Jan Shaw of Wheaton offered comments in support of waiving the late fee on property taxes along with her recommendations for amendments.

4. CHAIRMAN'S REMARKS - CHAIR LARSEN

Chairman Larsen spoke to the committee about the consideration of the property tax bill due on June 1. They have the opportunity based on the proposal of DuPage County Treasurer, Gwen Henry, to give some relief to those taxpayers who really need it by delaying their June 1 tax payment for up to 90 days without penalty. He felt this was a measured approach taking into consideration both the taxing bodies as well as the tax payers. He hoped the board would support this measure.

Some concerns were expressed about spending money on landscaping at this point in time. It was explained the contract was previous approved, the company has changed the name of the business so the matter had to be brought before the board to pay the vendor. The previous vendor contract was cancelled at the last meeting. The stock has already been purchased and is at the nursery waiting to be planted.

Member Selmon had questions about child care services available. Janelle Chadwick, Director of the Care Center stated they did not have those services. Staff will be checking with the YWCA who has a referral service and would get this information to the committee before the County Board meeting. Staff is also looking into whether or not there were any state programs offering COVID-19 reimbursement for expenses for healthcare professionals.

Gwen Henry discussed the provisions of the ordinance. The checks and balances, the impacts of the taxes collected for the various taxing bodies, and the tax payers who have been impacted along with the types of impacts were also discussed.

Section 1: For property owners who apply and satisfy the criteria as set forth in Section 2 of this Ordinance, no interest penalties for any late payment of the June 1, 2020 property tax installment will accrue until after September 1, 2020, and payments made on or before September 1, 2020 will be considered as filed timely. With respect to any payment of the first installment of real estate taxes made after September 1, 2020, the full penalties allowed by law will be applied for all days of delay counted after June 1, 2020. The second installment of property taxes remains due on or before September 1, 2020, and any late payments of that installment will incur the usual statutory penalties.
