B. Action Item -- Z15-048 12M Partners LLC. (Bloomingdale Township/District 1) To approve the request to extend the time period for the Conditional Use for three (3) months, pursuant to Section 37-1413.11: Time Limit For Conditional Uses: Conditional uses granted hereunder shall not be transferable and shall not run with the fee ownership of the land unless otherwise specified by the terms of the conditional use. No ordinance of the county board granting a conditional use shall be valid for more than eighteen (18) months from the date of such ordinance unless the building permit is obtained or the use is commenced within such time period. Authorization to Travel -- Career Counselor, DuPage Workforce Development to travel to Springfield, IL from September 13, 2017 through September 14, 2017,to attend the 2017 IWP Awards Lunch for her nominee to accept the Individual Achievement Award. Expenses to include transportation, lodging and meals for an approximate total of $343.

B. Authorization to Travel -- Workforce Board Coordinator, DuPage Workforce Development to travel to Springfield, IL from October 24, 2017 through October 26, 2017, to attend Illinois Department of Commerce and Economic Opportunity monthly meetings to discuss Federal and State policies, allocations, & other issues pertaining to the Workforce Innovation & Opportunity Act. Expenses to include transportation, lodging and meals for an approximate total of $508.

C. Authorization to Travel -- Director, DuPage Workforce Development to travel to Springfield, IL from October 24, 2017 through October 26, 2017, to attend Illinois Department of Commerce and Economic Opportunity monthly meetings to discuss Federal and State policies, allocations, & other issues pertaining to the Workforce Innovation & Opportunity Act. D. Authorization to Travel -- Community Development Assessor/Final Inspector to attend the exam prep class and complete exam for the Healthy Homes Evaluator Certification as an Illinois Home Weatherization Assistance Program (IHWAP) requirement for the Weatherization Program in Champaign, Illinois from September 4, 2017 through September 8, 2017. Authorization to Travel -- Authorization to Travel-OHSEM Coordinator to travel to Peoria, IL on August 28th through August 30th, 2017, to attend the bParati Healthcare Coalition Workshop Series: Workshop 1. The cost of the trip is approximately $167.50 (with much of the trip cost being paid for by public health grant monies).

A. LEG-P-0228-17 Recommendation for the approval of a County Contract to Roger C. Marquardt and Company, Inc., to provide Consulting Services as Lobbyists representing DuPage County before the Illinois General Assembly and State Executive Branch. This contract covers the period of September 15, 2017 through September 14, 2018 for County Board, for a contract total amount not to exceed $65,000.00. Other Professional Service not subject to competitive bidding per 55 ILCS 5/5-1022(a). Vendor selected pursuant to DuPage County Code Section 2-300.4-108 (1) (b)

B. LEG-P-0229-17 Recommendation for the approval of a County Contract to NJ Kimme and Company, Inc., to provide Consulting Services as Lobbyists representing DuPage County before the Illinois General Assembly and State Executive Branch. This contract covers the period of September 15, 2017 through September 14, 2018 for County Board, for a contract total amount of $35,000.00. Other Professional Service not subject to competitive bidding per 55 ILCS 5/5-1022(a). Vendor selected pursuant to DuPage County Code Section 2-300.4-108 (1) (b)

C. LEG-P-0230-17 Recommendation for the approval of a County Contract to BGR Government Affairs, LLC, to provide Consulting Services as Lobbyists providing DuPage County before the U.S. Congress and the Federal Executive Branch for DuPage County’s Division of Transportation and Stormwater Management. This contract covers the period of September 1, 2017 through August 31, 2018 for County Board, for a contract total amount not to exceed $80,000.00. Other Professional Service not subject to competitive bidding per 55 ILCS 5/5-1022(a). Vendor selected pursuant to DuPage County Code Section 2-300.4-108 (1) (b)

D. LEG-P-0231-17 Recommendation for the approval of County Contract to All Circo, Inc., to provide Consulting Services as Lobbyists representing DuPage County before the Illinois General Assembly and State Executive Branch. This contract covers the period of September 15, 2017 through September 14, 2018 for County Board, for a contract total amount of $102,000.00. Other Professional Service not subject to competitive bidding per 55 ILCS 5/5-1022(a). Vendor selected pursuant to DuPage County Code Section 2-300.4- 108 (1) (b)

15. Public Works - Healy

Committee Update

A. FM-P-0353-17 Recommendation for the approval of a contract purchase order to CDM Smith, to provide Professional Electrical Engineering Services for the DuPage Care Center and for the JTK Administration Building, and as needed for the County Complex, for Facilities Management, for the period August 23, 2017 through November 30, 2019, $65,000 for the DuPage Care Center and $25,000 for Facilities Management, for a total contract amount not to exceed $90,000.00. Professional Services (Architects, Engineers & Land Surveyors) vetted through a qualification based selection process in compliance with the Illinois Local Government Professional Services Selection Act, 50 ILCS 510/et. seq.

