Addison School District 4 Board of Education met Jan. 29.

Here is the minutes provided by the board:

Minutes of the Regular Board Meeting of January 29, 2020 held at the Indian Trail Junior High School Board Room.

President Williams called the regular meeting to order at 7:00 p.m.

Roll call showed the following individuals:

PRESENT: Aranda, Frangidakis, Lange, Ruffolo, Towns, Williams

ABSENT: Daniels

A quorum was declared present.

Mr. Wartman led the audience in the Pledge of Allegiance.

Motion #1: Approval of Minutes

Motion by Mr. Ruffolo, second by Mr. Towns to approve the Minutes of the Regular Session Meetings of December 18, 2019.

Public Hearing on the Amended FY2020 Budget

Mr. Keeley, Assistant Superintendent for Business, offered a PowerPoint presentation on the Amended FY2020 Budget noting the following:

• The tenets of the amended budget continue to follow the Board’s long-range goals to ‘operate with fiscal responsibility’ and to ‘allocate appropriate resources within the confines of the budget.’

The amended total operating revenue has an overall increase of 1.05% and the amended total operating expenditures has an overall increase of 0.94%.

Mr. Williams added that the Budget Committee met prior to the Board meeting and went over the amended budget.

Motion #2: Approval of Accounts Payable for the Month of January 2020

Motion by Mr. Towns, second by Mr. Lange to approve the Accounts Payable for January 2020, as follows:

Educational Fund $ 1,607,546.87

Operations & Maintenance Fund $ 665,925.77

Debt Fund $ 71.72

Transportation Fund $ 234,268.25

Municipal Retirement/Soc Sec Fund $ 94,480.55

Capital Projects Fund $ 413,798.82

Motion #3: Approval of Payroll for the Month of December 2019

Motion by Mr. Lange, second by Mr. Aranda to approve the Payroll for December 2019, as follows:

Education Fund $ 2,536,742.28

Building Fund $ 46,792.95

Transportation Fund $ 7,381.32

Total $ 2,590,916.55

Communications/Public Participation on Agenda Items: None

Presentation:

Mrs. Cristina Villalobos, Principal of Stone Elementary School, Stone Story

• The students and families at Stone School will all be reading “The Vanderbeekers of 141st Street” by Karina Yan Glaser.

• They selected to have one story for the school because research shows that shared reading in the home increases the literacy of children and reading to children establishes foundational literacy skills.

• Their goal is to create a culture of literacy in every home.

• Every family in the Stone School community received a copy of the book and activities will be sent home with students that they can do together with their family.

• The culminating activity will be a visit from the author at a family fun night!

Committee Reports:

• LEND Meeting of January 24, 2020 – Mr. Williams, reported on this meeting:

o The guest speaker was the Executive Director of TRS. The current assets for TRS are approximately $53 billion and the long-term liabilities for TRS are approximately $131 billion. That is a difference of an unfunded liability of $78 billion. That liability is growing at a rate of $3 billion per year. This is the result of years of mismanagement and underfunding.

• Budget Meeting of January 29, 2020 – Mr. Williams, Chair, reported on this meeting:

o Since there was a presentation on the amended budget, there was no additional information to share.

Administrative Reports:

Superintendent’s Report – Mr. Langton reported on the following:

• Following a late 2019 Chicago Tribune story about the inappropriate exclusion practices in some Illinois’ schools, the Illinois State Board of Education (ISBE) quickly implemented emergency rules and guidelines on the physical restraint, time out, and seclusion of students.

• Our staff are trained in the Crisis Prevention Institution (CPI) protocols. This certification has significantly decreased the number of incidents of behavior escalation in our schools during the last three years.

• All school districts, special education cooperatives, and nonpublic special education facilities are required to submit documentation to ISBE on all instances of physical restraint or time out used during the current 2019-2020 school year within 48 hours as recorded on the ISBE form, and required to submit all forms from the past two school years. We have fully complied with all reporting requirements.

• We received 1 FOIA request and it was responded to in an appropriate time frame.

Assistant Superintendent for Business Report - Mr. Keeley reported on the following:

• The Final Consumer Price Index rate for 2019 came in at 2.3%, up 0.4% from the 2018 figure. This is the highest increase since 2011. As such, the 2019 tax levy, exclusive of new construction, will be capped at 2.3% by the County Clerk’s office.

