DuPage County Economic Development Committee met August 15.

Here is the minutes provided by the Committee:

1. Call to Order

8:45 Am meeting was called to order by Chair Tonia Khouri at 9:07 am.

2. Roll Call

Present: DiCianni, Eckhoff, Fichtner, Khouri, Krajewski, Wiley (Remote), Chaplin

Absent:

Motion by Member DiCianni, seconded by Member Krajewski, to put Member Wiley on a conference call and add him to the Committee to participate remotely while on Military Leave.

A. Authorization to Travel -- Career Counselor, DuPage Workforce Development to travel to Springfield, IL from September 13, 2017 through September 14, 2017,to attend the 2017 IWP Awards Lunch for her nominee to accept the Individual Achievement Award. Expenses to include transportation, lodging and meals for an approximate total of $343.

B. Authorization to Travel -- Workforce Board Coordinator, DuPage Workforce Development to travel to Springfield, IL from October 24, 2017 through October 26, 2017, to attend Illinois Department of Commerce and Economic Opportunity monthly meetings to discuss Federal and State policies, allocations, & other issues pertaining to the Workforce Innovation & Opportunity Act. Expenses to include transportation, lodging and meals for an approximate total of $508.

C. Authorization to Travel -- Director, DuPage Workforce Development to travel to Springfield, IL from October 24, 2017 through October 26, 2017, to attend Illinois Department of Commerce and Economic Opportunity monthly meetings to discuss Federal and State policies, allocations, & other issues pertaining to the Workforce Innovation & Opportunity Act. Expenses to include transportation, lodging and meals for an approximate total of $508.

D. B. Presentation

1. DuPage Convention & Visitors Bureau - Branding Presentation

Beth Marchetti, Director of the DuPage Convention and Visitor’s Bureau (DCVB), presented on their Brand, marketing and partnership initiatives as well as their 2016 Statistics. DuPage County is ranked second, only to Cook County, in domestic travel, tourism industry payrolls, employment figures, and state and local tax revenues. They showed increases over 2015 in all those areas, but continue to lose market share. A concern raised by Beth Marchetti included the cost of bid fees to attract large conventions/events to DuPage County. Chair Khouri and members determined it was the will of the Committee to continue the annual funding of $50,000 to the DCVB and any items requiring additional funding be presented to the Committee on a case by case basis. Committee members offered suggestions for adding new business to future Destination Guides. Chairwoman Khouri commented on the phenomenal marketing of the new brand.

8. Choose DuPage - Update

A. Choose DuPage Economic Development Annual Activity Report and Budget Request, Presented by John Carpenter.

John Carpenter, CEO of Choose DuPage, presented their 2016 Annual Report. Mr. Carpenter's presentation included the outline of their 4 Point Plan, the challenges of the First Mile Commute, and expanding the global footprint of DuPage with Foreign investment. Choose DuPage will continue to promote DuPage County as a premier global business location as well as raise awareness of the talented and educated workforce and opportunities available in the County.

9. Worknet - Update

A. workNet DuPage Budget Presentation, Lisa Schvach

Lisa Schvach, Director of Workforce Development, gave a brief presentation regarding the Workforce Innovation & Opportunity Act funding. Ms. Schvach explained how the $5.4 Million allocation is divided and how it is budgeted to last our program year, which runs from July 1, 2017 to June 30, 2018. Workforce Development will be collaborating with Choose DuPage, The Workforce Investment Board, and the County Board Members on various projects throughout the year to help strengthen our programs and create new business relationships. In addition, Ms. Schvach discussed with the Committee diversifying funding for Workforce Development. Preliminary discussions are under way to determine what grants are available to us. Having additional grants to supplement our Federal dollars would be beneficial to prepare for any reduction in funding we may receive going forward.
