a. Increase In Available Class 24 Liquor Licenses

Board to consider an ordinance increasing the number of available Class 24 liquor licenses by one (1) for Prestige Liquors 6249 South Cass Avenue.

Background Of Subject Matter

Prestige Liquors had applied for a Class 24 liquor license which would allow them to create a speciality craft beer tasting room in their business. Tasting sizes and hours are limited and tastings are restricted to specialty craft brews only.

Additional Background

Due to a high customer demand, Prestige Liquors would like to offer the availability to taste specialty craft brews before making a purchasing decision. A background review indicates that Prestige is eligible to receive this license.

b. Engineering Agreement - South Cass Avenue Median Project

Board to consider an ordinance authorizing a Supplement Agreement to the Cass Burlington Realignment contract with Thomas Engineering Group to add Phase 1 and 2 Design Engineering Services for the proposed South Cass Avenue Median Project.

Background Of Subject Matter

Request to approve the sum of $24,792 for Phase 1 & 2 Design Engineering Services for the proposed South Cass Avenue Median Project between Quincy & Richmond. The project will be constructed at the same time as the Cass-Burlington Reconstruction Project.

Additional Background

There is a significant amount of vehicles traveling northbound against the flow of traffic to by-pass stopped traffic due to train delays. In order to help prevent such illegal driving habits, we are proposing to install a landscape median along Cass.

Recommendation

Staff recommends approval of the supplement proposal in the amount of $24,792.00 for Phase 1 and 2 Design Engineering Services.

c. Engineering Agreement - Deer Creek Detention Basin Modification Project

Board to consider an ordinance authorizing an engineering agreement with Engineering Resource Associates for Phase 1 and Phase 2 Design Engineering Services for the proposed Deer Creek Detention Basin Modification Project.

Background Of Subject Matter

Request to approve the sum of $38,333.84 for Phase 1 & 2 Design Engineering Services for the proposed Deer Creek Detention Basin Modification Project. VofDG is also performing basin work and partnering with Park District to improve stormwater management.

Additional Background

Detention modification will include grading of the basins to eliminate the existing concrete channel, provide additional volume, and provide native plantings to improve water quality.

Recommendation

Staff recommends approval of the proposal in the amount of $38,333.84 for Phase 1 & 2 Design Engineering Services for the Deer Creek Detention Basin Modification Project.

d. DuPage County Countywide Stormwater And Floodplain Management Ordinance

Board to consider an ordinance adopting the DuPage County Countywide Stormwater and Floodplain Ordinance Amendments and General Certifications effective 05/14/2019.

Background Of Subject Matter

The Federal Emergency Management Agency (FEMA) approved new Flood Insurance Rate Maps (FIRM) and new Flood Insurance Study (FIS) for the County on 02/01/2019. FEMA requires all communities that participate in the National Flood Insurance Program (NFIP)

Additional Background

to adopt the FEMA FIRM and FIS by 08/01/2019. The DuPage County Countywide Stormwater and Floodplain Ordinance effective 05/14/2019 reflects changes necessary for the County to adopt the new FIRM and FIS.

Recommendation

Staff recommends adoption of the DuPage County Countywide Stormwater and Floodplain Ordinance Amendments and General Certifications effective 05/14/2019.

e. Intergovernmental Police Service Assistance (IPSA) Agreement

Board to consider an ordinance approving an Intergovernmental Police Service Assistance Agreement to join the Metropolitan Emergency Response and Investigation Team (MERIT) police task force.

Background Of Subject Matter

MERIT will consist of most municipal police agencies in DuPage County as well as the DuPage County Sheriff's Office. The newly created task force will increase our police department's investigative and tactical ability to respond to large scale events.

This Board may adjourn to closed session to discuss matters so permitted and may act upon such matters upon returning to open session.
