Here is the minutes provided by the Council:

1. Call to Order

The regular meeting of the City Council of the City of Darien was called to order at 7:30 p.m. by Mayor Weaver.

2. Pledge of Allegiance

Mayor Weaver led the Council and audience in the Pledge of Allegiance.

3. Roll Call — The Roll Call of Aldermen by Clerk Ragona was as follows:

5. Questions, Comments and Announcements – General

City Council Meeting June 19, 2017

6. Approval of Minutes – June 5, 2017 City Council Meeting

It was moved by Alderman Marchese and seconded by Alderman Belczak to approve the minutes of the City Council Meeting of June 5, 2017.

Roll Call: Ayes: Beilke, Belczak, Marchese, Schauer

Abstain: Chlystek, Kenny

Nays: None

Absent: McIvor

7. Receiving of Communications

Alderman Chlystek received communication from...

...Ken Pieteowski, Farmingdale Condominium Association, regarding dead trees at Nantucket and 75th Street. Director Gombac is investigating warranty and replacement.

...Gerry Leganski regarding street repair work on Glen Lane & Farmingdale Drive; Direct Gombac to have contractor clean street.

...Don Nietzel, Portsmouth Condominium Association, regarding wiring done by ComCast. Administrator Vana advised resident to send information to him.

...advised Ward 4 Block Party to be held at Pinewood Park on July 23, 2017 beginning at 2:00 p.m.

Alderman Beilke received call from resident thanking Police Department for responsiveness and helpfulness in handling accident that occurred on Chestnut Road.

Alderman Kenny received communication from Marie Becker, 1600 block of Clare Court, regarding rear drainage issue.

8. Mayor’s Report

A. Consideration Of A Motion To Approve The Appointment John J. Armellino To The Board Of Fire And Police Commissioners

It was moved by Alderman Belczak and seconded by Alderman Schauer to approve the appointment of John J. Armellino to the Board of Fire and Police Commissioners.

Clerk Ragona administered the Oath of Office to John J. Armellino.

B. Darien Chamber Update

Clare Bongiovanni provided the following update:

• The Darien Chamber of Commerce (DCC) is seeking volunteers for the Chamber office and DarienFest; call 630-968-0004 for more information.

• DCC Coffee Connection will be held June 27, 2017 at BMO Harris Bank at 8:00 a.m.

• The 30th Annual DarienFest will be held September 8-10, 2017 at Darien Community Park. Fest hours are: Friday, 6-10:30 P.M., Saturday, 1-10:30 p.m., and Sunday, 1-7 p.m.

o Band lineup: Friday – The Millennials (6:30 p.m.) and Hillbilly Rockstarz (8:30 p.m.); Saturday – Luxury Pork (6:30 p.m.) and Ides of March (8:30 p.m.); Sunday – American English (5:00 P.M.)

o Darien’s Got Talent: Sunday, 1-2:00 p.m. Register online at darienchamber.com.

o The 5th Annual Pet Parade: Saturday, 1:00 p.m. Register online at darienchamber.com.

• Ten local Darien Schools have submitted chairs for the “Battle of the Adirondack Chairs”; winners will be announced Sunday. The chairs will be on display (in rotation) at the Indian Prairie Public Library July – September. Proceeds from the highest bid will be donated back to the Art Department of the winning school. All other proceeds will benefit “Paint the Town Pink”, which provides meals to local cancer treatment patients.

• Dancing with the Chamber Starz will be held November 11, 2017 at Ashton Place. The DCC is inviting one Darien resident to participate as a Darien Celebrity Dancer. Contact the DCC office.

• Save the date for “Paint the Town Pink” Annual Ribbon Lighting September 29, 2017 under the Clock Tower.

Clare Bongiovanni, on behalf of DCC, presented a $1000 check to the Gift of Carl Foundation, which had 49 runners at the Darien Dash held May 21, 2017. Rob Vuillaume, on behalf of the Foundation, thanked the community for all of their support.

9. City Clerk’s Report

Clerk Ragona noted:

• the July 3, 2017 City Council Meeting has been cancelled.

• the next City Council Meeting will be held on July 17, 2017.

• City offices will be closed on July 4, 2017 in observance of Independence Day.

10. City Administrator’s Report

Administrator Vana announced that a ComEd representative will present their Annual Report at the July 17, 2017 City Council Meeting.

11. Department Head Information/Questions

A. Police Department Monthly Report – May 2017

The May 2017 Police Department Monthly Report is available on the City website.

Mayor Weaver inquired about the theft percentage rate from the May 2017 Crime Report; Chief Thomas responded theft is down 26% from last year.

Administrator Vana asked Chief Thomas to review the use of fireworks. Chief Thomas reminded residents that fireworks are illegal and the Darien Police Department will be enforcing the law.

Alderman Beilke inquired about the National Night Out, police-community relationship building event; Chief Thomas shared National Night Out is a nationwide event that is scheduled for August 1, 2017 at Darien Community Park from 7-10:00 p.m.

B. Municipal Services – No Report

12. Treasurer’s Report

A. Warrant Number 17-18-04

It was moved by Alderman Kenny and seconded by Alderman Belczak to approve payment of Warrant Number 17-18-04 in the amount of $888,895.59 from the enumerated funds, and $272,148.76 from payroll funds for the period ending 06/08/17; for a total to be approved of $1,161,044.35.

13. Standing Committee Reports

Administrative/Finance Committee – Chairman Schauer advised the July 3, 2017 meeting of the Administrative/Finance Committee has been cancelled.

Municipal Services Committee – Chairman Marchese announced the next meeting of the Municipal Services Committee is scheduled for June 26, 2017 at 6:30 p.m.

Police Committee – Clerk Ragona announced the next meeting of the Police Committee is scheduled for July 17, 2017 at 6:00 p.m. in the Police Department Training Room.

14. Questions and Comments – Agenda Related

16. Consent Agenda

It was moved by Alderman Schauer and seconded by Alderman Beilke to approve by Omnibus Vote the following items on the Consent Agenda:

A. Resolution R-80-17 A Resolution Appointing An Authorized Delegate To The Intergovernmental Risk Management Agency (Irma)

B. Ordinance O-09-17 An Ordinance Authorizing The Sale Of Personal Property Owned By The City Of Darien (Electronic Siren Amplifier, Bicycles, Chairs, Tables, Etc.)

18. Questions, Comments and Announcements – General

Alderman Marchese announced the Darien Historical Society Ice Cream Social will be held on June 21, 2017 at Old Lace Schoolhouse & Museum.

Alderman Chlystek inquired about the Darien Lions Club Flag Program; Alderman Marchese explained that for an annual fee, the Darien Lions Club will post and retire an American flag at the resident’s property on five flag holidays.

19. Adjournment

There being no further business to come before the City Council, it was moved by Alderman Kenny and seconded by Alderman Beilke to adjourn the City Council meeting.
