Here is the minutes provided by the Committee:

1. Call to Order

8:00 am meeting was called to order by Chairman Paul Fichtner at 8:05 am.

2. Roll Call

5. Budget Presentation

A. Election Commission - Joe Sobecki

Executive Director of the Election Commission, Joe Sobecki, gave a budget presentation. He compared an election cycle to a budget year. 2018 elections will be at the Federal, State and County levels with a higher turnout as opposed to an odd numbered year with smaller turnouts and fewer elections. Member Zay requested a more detailed breakdown of expenses and other professional services. Member Chaplin thanked Mr. Sobecki for moving towards a cloud based solution for the website which should make it easier to use on election nights. He also informed Ms. Chaplin petition packets should be on line this week. The consolidation of polling places and the vote center concept was discussed. State statute does not allow for more than four precincts in one place at this time. The age and sustainability of the current voting equipment was also discussed. Member Khouri suggesting bringing up in Legislative committee any issues with state statutes. Mr. Sobecki welcomed the committee members to meet with him to answer any questions about the budget or the voting process.

Ms. Chaplin explained her negative vote on the lobbyist's contracts and suggested instead speaking to legislators directly or perhaps reducing the amount of lobbyists. Members Puchlski and Zay outlined some of the accomplishments that have been seen this year.

LEG-P-0230-17 Recommendation for the approval of a County Contract to BGR Government Affairs, LLC, to provide Consulting Services as Lobbyists providing DuPage County before the U.S. Congress and the Federal Executive Branch for DuPage County’s Division of Transportation and Stormwater Management. This contract covers the period of September 1, 2017 through August 31, 2018 for County Board, for a contract total amount not to exceed $80,000.00. Other Professional Service not subject to competitive bidding per 55 ILCS 5/5-1022(a). Vendor selected pursuant to DuPage County Code Section 2-300.4-108 (1) (b)

4. LEG-P-0231-17 Recommendation for the approval of County Contract to All Circo, Inc., to provide Consulting Services as Lobbyists representing DuPage County before the Illinois General Assembly and State Executive Branch. This contract covers the period of September 15, 2017 through September 14, 2018 for County Board, for a contract total amount of $102,000.00. DR-P-0357-17 Agreement between the County of DuPage, Illinois and DB Sterlin Consultants, Inc. for Professional Engineering Services for the Phase III of the Liberty Park Drainage Improvement Project, for Public Works, for the period August 22, 2017 through November 30, 2018, for a total contract amount not to exceed $60,000.00, Professional Services (Architects, Engineers and Land Surveyors) vetted through a qualification based selection process in compliance with the Illinois Local Government Professional Services Selection Act, 50 ILCS 510/et. seq.

4. PW-CO-0141-17 Amendment to County Contract 2453 Serv issued to Vulcan Construction Materials, LLC to furnish coarse and fine aggregates, as needed for the Public Works Department to increase the funding in the amount of $50,000.00, taking the original contract amount of $15,000.00, and resulting in an amended contract total amount not to exceed $65,000.00, an increase of 333.33% (to be offset by corresponding decrease/close to County Contract 2467 Serv)

Finance resolutions F and G were combined and approved. Ms. Chaplin questioned the use of the third floor of the courthouse versus other space in the county. Other space was considered but none was found at a cost that would be acceptable. Another benefit to the county is that even if the Regional Office of Education did not stay beyond the four years, the county will have renovated space and the renovation was already part of the long term plan.
