6. Procurement Requisitions
A. FM-P-0405-17 Recommendation for the approval of a contract purchase order to Knight E/A, Inc., to provide on-call Professional Architectural and Engineering Services, as needed, for Facilities Management and for Community Services, under the FY18 Weatherization Program Grants, and for Design Services for Animal Care & Control, for the period October 25, 2017 through November 30, 2020, for a total contract amount not to exceed $366,890.00, Professional Services (Architects, Engineers & Land Surveyors) per 50 ILCS 510/0.01 et. seq. (Facilities Management portion is $250,000.00, Weatherization’s portion is $18,000.00 and Animal Care & Control’s portion is $98,890.00)
Member Eckhoff asked for verification that the services up for vote are for the Phase II shelter renovation project. Chairman Krajewski and Tim Harbaugh, Deputy Director of Facilities, confirmed that they are. They went on to explain that the Animal Care & Control portion of $98,890.00 was 20% of the cost of the architectural design and schematic drawings including the price estimates and the Facilities portion will be $250,000.00. Upon County Board approval, it will take 3-4 months to obtain the price estimates. Once the estimates are received, the Animal Care & Control and DuPage Animal Friends Foundation will look into financing.

7. Old Business
Dr. Barbara Hanek, Administrator Veterinarian, informed the Committee that an offer has been extended for the Veterinary Technician. The recruitment for the open Caretaker and Division Assistant I is ongoing.
8. New Business
Dr. Hanek informed the Committee that the animal intake is up from last year and the shelter is almost full and has been looking to boost the foster program. Kristie Lecaros, Humane Initiatives and Special Projects Manager, explained the amount of time an animal spends in the shelter depends on the kind of intake. Animals that come in as strays are held for 7 business days to give their owner a chance to reclaim. Owner relinquishments do not have a hold time. After the stray hold, the animal then needs to wait for behavioral evaluation, and, if deemed a rescue candidate, additional time to find a rescue partner that will foster and adopt out that animal. Increasing the shelter foster program will allow for less wait time in the shelter and a better overall behavioral evaluation as the animal will be in a home.
Member Eckhoff noted that various pet stores have a round up program whereas the customer can round up their purchase to the nearest dollar with the proceeds going to a shelter or other animals in need. Laura Flamion, Operations Manager, let the Committee know that the DuPage Animal Friends Foundation does participate in that type of program at the Wheaton Petco.
Chairman Krajewski stated that he has been working with staff and other governmental organizations to have additional animal legislation put in place in DuPage County. Pursuant to the last meeting, Will County is working on a Good Samaritan bill that allows citizens to break the window of a car if the pet inside is showing distress. The Chairman would like to see DuPage follow suit with a similar bill and adopt legislation banning the sale of puppy mill dogs. In the next coming meetings, Chairman Krajewski will arrange for additional details and education regarding the potential legislation to be provided to the Committee.
