Other Professional Service not subject to competitive bidding per 55 ILCS 5/5-1022(a). Vendor selected pursuant to DuPageCounty Code Section 2-300.4-108(1)(b).

A. DC-O-0027-21 ORDINANCE -- Z21-005 – Rehberger Holdings, LLC.: To approve the  following zoning relief: 1. Variation to reduce the front setback from 40’ to approximately 0’; 2. Variation to reduce the southside setback from 20’ to approximately  0’; 3. Variation to reduce the rear setback from 20’ to approximately 0’; 4. Variation to  reduce the required parking spaces from 38 spaces to approximately 28 spaces; and 5.  Variation from the required landscape requirements of section 37-419. (Milton/ District  4) (If the County Board seeks to approve the zoning relief it will require a ¾ majority  vote {14 votes} to approve based on the recommendation to deny by the Zoning Hearing  Officer) ZHO Recommendation to Deny DuPage County Development Committee Vote  (Motion to Approve Failed): 0 Ayes, 6 Nays, 0 Absent 

B. DC-O-0028-21 ORDINANCE -- Z21-007 –005RT53 LLC.: The Zoning Hearing Officer  recommended to deny the following zoning relief: 1. Rezoning from R-4 to B-2; 2.  Conditional Use for a contracting office with a contractor’s outside storage yard; 3.  Variation from the required 40’ rear yard setback to approximately 10’ rear yard setback  (Parcel 2); 4. Variation from the required 20’ interior side yard to approximately 10’  interior side yard (Parcel 2); 5. Variation from the required 100’ lot width to the existing  97.05’ lot width (Parcel 3 and 4); 6. D. DC-O-0031-21 ORDINANCE -- Z21-010 –Karlovitz: To approve the following zoning  relief: Variation to reduce the 30’ corner side setback to approximately 13’, for a new  pool and concrete pool deck. (Milton/ District 4) ZHO Recommendation to Approve  Development Committee VOTE (to Approve): 6 Ayes, 0 Nays, 0 Absent 

E. DC-O-0032-21 ORDINANCE -- Z21-011 –Trine Construction Corp.: To approve the  following zoning relief: 1. Rezoning from R-2 Single Family & B-2 (General Business  District) to O-R (Office Research District) 2. Conditional Use for a Planned  Development for outside storage of Commercial Vehicles and Warehouse 3. A. HHS-R-0245-21 RESOLUTION -- Recommendation for Approval of the Cancellation of  a Community Development Block Grant (CDBG) Agreement between DuPage County  and Serenity House Counseling Services, Project CD20-06 - WERC Expansion - with  reprogramming of the $400,000 in CDBG funds. 

B. HHS-R-0247-21 RESOLUTION -- Recommendation for Approval of Release of DuPage  County Deed Restrictions with DuPage Community Housing and Advocacy and  Development fka Community Housing Association of DuPage on 27 Properties. 

C. HHS-R-0248-21 RESOLUTION -- Recommendation for Approval of a 2nd Modification  to a HOME Investment Partnerships (HOME) Program Memorandum of Understanding  between the DuPage County Department of Community Services and the County of  DuPage, Project Number HM19-07 - Tenant Based Rental Assistance - Reducing the  Agreement to $338,590. (COVID ITEM) 

D. HHS-R-0243-21 RESOLUTION -- Authorization to Apply for FFY 2020 and FFY 2021  Section 5310 Grant Funds from the Regional Transportation Authority 

E. HHS-R-0251-21 RESOLUTION -- Authorization to Apply for FY 2022 Title IIIB Aging  & Disability Resource Network Access Services Grant Funds, FY2022 Title IIIB  Transportation Grant Funds, and FY2022 Title IIIE Caregiver Resource Center Program  Grant Funds from Ageguide Northeastern Illinois. 

F. HHS-R-0244-21 RESOLUTION -- Authorizing Execution of Intergovernmental Agreement with Pace Suburban Bus for the Senior Transportation Grant Program - $60,000. 

G. HHS-R-0249-21 RESOLUTION -- Authorizing Execution of Intergovernmental Agreement with Pace Suburban Bus for the Paratransit and Transportation to Work Programs - $850,000.

H. HHS-P-0093-21 Recommendation for the approval of a purchase order to Warehouse  Direct, Inc., for hand soap, hand sanitizer, lotion, shampoo and body wash, for the  DuPage Care Center, for the period May 28, 2021 through May 27, 2022, for a total  contract amount of $36,000.00, per bid renewal #18-055-GV, second of two (2) one (1)  year renewal options. 

