Minutes were approved with change indicating that Member Wiley was absent from the 10/17/2017 meeting as he was away for active military duty.

9. Old Business

Dr. Barbara Hanek, Administrator Veterinarian, informed the Committee that 53 cats were adopted out during the Cat-Pacity adoption promotion in October. The promotion subsidies are provided by the DuPage Animal Friends Foundation.

Laura Flamion, Operations Manager, updated the Committee on current position recruiting. Interviews for the open Animal Caretaker will begin on Wednesday, November 8th. The open front office position has been posted on the County website and we are beginning to receive resumes. An offer for the Veterinary Technician position has been extended and accepted. This position will be up for County Board approval on Tuesday, November 14th.

A. Discussion -- FY 2018 Final Budget

Chairman Krajewski began by going over FY 2014 - 2017 actuals including surpluses. Copies of the proposal budget for FY 2018 were given to each Committee Member. Effective Monday, November 13th Dr. Barbara Hanek, Administrator Veterinarian, will report directly to Thomas Cuculich, Chief of Staff, instead of the Director of the Office of Homeland Security & Emergency Management (OEM). This means that Animal Care & Control will no longer be responsible for a portion of the Director's salary. The Committee's hard copies reflect this change.

Currently, the shelter has a staff member coordinating both rescues and the volunteer/foster program. The majority of this staff member's time is designated to working with our rescue partners leaving little time for the volunteer/foster programs. One of the top priorities of Animal Care & Control is to build the volunteer/foster program in order to get more animals out of the shelter and into home environments. As such, we would like to create a separate Volunteer Coordinator position. Even with the addition of the new position, there will still be a surplus in FY 2018. Member Wiley would like to have set goals for a new position of this nature. Dr. Hanek stated that goals for the position have already been identified including, but not limited to, increasing the shelter's live release rate and enhanced training programs for the dogs.

The FY 2018 budget with additional staff member was voted on and approved.

B. Discussion -- Companion Animal Legislation

Discussion Only - No Vote Needed

Pursuant to the discussions at the last Committee Meeting, Chairman Krajewski would like to join with Will County to bring certain legislation, Good Samaritan rule for animals in cars and possible puppy mill ban, to Springfield.

10. New Business

Dr. Barbara Hanek, Administrator Veterinarian, let the Committee know that the shelter is participating in this year's coat drive. She also informed the Members that she and the Animal Control Officers are working on an investigation to declare a dog vicious.

A. Discussion -- Shelter Access

Discussion Only - No Vote Needed

The Animal Care & Control facility is staffed and open for business hours 8:00am until 4:30pm or 7:00pm most week days, 10:30am - 2:30pm on Saturdays, and is closed on Sundays. Currently our volunteers are only allowed in the building during our open hours and the dogs might be walked for the last time at 4:00pm. This causes many more dirty dog kennels that our Animal Caretakers need to address the next morning. Shelter staff would like the Committee to consider allowing volunteers after-hours access in order to walk dogs later in the evening. Kristie Lecaros, Humane Initiatives and Special Projects Manager, has been reached out to several other shelter's in the area to enquire about their policies regarding extended facility access to their volunteers which were shared with the Committee. Member Wiley asked about any liability that may leave the shelter vulnerable. Chairman Krajewski asked Ms. Lecaros to reach out to more shelters to see how they handle incidents/injuries after-hours.
