The Illinois General Assembly passed Senate Bill 2135 on May 23, 2020, which was signed by the Governor on June 12, 2020. Senate Bill 2135 (now Public Act 101-0640) amends the Open Meetings Act and allows the Village Board to participate electronically in Board meetings when it is not feasible due to a disaster such as Covid-19. In lieu of participating in the electronic meeting, the public may also complete a public comment form which will be read into the record during the meeting. Members of the public are welcome to speak or submit public comment forms on any item not specifically listed on tonight's agenda for up to (3) three minutes. For those items which are on tonight's agenda, the public may speak up to (3) three minutes on those items or may submit public comment forms which will be read into the record during that agenda item.

8. Motion to Authorize the Village Manager to Execute a License Agreement with A Toda Madre LLC to Improve and Utilize the Public Right-of-Way for Outdoor Dining on Pennsylvania Avenue (Village Manager Franz)

13. Resolution No. 20-14, A Resolution Dedicating Public Utility and Drainage Easements Associated with the Civic Center Parking Garage to be located at 535 Duane Street and 423 N. Main Street (Community Development Director Springer)

14. Ordinance No. 6790-VC, An Ordinance to Amend Section 9-5-6 (Schedule F; Parking Prohibited at All Times) of the Glen Ellyn Municipal Code Regarding Parking on Golf Avenue (Police Chief Norton)

15. Pursuant to Section 1-10-7 of the Village of Glen Ellyn Municipal Code, Approve and Authorize the Village Manager to Execute the Award of a Contract in Partnership with DuPage County Procurement Services, to Compass Minerals America Inc. of Overland Park, KS for the Purchase of 1,200 to 1,950 tons of Regular Delivery Bulk Rock Salt, as needed, in an Amount not to Exceed $159,000, and 300 tons of Emergency Bulk Rock Salt, if needed, in an Amount not to Exceed $28,000, all to be Expensed to the Motor Fuel Tax Fund (Assistant Public Works Director Buckley)

G. 2020 Electric Aggregation (Presented by Assistant Village Manager Holmer) (Trustee Pryde)

1. Motion to authorize the Village Manager to execute the appropriate contract documents with the electric aggregation energy supplier.

H. McKee House Resolution (Presented by Village Manager Franz) (Trustee Enright)

1. Resolution No. 20-15, A Resolution Expressing the Request of the Village of Glen Ellyn for the Consent of the Forest Preserve District to Sub-lease the McKee House to American Legion Post 3 and Legacy Makerspace, for the Purpose of Rehabilation and use of the McKee House.

2. Motion Pursuant to Section 1-10-7 of the Village Code to Approve the Village Manager to Execute a Contract with McDonough Demolition in a not to exceed amount of $70,000 to be expensed to the Capital Projects Fund for the Demolition of the McKee House Contingent upon the Rejection of the Village Board's Resolution by the Forest Preserve District.
