City of West Chicago City Council met May 7.
Here is the minutes as provided by the council:
1. Call to Order. In the absence of Mayor Ruben Pineda, Mayor pro tem Lori Chassee
called the meeting to order at 7:00 pm.
2. Pledge of Allegiance to the Flag. Alderman Beifuss led all in the pledge of allegiance.
3. Invocation. The City Clerk gave the invocation in honor of fallen West Chicago Police
Officers Chief George Riehm, Officer Raymond G. Wilson, and Officer Michael A. Browning.
4. Roll Call and Establishment of a Quorum.
Roll Call found Aldermen Lori J. Chassee, James E. Beifuss, Jr., Heather Brown, Jayme
Sheahan, Michael D. Ferguson, Alton Hallett, Melissa Birch-Ferguson, Matthew E. Garling,
Kurt Meissner, Rebecca Stout, Bonnie A. Gagliardi, and Noreen Ligino-Kubinski present.
Aldermen Sandy Dimas and George L. Garcia were absent. The Mayor pro tem announced a
quorum.
City Clerk Nancy M. Smith was also present.
Also in attendance were City Attorney Patrick K. Bond, City Administrator Michael L. Guttman,
Chief of Police Mike Uplegger, Community Development Director Tom Dabareiner, and
Administrative Services Director Linda Martin.
5. Public Participation.
The following person spoke during Public Participation:
David Sabathne, CEO and President, Western DuPage Chamber of Commerce, West
Chicago, announced that the Chamber was sponsoring a trip to China in September. He has
taken this trip to ensure it was something the Chamber could put its name on and said it was
an experience of a lifetime. The tour guides are outstanding. The cost of $2400.00 includes
round trip air from O’Hare, three meals daily and 4 and 5 star hotels.
Mr. Sabathne also thanked the City Clerk for remembering the fallen police officers. He knew
Officer Browning as a young scout until he grew up and became a police officer.
A. Proclamation: Lupus Awareness Month. At the Mayor pro tem’s request, Alderman
Stout read the Proclamation (copy attached) in which the Mayor proclaimed May 2018 as
Lupus Awareness Month in West Chicago and urged all citizens to observe this month by
educating themselves on the symptoms and impact of Lupus, and to join with the Lupus
Foundation of America in supporting programs of research, education, and community
service. As the face of lupus, Alderman Stout said she appreciated this Proclamation.
6. City Council Meeting Minutes – April 16, 2018. Alderman Brown made a motion,
seconded by Alderman Sheahan, to approve the minutes of April 16, 2018, with no changes.
Motion was carried by voice vote.
7. Corporate Disbursement Report. Alderman Ferguson made a motion, seconded by
Alderman Stout, to approve the May 7, 2018, Corporate Disbursement Report in the amount
of $528,603.40. Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan, Ferguson,
Hallett, Birch-Ferguson, Garling, Meissner, Stout, Gagliardi, and Ligino-Kubinski.. Voting
Nay: 0. Motion carried.
8. Consent Agenda – Consideration of an Omnibus Vote.
* Finance Committee: Alderman Meissner read and explained the following items:
A. Ordinance 18-O-0020 – An Ordinance Amending the Code of Ordinances
of the City of West Chicago – Fee Schedule
B. Ordinance 18-O-0021 – An Ordinance Amending the Annual Budget for
the City of West Chicago, DuPage County, Illinois, for the Fiscal Year Commencing January
1, 2018, and Ending December 31, 2018, Passed and Adopted by Ordinance No. 17-O-0046
– Second Quarter Budget Amendment
C. Waive – Competitive Bidding and Approve the Purchase of One Bicycle
Locker from CycleSafe (for an amount not to exceed $26,204.00)
D. Approve – Grant for Healthy West Chicago (for an amount not to exceed
$30,000.00)
Alderman Meissner made a motion, seconded by Alderman Sheahan , to adopt the above
items. Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan, Ferguson, Hallett, BirchFerguson,
Garling, Meissner, Stout, Gagliardi, and Ligino-Kubinski.. Voting Nay: 0. Motion
carried.
* Public Affairs Committee: Mayor pro tem Chassee read and explained the
following items:
E. Ordinance 18-O-0016 – An Ordinance Amending Chapter 11, Article II,
Division 67, Affecting Sex, Morals and Public Decency and Division 13, Drug Paraphernalia

F. Ordinance 18-O-0017 – An Ordinance Amending Chapter 1, General

Alderman Chassee made a motion, seconded by Alderman Gagliardi, to adopt the above
items. Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan, Ferguson, Hallett, BirchFerguson,
Garling, Meissner, Stout, Gagliardi, and Ligino-Kubinski.. Voting Nay: 0. Motion
carried.

H. Approval – To Allow the West Chicago Garden Club to Place Special
Event signs in the Parkway for Blooming Fest.
Alderman Birch-Ferguson made a motion, seconded by Alderman Beifuss, to approve the
above item. Motion was carried by voice vote.
I. Resolution 18-R-0037 – Plat of Dedication – 704 W. Washington Street –
Portion of Town Road Adjacent to General Mills (paperwork to come)
Alderman Stout made a motion, seconded by Alderman Meissner, to approve the above item.
Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan, Ferguson, Hallett, BirchFerguson,
Garling, Meissner, Stout, Gagliardi, and Ligino-Kubinski.. Voting Nay: 0. Motion
carried.

The City Clerk reminded everyone of the Memorial Day observance. Mayor Pineda will be
the speaker.
Mayor pro tem Chassee said West Chicago is making an effort to meet certain criteria for
America in Bloom. As part of that effort, on May 12, 2018, at 8:00 am, everyone is invited to
volunteer to plant flowers. The Rotary, Lions, and Kiwani’s will be signing up the volunteers.
There will be refreshments before and after the planting. Volunteers should bring their own
shovels and gloves.
Mayor pro tem Chassee also reminded everyone about Bloomingfest on May 19, 2018.