13. JUDICIAL/PUBLIC SAFETY - RENEHAN

A. JPS-R-0252-21 RESOLUTION -- Acceptance and Appropriation of the DuPage County  Health Department - Heroin Opioid Prevention and Education (HOPE) - First Offender  Court Unified for Success (FOCUS) Court Grant FY21 - Company 5000 - Accounting  Unit 5905 - $25,000. (Probation and Court Services) 

B. JPS-P-0089-21 Recommendation for the approval of a contract to Agilent Technologies  to provide an Inert Extractor Ion MS for the Sheriff's Crime Lab for a contract total not  to exceed $97,432.75. Sole Source. (Sheriff's Office) 

C. JPS-CO-0004-21 Amendment to Resolution JPS-P-0034-20, issued to Momkus, LLC, to  provide continued legal representation as Special Assistant State’s Attorneys through  November 30, 2021, in an amount not to exceed $50,000, an increase of 100%. (State's  Attorney's Office) 

14. PUBLIC WORKS - OZOG 

Committee Update 

A. FM-P-0094-21 Recommendation for the approval of a contract to Groot, Inc., to provide  refuse disposal, recycling and asbestos pick-up services for DuPage County facilities, for  Facilities Management, for the period June 1, 2021 through May 31, 2022, for a contract  total amount not to exceed $96,510 per renewal option under bid award #17-033-BF,  third and final option to renew. ($2,010 for Animal Services, $40,000 for the DuPage  Care Center, and $54,500 for Facilities Management) 

B. FM-P-0095-21 Recommendation for the approval of a contract to Tecnica Environmental  Services, Inc., to fill in place three (3) underground fuel storage tanks (UST) located near  the Power Plant, for Facilities Management, for the period through November 30, 2021,  for a contract total amount not to exceed $52,900, per lowest responsible bid #21-009- FM.

16. TECHNOLOGY - SELMON 

A. TE-P-0097-21 Recommendation for the approval of a contract purchase order to Intellias,  Inc, for professional services to install required updates to Infor ancillary systems and  provide additional ad-hoc support for any break/fix issues, for Information Technology,  for the period of April 28, 2021 through November 30, 2021, for a contract total of  $31,400. Exempt from bidding per 55 ILCS 5/5-1022 'Competitive Bids' (d) IT/Telecom  purchases under $35,000. Intellias performed our latest upgrade to the ERP system  through Cherry Road, a project which was bid out in 2019. Since Intellias re-installed the  entire system during the latest upgrade, they are familiar with the County's set up. 

B. TE-P-0099-21 Recommendation for the approval of a contract purchase order to  Episerver, Inc., for annual maintenance fees for Ektron CMS400 (Content Management  System) Net Enterprise software, for website content management. This contract covers  the period of May 24, 2021 through May 23, 2022 for Information Technology, for a  contract total amount of $32,162.55, exempt from bidding per 55 ILCS 5/5-1022 (d) – IT/Telecom purchases under $35,000.00. This maintenance is for an existing product  with no other support options. 

C. Change Order -- TE-P-0325C-19 - Amendment to Resolution TE-P-0325-19 (County  Contract 4238-0001-SERV), issued to Cellco Partnership d/b/a Verizon Wireless, to  provide wireless services including basic cellular voice, smart phones, wireless data, and  push-to-talk, for Information Technology, to extend the contract through May 31, 2021  and increase the contract amount by $9,000, resulting in an amended contract total of  $216,100, an increase of 4.35%. AT&T was awarded the new cellular and wireless  contract for the County, and until the cutover is complete we will need to continue  Verizon services. 

17. TRANSPORTATION - PUCHALSKI 

Committee Update 

A. DT-R-0242-21 RESOLUTION -- Awarding Resolution to H&H Electric Company, for  mast arm replacement and traffic signal modification at various intersections within  DuPage County, Section 21-TSMAR-01-GM, for an estimated County cost of  $612,103.55; Per low bid. 

B. DT-P-0090-21 Recommendation for the approval of a contract to Mandel Metals, Inc.,  d/b/a US Standard Sign Company, to furnish and deliver aluminum sign blanks, as  needed for the Division of Transportation, for the period June 1, 2021 through May 31,  2022, for a contract total not to exceed $42,571.32; Per renewal option under bid award  19-025-DOT, second of three options to renew. 

C. DT-P-0091-21 Recommendation for the approval of a contract to West Side Tractor Sales  Company, to furnish and deliver John Deere repair and replacement parts, as needed for  the Division of Transportation, for the period June 1, 2021 through May 31, 2022, for a  contract total not to exceed $30,000.00; Per 55 ILCS 5/5-1022(c) “not suitable to  competitive bids”. (Direct replacement of compatible equipment parts)

D. DT-P-0092-21 Recommendation for the approval of a contract to Altorfer Industries,  Inc., to furnish and deliver Caterpillar repair and replacement parts, as needed for the  Division of Transportation for the period May 1, 2021 through April 30, 2022, for a  contract total not to exceed $45,000; Per 55 ILCS 5/5-1022(c) “not suitable to  competitive bids”. (Direct replacement of compatible equipment parts)
