404 radios - 80 on a daily operational basis. They are APX8000, APX8000XE and APX8500 mobiles. Ms. Zerwin asked Member Baarman if their radios would be compatible, as they do have software encryption. Member Baarman said they should be compatible, but that KaneComm did not ask for any secure talk groups.
Ms. Zerwin recommended KaneComm receive Access 1-8 and any talk groups that the PAC may deem necessary. All the paperwork was in order and the 14-day notification to agencies will end on March 10. Member Baarman noted the Forest Preserve uses DU ACDC 1, and he wondered if KaneComm would like that for their Forest Preserve. He said they asked for DU DC FIRE 1 and DU DC FIRE 2, but those talk groups are not being used and were struck from the request. They also asked for DU FIRE OPS 2-5, and DU FIRE OPS 1 separately, but the request should be DU DC FIRE OPS 1-7. Ms. Zerwin noted the amendments that Member Baarman recommended. There were no objections to the other requested talk groups.
A motion was made by Member Baarman to approve the application with the amendments, and pending completion of the 14-day review, seconded by Member Kramer. On roll call, motion carried.

B. ETS-R-0021-21 Resolution to approve a modification of access to the DuPage Emergency Dispatch Interoperable Radio System talkgroups pursuant to Policy 911-005.2: Access to the DuPage Emergency Dispatch Interoperable Radio System (DEDIRS), as requested by QuadCom 9-1-1.
Ms. Zerwin said QuadCom 9-1-1 has asked for a modification to their original application. She questioned if the request for new talk group would have to go out for a 14-day review. She explained once the modification is approved, it does not necessarily have to go back to the ETS Board. Chairman Hayden said it should go out for a 14-day review, and Member Baarman agreed and said the Chiefs should know their respective talk groups are being requested for access. Ms. Zerwin said the procedure going forward will be to send modifications out for a 14-day notification.
She asked if these modifications should be on the agenda for record keeping in the future. Chairman Hayden replied affirmatively. Ms. Zerwin said in their modification, QuadCom 9-1-1 is asking for DU FIRE WEST, DU FIRE OPS 5 and DU FIRE OPS 1.
A motion was made by Member Gorsky to approve the modification, pending completion of the 14-day review, seconded by Member Baarman. On roll call, motion carried.

B. DEDIRS Radio Airtime Requests
1. 20-21-16 STARCOM21 Radio Airtime Request Downers Grove PD to add two (2) mobile radios to the ETSB contract.
Ms. Zerwin reminded the members that this was on the agenda last month under New Business. She advised that the policy says if ETS Board receives a request to pay for airtime, notification must be made through the PAC and approved by ETSB.
A motion was made by Member Baarman to recommend approval to the ETS Board for inclusion of the airtime charges, seconded by Member Kramer. On roll call, motion carried.

C. DEDIRS WAVE Applications
1. 20-21-15 Hanover Park PD WAVE Application
Ms. Zerwin said this is a WAVE Application, which is an agency expense; the ETS Board does not pay for WAVE. She advised that Hanover Park PD’s application documents were all completed and in order, per the policy.
A motion was made by Member Baarman to approve the WAVE Application, seconded by Member Kramer. On roll call, motion carried.

8. DEDIRS PORTABLE AND MOBILE REPLACEMENT
Ms. Zerwin said going forward, this will be an agenda item for discussion, action, or business.
Ms. Zerwin asked Chairman Hayden if the police survey has gone out. Chairman Hayden replied it had not gone out yet. Ms. Zerwin questioned whether the survey could be sent out, returned by the agencies, and results calculated by March 10, 2021, so that a status could be prepared for the Board. Chairman Hayden said he did not think they will make that date. Ms. Zerwin asked Chairman Hayden if he would be attending the ETS Board meeting on March 10, 2021 at 9:00 a.m. to provide a status. Chairman Hayden said he would.
