8:00 AM meeting was called to order by Chair Robert L. Larsen at 8:14 AM.

For this virtual meeting public comment was accepted via the county's website. Edgar Pal commented in favor of the various county officials taking no pay increases. He was also in favor of the proposal of a waiver of late fees for the property tax payments.

4. CHAIRMAN'S REMARKS - CHAIR LARSEN 

Chairman Larsen stated that today the committee would get down to business getting the bills paid and DuPage County business done first. The committee would then go on to discuss the impact of COVID-19 on the budget. They will listen to the Treasurer's suggestions with respect to taxes. The county is facing their biggest financial challenge. He thanked staff and the elected officials for their partnership in this endeavor.

Stormwater items 1 through 3 were combined and approved. Member Chaplin questioned if the money being spent right now is appropriate. Member Zay, Chairman of Stormwater, explained that it is not something that can be put off. The contracts are tied to comply with the permits with the Army Corp. If it was done at a later date it would be more costly.

Exempt from bidding per 55 ILCS 5/5-1022 "Competitive Bids" (d) IT/Telecom purchases under $35,000.00. Member Renehan requested the vendor ethics disclosure form prior to the County Board meeting.

A. Presentation on potential impact of COVID-19 crisis on County Finances

Stan Spera, interim CFO discussed the cash reserve position of the general fund. He modeled a scenario for 20-40-and 60% decreases in revenues. Nick Kottmeyer, outlined what can be done. Measures included immediate reduction of expenditures, the recommendation to not fill open positions, and limiting or eliminating the use of overtime. Also departments should review upcoming purchasing and review grant funding to maximize income. Reorganization plans should be developed to save money. No furloughs or layoffs are recommended at this time. They are tracking all COVID-19 expenses and a team has been formed to oversee this function for the entire county to maximize the possibility of reimbursement. Long term organizational strategies will be developed. Departments should provide a 10-20-30% walk-downs for the 2020 and 2021 budgets.

B. Discussion -- Treasurer proposal regarding potential real estate tax penalty grace period

Gwen Henry, the County Treasurer noted that delaying the payment of taxes this year is not possible due to regulations. They looked at the statutes and there is a possibility to waive the penalties for paying the taxes late. 28,000 people applied for unemployment so there will be issues with paying taxes for some people. Ms. Henry explained there would be an application and the impact proven. The committee discussed various ways to implement this plan.
