DuPage County Development Committee met October 17.

1. Call to Order
11:00 am meeting was called to order by Chair Sam Tornatore at 11:00 am.

2. Roll Call
Present: Anderson, Chaplin, Eckhoff, Hart, Tornatore
Absent: Wiley
Member Wiley was absent due to military duty.
3. Chairman's Remarks
There were no Chairman's Remarks.
4. Public Comment
A. Public comment is limited to three minutes per person, at the beginning of the meeting. Any comment on Zoning items must be limited to discussion of testimony and/or evidence presented in the Zoning Board of Appeals. No new testimony or evidence can be presented.
Peter Krumias, representing the Village of Winfield, and Kathleen Elliott, Attorney for the Village of Winfield were present in opposition of the Petition and Ms. Elliott, spoke in opposition of the Petition.
Brian Quigley and Brian Liston, representing Connor Commercial, were present in favor of the Petition & Mr. Liston spoke in favor of the Petition.
Don Bastian, representing the Village of Carol Stream, spoke in opposition of the Petition.

Regulatory Services
A. DC-O-0041-17 Ordinance -- Z17-030 – Conor Commercial Real Estate LLC: To Approve the following zoning relief (Wayne/Dist. 6/Generally SW corner of Rt. 64/North Ave. and Morton Rd. unincorporated Winfield): (Pursuant to Section 37- 1412.5(b): County Board Action. If the County Board seeks to approve the zoning relief it will require a 3⁄4 majority vote {14 votes} to approve based on the submittal to the County Clerk of a resolution in objection of the corporate authorities of Carol Stream.) 1. Rezoning from B-2 General Business to OR Office/Research District; 2. Conditional Use for Warehouse Distribution Facility; 3. Variations from the following required yards: a. North Yard: Parking and Circulation from 60 feet to 10 feet b. South Yard: Parking and circulation from 60 feet to 30 feet c. East yard: Site Circulation from 40 feet to 30 feet. Mr. Hoss gave a brief summary of the Petition. Discussion ensued regarding voluntary annexation, set back requirements, the North Avenue Cooridor Study, testimony from experts showing relatively new projects on North Avenue in Carol Stream that did not meet their set back requirements, practical difficulty or hardship with the property, sufficiant land for well and septic systems, fire suppression, differences between Zoning Requests and the Building Permit Process, and lengh of time left of the Boundary Agreement between the Village of Carol Stream and the Village of Winfield. Staff answered all questions posed by the Committee. On a roll call vote.
