Chairman Eckhoff announced that the Chief Judge passed an administrative order yesterday. This is generally continuing most court cases 30 days, except for certain emergencies, jury trials and bond court. Traffic court has been continued 30 days. Chris Kachiroubas clarified April 20 will potentially be the first day traffic court. Most cases are being pushed to May. No marriages/civil unions are currently taking place, courthouse school tours and training have been cancelled.
9. PRESENTATION
A. COVID-19 Update
Sheriff Mendrake observed that the county has gone through a number of other crises in the recent past, such as Ebola, swine flu, hepatitis, meningitis, SARS and even weaponized anthrax. Corona virus will be faced with the same dedication and professionalism as the others. He has added many new precautions to deal with this situation. He cautioned everyone not to panic. He had Chief Romanelli explain to the committee the efforts they are going through at the jail. They are limiting access to the facility and suspending visitation in the short-term, while at the same time giving the inmates added phone time free of charge. New inmates are separated from existing ones. Deputy Barklow spoke about CDC guidelines regarding personal protective equipment. State's Attorney, Bob Berlin described how his department is handling cases, while reducing staff. Many tasks can be done electronically. Bond court will still take place twice a day and orders of protection in domestic violence cases will be handled. Other cases will be continued 60-90 days. Public safety will not be effected. Dennis Brennan, External Affairs Manager at the Health Department explained they have set up phone lines to help answer people's questions are working closely with the CDC and the Illinois Department of Health, following their guidelines. Anyone who can work from home is doing so. They are also screening people before they enter the building. Nick Kottmeyer, Chief Administrative Officer described how the county employees were working together and expressed his appreciation. The departments are operating according to the COOP (Continuity of Operations) plan. All of the departments are meeting the needs of the residents. Some services are done differently, but the core mission is met. Telework, split shifts, weekend shifts, night shifts and isolated work locations are being implemented where possible. Cleaning routines have been shifted, the buildings are now circulating outside air. Everything we can be doing, we are doing and adapting as necessary. Notification to the public of any changes will soon be available on the website in one central location. The information is now being compiled. They are considering a change to the personnel policy that could go before the board for their approval allowing the ability to front employees 10 days of sick time specifically to handle needs related to the current situation. This time would be used after their existing time had been exhausted and they would pay it back as they accrue more time. Meetings of the board were discussed and the logistics of participating by phone as some the Open Meetings Act was relaxed by the Governor. Murray Snow, Director of Office of Homeland Security and Emergency Management announced Chairman Cronin signed a disaster declaration on Sunday. In terms of purchasing, this relaxes the threshold of $5,000 for board approval. The purchase can be made but, it still requires the departments to bring the item before the board as soon as possible after the purchase. They have cancelled all the classes held in his building until April. Mr. Snow described how his department is working together with the Health Department and the Election Division.
