Chairman Larsen explained the music therapy grant is supported by the DuPage Care Center Foundation. Discussion arose over the impact and benefits the music therapy has on the residents.

11. 2016 Human Services Grant Fund Final Report
Mary Keating, Director of Community Services, stated DuPage County provides $1,000,000.00 in grant funds through the Human Services Grant Fund (HSGF). Last year, the HSGF supported 59 agencies that impacted nearly 90,000 residents. The final report included in the agenda packet demonstrates the grant fund recipients for 2016 and their intended use of received funds. Chairman Larsen added that by funding these not for profit programs which provide various services, the County is relieved of financial burden to assist residents directly with tax dollars.

13. Community Services Update - Mary Keating
Mary Keating referred to the Weatherization contracts on the agenda, stating that although the program year started July 1, 2017, the grant agreement just came in from the state, delaying the contracts. Ms. Keating explained the Weatherization contracts are bid out with an estimate of the total annual program cost for all 3 grant sources, but the contract is issued only for the amount we have grant agreements for, which will result in upcoming change orders as additional grant agreements are received. The Community Development Block Grant (CDBG) and the Housing Urban Development (HUD) program years started April 1, 2017, and we are still waiting for the grant agreements from the federal government. The lag in funds may cause us to miss the construction season for infrastructure projects for 2017, delaying them until 2018. Since these are large projects, DuPage County is still spending down 2015-2016 dollars, and will not feel the effects as will the municipalities that budgeted funds for 2017. However, the delays may affect the timeliness ratio, which measures how much money is unspent from previous years funding 60 to 90 days prior to the start of the next program year.
Ms. Keating was elected as the Secretary Treasurer to the National Association for County Community and Economic Development (NACCED) in Portland this past week. Due to the recent hurricanes, HUD officials were not present but Ms. Keating will meet with them when she attends a NACCED executive committee meeting and visits HUD headquarters in Washington D.C. in December.
Ms. Keating stated that she attended an Affordable Care Act (ACA) open enrollment community meeting at the DuPage County Health Department last week and learned that 36,000 DuPage County residents enrolled in ACA through the marketplace in DuPage County last year. Within this number, 20% automatically renewed their plan, 30% were brand new enrollees (in the 4th year of ACA), and 52% are active re- enrollees, people who adjusted their plans. Since the ACA open enrollment period coincides with the start of the LIHEAP season, Community Services staff will be reminding LIHEAP applicants, and other clients, about the deadline.
14. DuPage Care Center Update - Janelle Chadwick
Shauna Berman, Assistant Administrator for the DuPage Care Center, spoke about the 50th Annual Fall Festival that was held on Saturday, September 16. The annual event raises funds to support the DuPage Care Center Foundation and the DuPage Care Center Recreation Funds to use towards resident activities and programs throughout the year. OEM, Security, the Highway Department, and the Sheriff's SWAP team all collaborated to make the event a success. The DuPage Animal Control also contributed with an open house and a collection drive for disaster relief in Houston.
The Fall Festival coincides with the Sheriff's Safety Saturday at the Fairgrounds. Although shuttles were provided to move people from one event to another, Ms. Berman is looking into physically moving the two events closer to each other.
The DuPage Care Center is expecting the results of last week's annual survey from the Illinois Department of Public Health for any citations or issues that need to be addressed. Life Safety is presently completing their own survey regarding the physical structure of the building. Considering the age of the building, some corrections are anticipated, but they are typically minor.

Member Chaplin mentioned that the City of Naperville recently raised the age to purchase cigarettes to 21. Ms. Chaplin questioned if DuPage County should consider raising the age throughout the county, adding there are statistics that show the older a person starts consumption of tobacco and/or alcohol, the less likely they will become addicted. Responding to questions, Ms. Chaplin suggested reaching out to the city of Naperville to get more information on their procedure for future discussion.
