5. FY18 1st Quarter Report - Paul Rafac 

Paul Rafac, Chief Financial Officer, gave a presentation comparing the original FY18 budget, the first quarter projected revenues and first quarter actual figures. He outlined the impact of the state budget on the county's revenues. These figures will continue to be monitored. Looking forward, on May 8 revenues will be discussed, May 22 will be the kick off of the budget process. On June 12 the outside auditors will present the comprehensive 2017 financial report.

1. FI-P-0134-18 Recommendation for the approval of a contract for CherryRoad Technologies Inc., to provide an integrated budget solution for the County covering the period through 2023 for Finance for a contract total amount not to exceed $783,580. Per request for proposal RFP 18-704-LG.

Paul Rafac explained the history of the ERP system that was implemented in April, 2014. The budget portion of the software was to be provided as phase five of the implementation. 2016 was to be the roll-out of the budget phase of the software, but the company could not meet that goal. Since the software was still not available in 2018, it was put out for an RFP. There were seven bidders and CherryRoad was chosen. The product Oracle is a best in class product, and this is a cloud-based service. The hope is to produce this year's budget book out of this software.

2. Authorization for Overnight Travel -- County Board member to attend the 2018 NACo Annual Conference in Nashville, TN on July 13 through July 16, 2018. Expenses to include registration, transportation, hotel and meals for an approximate total of $1,892.00.

C. Economic Development - Khouri

1. FI-R-0140-18 Resolution -- Providing Additional Financial Support to the DuPage Convention and Visitors Bureau in the amount of $10,000 for Bid Fees

Tonia Khouri, Chairman of the Economic Development Committee, summarized the impact of large conventions and sporting events to the county. Attracting these events require large bidding fees. Many of the surrounding municipalities are committing funds for these bidding fees. The item on the agenda today is for a commitment from the County for bidding fees for a large women's bowling event. The USBC championship is taking place in 2021 and the event could have a 26 million dollar economic impact to the county. Previously Member Chaplin had requested some additional information from the Convention and Visitor's Bureau and will be meeting with them soon, but until then she stated she would be voting no.

Elected officials compensation was discussed. Budget constraints and comparisons to other counties were mentioned, along with the difficulties in making those comparisons. Member Chaplin stated the DuPage countywide officials were the highest paid officials in the state. Member Krajewski requested more information about the elected official's duties so that he had a more equal comparison with other officials. It was acknowledged that a 2% increase for years 2019 and 2020 and 0% for years 2021 and 2022 was a compromise.