B. FM-P-0358-17 Recommendation for the approval of a contract purchase order to RATIO Architects, Inc., to provide on-call Professional Landscape Architect Services, for Facilities Management, for the period August 23, 2017 through November 30, 2020, for a total contract amount not to exceed $90,000.00, Professional Services, (Architects, Engineers & Land Surveyors) vetted through a qualification based selection process in compliance with the Illinois Local Government Professional Services Selection Act, 50 ILCS 510/et. seq.

C. DR-P-0357-17 Agreement between the County of DuPage, Illinois and DB Sterlin Consultants, Inc. for Professional Engineering Services for the Phase III of the Liberty Park Drainage Improvement Project, for Public Works, for the period August 22, 2017 through November 30, 2018, for a total contract amount not to exceed $60,000.00, Professional Services (Architects, Engineers and Land Surveyors) vetted through a qualification based selection process in compliance with the Illinois Local Government Professional Services Selection Act, 50 ILCS 510/et. seq.

D. PW-CO-0141-17 Amendment to County Contract 2453 SERV issued to Vulcan Construction Materials, LLC to furnish coarse and fine aggregates, as needed for the Public Works Department to increase the funding in the amount of $50,000.00, taking the original contract amount of $15,000.00, and resulting in an amended contract total amount not to exceed $65,000.00, an increase of 333.33% (to be offset by corresponding decrease/close to County Contract 2467 SERV)

E. Authorization to Travel -- Request for two Public Works staff members to travel to Rochester, Indiana on September 13 - 14, 2017 to attend the RapidView/IBAK Conference. The conference covers an array of issues regarding sewer/water line inspections, camera & controller workshops and hands-on camera tech labs. Cost for the conference includes hotel, per diem and gas for a total amount not to exceed $570.00.

16. Technology - Wiley

Committee Update

A. TE-P-0359-17 Recommendation for the approval of a contract purchase order to Gartner, Inc. for the annual subscription of Gartner, Inc., for IT Leaders, for Information Technology, for the period of October 1, 2017 through September 30, 2020, for a contract total amount of $115,820.00, per DuPage County Purchasing Ordinance, Article 4-102(5) - not suitable for competitive bidding.

B. TE-P-0362-17 Recommendation for the approval of a contract purchase order to Dospil and Associates for LEAN training services, for Information Technology, for a contract total amount of $38,025.00. Other Professional Service not subject to competitive bidding per 55 ILCS 5/5-1022(a). Vendor selected pursuant to DuPage County Code Section 2- 300.4-108 (1) (b).

17. Transportation - Puchalski

A. DT-R-0348-17 Resolution -- Condemnation Authorization for right-of-way acquisition for CH 35/55th Street, from Dunham Road to Clarendon Hills Road, Section 11-00302-04-CH; PIN 09-08-320-006

B. DT-R-0355-17 Resolution -- Awarding Resolution to Brothers Asphalt Paving, Inc., for the Downers Grove Township 2017 Road Resurfacing Program, Section 17-03000- 01-GM, for a contract total amount of $561,489.38; Per low bid (No County cost)

C. Action Item -- DT-0031B-11 – Amendment to Resolution DT-0031A-11, Intergovernmental Agreement between the County of DuPage and the Illinois Department of Transportation, for intersection improvements along CH 35/55th Street, from Williams Street to Holmes Avenue, Section 94-00302-00-FP, to decrease the funding in the amount of $43,359.26 and close, resulting in a final County cost of $2,098,497.89, a decrease of 2.02%

D. Action Item -- DT-0004C-09 – Amendment to Resolution DT-0004B-09, Intergovernmental Agreement between the County of DuPage and the City of Wheaton for replacement of the bridge carrying Wesley Street/Manchester Road over the Union Pacific Railroad, Section 00-00316-01-BR, to decrease the funding in the amount of $156,063.99 and close, resulting in a final County cost of $768,936.01, a decrease of 16.87%

E. Authorization to Travel -- Director of Transportation/County Engineer to travel to Moline, Illinois to attend the 2017 Fall meeting of the Illinois Association of County Engineers. Expenses to include registration, lodging and meals, for an estimated County cost of $522.50
