Village of Winfield Committee of the Whole met June 1.

Here is the minutes provided by the Committee:

Elected Officials Present:

President Spande, Clerk Mareachen, Trustee Greer, Trustee Hogan, Trustee Longacre, Trustee McCurdy, Trustee Mustes

Consider proposed parking agreement and temporary use request with Antiques of Winfield-

Village Manager Barrett discussed issues with the scheduled to resurfacing of Beecher Street between Church and Winfield roads, including installation of a new sidewalk as part of a designated Safe Routes to School program. The plan requires installing curbs and sidewalk and curb cuts where appropriate along the south side of right of way which will control traffic flow. The Willage would have room for 4 new angled parking spaces on the right of way in front of Antiques of Winfield which could be dedicated to the business, but the business would lose the use of the six angled spots in front of the store which could not safely allow cars to back out across the planned sidewalk. Six existing public stalls to the east could also be dedicated to shopper parking. The owner has worked in collaboration with the Board on a number of improvements that would benefit the business in the Town Center and mitigate the new sidewalk impact. A temporary use for outdoor sales events was also discussed. The Board discussed moving this forward.

Review annual budget amendment ordinance-

Finance Director McCammon discussed the budget amendments. She discussed the special census wages, the general fundamendments, the water and sewer fundamendments, TIF amendments and CDH Grant fundamendments. The Trustees discussed moving this forward.

The were no requests for future Committee of the Whole items

Motion:

Trustee Greer made the motion and Trustee Sorgatz seconded the motion to adjourn to Executive Session for purposes of discussing the potential purchase or sale of property per state statute 5 ILCS 1202(e). All the Trustees voted in favor and the motion passed.
