13. COMMUNITY SERVICES UPDATE - MARY KEATING Mary Keating gave an update on changes in Community Services due to Covid-19.
• On Monday, March 16, the State directed that all in person appointments, including intakes and assessments, be cancelled and changed into telephone appointments. There will be no changes to the reimbursement rate.
• All appointments in the 421 building have been cancelled. If clients do arrive, we perform a Screening Questionnaire, and depending on their needs, the client may be interviewed for assistance or may be instructed to telephone their application in.
• The Weatherization program has been suspended. There are online trainings staff will complete.
• As many staff as possible is working remotely; laptops are limited. For some positions, working remotely is unfeasible. Dawn DeSart asked about the County ordering laptops in January, in preparation of the Coronavirus. Don Carlsen, IT Director, stated the laptops were ordered and received. The laptops are being prepared to be dispersed and are being divided throughout the county by priority needs. The County is trying to obtain more laptops, but China’s production is down, and supply is low. Mr. Carlson replied that Office 365, email, office calendar, and internet-based applications can be accessed from home. The switchboard cannot be forwarded to home computers. Network applications must come in through a VPN, which is only available on county devices due to security purposes. Member Larsen asked Ms. Keating about wellness checks for seniors and what systems we have in place for Adult Protective Services (APS). Ms. Keating answered that we were advised by the
State to reach out to law enforcement and ask for a wellness check for APS cases with a Priority One rating, which is the highest priority.
• The Department on Aging shut down all the adult day care centers and congregate centers. Staff are reaching out to our clients affected to identify additional home-based services we can provide.
• Upon receiving services, Senior Services’ clients complete an Emergency Backup Form that gives names of other resources and caregivers available, for situations such as this.
• Shefali Trivedi, Executive Director of Giving DuPage, has been working all weekend reaching out to agencies to identify volunteer needs and sending out email blasts regarding agencies needing assistance. The Northern Illinois Food Bank has a significant need for volunteers, anticipating 500 shifts over the next few weeks.
• The Family Center Neutral Exchange is still operating. Parents are completing the screening assessment prior to arrival and meetings are cancelled if anyone answers yes to any of the screening questions. Ms. Keating noted her management team has been doing a fabulous job rethinking and reworking our work loads and practices. Pete DiCianni added the DuPage Senior Citizens Council is performing well being checks and people can contact Cathy Jordan, head of the volunteers, if interested in volunteering.
14. DUPAGE CARE CENTER UPDATE - JANELLE CHADWICK Anita Rajagopal, Assistant Administrator at the DuPage Care Center, stated the Care Center is receiving daily updates from the Centers for Medicare and Medicaid Services (CMS), Centers for Disease Control & Prevention (CDC), and the Illinois Department of Public Health (IDPH) and have taken a very proactive approach to managing the Covid- 19;
• Have restricted non-essential visitors and volunteers effective March 9. The only visitors allowed are for those in their last days, or individuals that supply compassionate care services.
• Have established a priority list of who is allowed in the building.
• Have initiated an aggressive screening process; taking temperatures, have nurses posted at entrances to do intakes and temperatures, and added education reminders to staff and approved visitors.
• Routine Cleaning has been increased and upgraded. Increased cleaning of high touch areas.
• Have stopped congregate dining and limiting gatherings to within units.
• Have an emergency staffing plan in place,
• Reviewed processes for admissions, family laundry, and other areas.
• Using technology for family visits and other operations.
• Have implemented “Fill our Hearts with Love” - allows families to send messages through email to present to residents and post throughout the building. The link to send messages can be accessed through Facebook.
• The Care Center has food supplies and medical supplies for approximately 2 months currently, but will be needing N95 masks, fluid resistant gowns, and sanitizers. With residents confined to dining in their rooms, residents that are require eating assistance are posing longer eating times in the midst of staffing challenges. Leading Age on behalf of SNFs has reached out to the IDPH to see if they can waive the 18 hour certification for feeding training during this crisis.
