e. Hotel/Motel Grant Request - Westmont Lions - Red, White, & BBQ

Board to consider a motion awarding a Hotel/Motel Grant request in the amount of $2,500 to the Westmont Lions for the FY 2018 Red, White, & BBQ event.

Background Of Subject Matter

The Memorial Day Red, White, & BBQ is an annual competition which draws judges and competitors from across the nation. It is estimated that the event brings over 20,000 people to our community.

Additional Background

The Westmont Lions Club is requesting Hotel/Motel Grants to assist in the annual Red, White, and BBQ event, which they have received in the past. As in prior years, the funds are to support additional marketing beyond what they can do without the grant.

If this grant is approved, we will have an additional $5,000 (2 grants) that can be committed by October 2018, and an additional $10,000 (4 grants) that can be committed between November 2018 and April 2019, for a total of $15,000 remaining.

a.Increase In Available Class 23 Liquor Licenses

Board to consider an ordinance increasing the number of available Class 23 liquor licenses by one (1) for Woodgrain Neapolitan Pizzeria, 19 West Ogden Avenue.

Background Of Subject Matter

Woodgrain Neapolitan Pizzeria submitted an application for a Class 23 liquor license which allows them to apply for a video gaming license with the Illinois Gaming Board.

Additional Background

Woodgrain Pizzeria wishes to provide video gaming as an amenity to customers. Their main business will continue to be that of a restaurant. A Class 23 license is needed before a business can seek a video gaming license from the Illinois Gaming Board.

Recommendation

Board must determine to increase the number of Class 23 liquor licenses by one (1) if desired. The number of Class 23 licenses is capped as previously discussed by the Board. Woodgrain Pizzeria is eligible to apply for and receive a Class 23 license.

b. Award Of Bid Proposal - 2018 FDHQ Stormwater Regional Detention Project

Board to consider an ordinance accepting the bid proposal from Copenhaver Construction for the Village’s 2018 FDHQ Stormwater Regional Detention Project, and authorizing a contract consistent with the bid documents.

Background Of Subject Matter

The Village accepted bid proposals from 7 contractors for the 2018 FDHQ Stormwater Regional Detention Project. The low bidder is Copenhaver Construction with a low bid of $1,872,981.08 (approx 11% below the Engineer’s Estimate of $2,096,216.82).

c. Engineering Agreement - 2018 FDHQ Stormwater Regional Detention Project

Board to consider an ordinance authorizing an engineering agreement with ESI Consultants for Ph3 Construction Inspection Engineering and Material Testing Services on the 2018 FDHQ Stormwater Regional Detention Project.

Request to approve the sum of $159,950 for Ph3 Construction Inspection Engineering and Material Testing Services for the Village’s 2018 FDHQ Stormwater Regional Detention Project.

Recommendation

Staff recommends approval of the proposal in the amount of $159,950 for Ph3 Construction Inspection Engineering and Material Testing Services.

d. Engineering Agreement - 2018 MFT Street Resurfacing Project

Board to consider an ordinance authorizing an engineering agreement with ESI Consultants for Ph2 Engineering Design Services and Ph3 Construction Inspection Engineering and Material Testing Services on the 2018 Street Resurfacing Project.

Background Of Subject Matter

The 2018 MFT Street Resurfacing Project proposes to resurface approximately 2 miles of roadway along with other related work.

Request to approve the sum of $26,150 for both Ph2 Design Engineering and Ph3 Construction Inspection Engineering and Material Testing Services for the Village’s 2018 MFT Street Resurfacing Project.

Recommendation

Staff recommends approving the proposal in the amount of $26,150 for Ph2 Design, Ph3 Construction Inspection, and Material Testing and Inspection Services for the 2018 MFT Street Resurfacing Project.

e. Agreement With The Westmont Special Events Corporation

Board to consider an ordinance approving an agreement with the Westmont Special Events Corporation for approval procedures for special event permits.

Background Of Subject Matter

The Village Board must approve permits for special events on public property. This agreement authorizes WSEC to first review and make a recommendation for such events.

f. Intergovernmental Agreement With The Westmont Park District

Board to consider an ordinance approving an intergovernmental agreement with the Westmont Park District for design, construction, and maintenance of certain stormwater improvements.

Background Of Subject Matter

The Village of Westmont and the Westmont Park District will work towards stormwater improvements at 660 Blackhawk Drive and for stormwater facility and park conveyance at Warwick and Traube.

g. DuPage County Natural Hazards Mitigation Plan

Board to consider a resolution to adopt the DuPage County Natural Hazards Mitigation Plan for 2018 as an official plan of the Village of Westmont.

Background Of Subject Matter

The DuPage County Natural Hazards Mitigation Plan identifies a series of action items & recommendations to protect people, reduce damage from natural hazards such as floods, severe winter and summer storms, tornadoes, extreme heat etc.