• Robbins Schwartz represents the Addison Tax Consortium for all tax appeal matters. The group includes the Library Board, Park District Board, Fire Protection Board, Village of Addison and DuPage School District 88. We recently received the summary of the 2019 Board of Appeals matters. In the current year, the consortium is defending against an overall value reduction of over $30 million. ASD4’s maximum potential revenue loss is approximately $730,000.

• As required, the District filed our annual continuing disclosure to the Municipal Securities Rulemaking Board. Next year’s levy will be the last levy to include bonded debt for our 2012- 2017 bonds.

• Through the Buildings and Grounds Committee, the administration is working to establish the scope of work for 2021. To take advantage of “being ahead of the pack,” our team will follow the same project schedule as we did for the 2020 projects.

Assistant Superintendent of Teaching and Learning Report – Mrs. Haney reported on the following:

• On January 21, our Two-Way Dual Language team hosted a family night to share the goals of our Two-Way Dual Language program and our vision moving forward. While parents were attending the program, students participated in activities provided by the library. We hope to host another event in the spring as a follow up to our presentation last week.

• The Students Involved in Technology Conference will take place on February 22. We are thrilled to be sending 7 groups of students that will be presenting. Topics include Coding with Scratch, Becoming an Author with BookCreator, Flipgrid is Fantastic, and many others. This opportunity allows our students to demonstrate important skills such as communication, presenting, and problem-solving.

• Our Addison Council PTA is sponsoring a Science Fun Night on Thursday, March 5 from 6:00-8:00 p.m. at Indian Trail Junior High. Students in grades K through 8 will have the opportunity to participate in three hands-on activities to promote the love of science. We are very excited about this event and appreciate the work that Mrs. Frangidakis and Mrs. Santini have put in to make this evening a meaningful experience for our students.

• The elementary media center teachers have been piloting three robotics curriculum programs in grades K-5: Beebots, Botley, and Dash & Dot. Students are learning problem-solving, sequencing, cause and effect, critical thinking, and goal-setting through their experiences. Our elementary media center team will convene in early spring to discuss which robots worked best in our environment, develop a plan for purchasing, and create a coding scope/sequence for grades K-5.

• Beginning in March, students in grades three through eight will take the Illinois Assessment of Readiness (IAR) or the Dynamic Learning Maps (DLM) assessment, and grades 5 and 8 will take the Illinois Science Assessment. We will continue to support our students by ensuring that we are teaching to the standards; keeping teachers informed regarding the assessments and skills needed for students to be successful; and teaching students the required skills to be successful with the assessment process.

Motion #10: Approval of Resolution to Declassify Closed Session Minutes and Destroy Closed Session Recordings

Motion by Mr. Williams, second by Mr. Frangidakis to approve the resolution to declassify closed session minutes from 5/29/19, 7/31/19, 10/21/19 and to keep classified the minutes from 4/24/19, 8/28/19, 9/25/19, 10/10/19, and destroy closed session records that are more than 18 months old, 1/31/18, 3/21/18, 5/23/18, as approved by Board Policy 2:220.

Mr. Frangidakis asked why there was a difference in the interest between this year and last year.

Mr. Keeley explained that it is tied to our fund balances and the interest rates in the market. Some numbers are as of December 31 and others are a full year.

Motion by Mr. Ruffolo, second by Mr. Towns to approve the amended FY20 Budget, as presented.

Mr. Ruffolo asked if we would apply for the full $50,000. Mr. Keeley shared that it is $50,000 per project. They do multiple rounds and they prioritize it by emergency projects, then health and life safety project, and then capital improvement projects. We will submit multiple applications.

Discussion Items:

• The next regularly scheduled Board of Education meeting will be Wednesday, February 26,

2020 and will take place at 7:00 p.m. in the Board Room of Indian Trail Junior High School.

• Mr. Wartman announced to the Board the upcoming Kindergarten Registration dates of Wednesday, March 4 (4:00-7:00 p.m.), Thursday, March 19 (4:00-7:00 p.m.), and Tuesday, April 7 (4:00-7:00 p.m.). All registrations will be held in the large gym at Army Trail Elementary School.

• The first reading of Board Policy updates were given to the Board by Mr. Wartman. Mr. Daniels, Mr. Lange and Mr. Aranda made recommendations to the Board and approval will be sought in the February 26, 2020 Board meeting.

• There were no communications To and From the Board.

• Thank you to the Indian Trail art students for the beautiful artwork in the Board Room.
