A. Animal Care and Control Committee - Regular Meeting - Tuesday November 21st, 2017

6. Budget Transfers

A. Budget Transfers -- Recommendation to approve five (5) budget transfers for Animal Care & Control 1100-1300: Transfer of funds from account no. 50000 (Regular Salaries) to account no. 51040 (Employee Med & Hosp Insurance) in the amount of $22,000.00 due to increased medical benefits usage on the part of employees as compared to FY17. Transfer of funds from account no. 53160 (Unemployment Comp Insurance) to account no. 53300 (Repair & MTCE Facilities) in the amount of $5,000.00 as the shelter continues to experience issues with front entry door. Transfer of funds from account no. 53610 (Instruction & Schooling) to account no. 53600 (Dues & Memberships) in the total amount of $300.00. Transfer of funds from account no. 52260 (Fuel & Lubricants) and account no. 52270 (Maintenance Supplies) to account no. 52320 (Medical/Dental/Lab Supplies) in the total amount of $5,000.00 due to that fact that Animal Care & Control was without a full time Administrator Veterinarian when the FY 17 budget was created, thus it was developed with little input as to medical equipment needs. Additional dollars need to be added to this line as medical protocols evolve to include enhanced medical care.

7. Procurement Requisitions

A. 2018-6 Recommendation for the approval of a purchase order to Pet Population Fund program partner, Spay Illinois Pet Well Clinics to provide low cost spays/neuters, for DuPage Animal Care & Control, for the period December 1, 2017 through November 30, 2018 for a contract total not to exceed $14,340.00, per 55 ILCS 5/5-1022 “Competitive Bids” (c) not suitable for competitive bids. Total contract amount will vary as it is based on FY 2017 total spend and is dependent upon the program utilization of DuPage citizens.

B. 2018-7 Recommendation for the approval of a purchase order to Pet Population Fund program partner, Knoll Animal Hospital to provide low cost spays/neuters, for DuPage Animal Care & Control, for the period December 1, 2017 through November 30, 2018 for a contract total not to exceed $7,320.00, per 55 ILCS 5/5-1022 “Competitive Bids” (c) not suitable for competitive bids. Total contract amount will vary as it is based on FY2017 total spent and is dependent upon the program utilization of DuPage citizens.

C. 2018-8 Recommendation for the approval of a purchase order to Pet Population Fund program partner, Lombard Veterinary Hospital to provide low cost spays/neuters, for DuPage Animal Care & Control, for the period December 1, 2017 through November 30, 2018 for a contract total not to exceed $9,480.00, per 55 ILCS 5/5-1022 “Competitive Bids” (c) not suitable for competitive bids. Total contract amount will vary as it is based on FY 2017 total spend and is dependent upon the program utilization of DuPage citizens.

D. 2018-9 Recommendation for the approval of a purchase order to Pet Population Fund program partner, Glen Ellyn Animal Hospital to provide low cost spays/neuters, for DuPage Animal Care & Control, for the period December 1, 2017 through November 30, 2018 for a contract total not to exceed $13,500.00, per 55 ILCS 5/5-1022 “Competitive Bids” (c) not suitable for competitive bids. Total contract amount will vary as it is based on FY 2017 total spend and is dependent upon the program utilization of DuPage citizens.

E. 2018-10 Recommendation for the approval of a purchase order to Pet Population Fund program partner, Amber Leaf Animal Hospital to provide low cost spays/neuters, for DuPage Animal Care & Control, for the period December 1, 2017 through November 30, 2018 for a contract total not to exceed $8,820.00, per 55 ILCS 5/5-1022 “Competitive Bids” (c) not suitable for competitive bids. Total contract amount will vary as it is based on FY 2017 total spend and is dependent upon the program utilization of DuPage citizens.
