DuPage County Environmental Committee met June 6.

Here is the minutes provided by the Committee:

1. Call to Order

8:45 am meeting was called to order by Chair Amy L Grant at 8:47 am.

2. Roll Call

Present: Grant, Krajewski, Noonan, Wiley, Fichtner, Healy

Absent:

Members Janice Anderson and Elizabeth Chaplin were in attendance.

3. Chairman's Remarks

4. Public Comment

None.

5. Approval of Minutes

A. Environmental Committee - Regular Meeting - May 2, 2017 8:45 am

Result: Accepted [Unanimous]

6. Action Items

A. Action Item -- SCARCE Professional Service Determination

On a roll call vote the SCARCE Professional Service Determination was approved. All members present voted aye. Motion passes.

7. Staff Reports

A. Staff Reports -- Strategic Plan Initiatives Update

Joy Hinz, DuPage County's Building & Zoning Environmental Specialist, gave a summary of the Strategic Plan Initiatives which as an attachment is now part of the full minutes packet.

Member Wiley asked if staff had received any community feedback for these initiatives. Andi Dierich, DuPage County's Building & Zoning Environmental Coordinator, said that the interactions online had been positive. Latex paint recycling had positive responses and retweets, also the electronics recycling has had positive feedback. Joan Olson, Communications Manager for DuPage County, remarked about municipal communicators network and the recycling information is highly demanded.

Member Krajewski inquired about Naperville recycling program getting the word out. Ms. Hinz responded. Naperville is going well but Burr Ridge needs more help getting the word out, it is a new program with considerably less population than Naperville.

Member Noonan spoke regarding Bloomingdale Township electronic recycling program. Ms. Hinz replied there is not a fee, but Bloomingdale Township absorbs the cost. She indicated Bloomingdale Township has not yet been interested in switching to DuPage County's program.

Member Wiley asking for metrics looking at what the residents want regarding recycling programs. He is interested to know what programs currently provided or future programs were in demand from residents. What kind of polling and feedback is there? Are there 50,000 or 100,000 residents looking for more?

B. Staff Reports -- SB1417 Electronics Recycling

Joy Hinz informed SB1417 had passed both houses and is going to Governor Rauner. DuPage County would receive 5 manufacturer supported locations for recycling residential electronics. Manufacturers of the electronics would only be funding transportation and the recycling of the electronics. The County would still have to cover the labor and packaging. We are anticipating that the 4 sites currently being run would continue as is or possibly at a reduced cost. This bill creates a manufacturer's "clearinghouse," all electronics manufacturers that sell within Illinois would collaborate to create these sites.

Member Krajewski asked if it has to be 5 locations. He also questioned if private sites might be considered for the additional site.

Joy Hinz responded this may be negotiated with the County. The County would have to give permission to lower the amount of sites or a privately run locations might be considered for fifth site.

C. Staff Reports -- SB1597 Carryout Bag Fee

Joy Hinz reported SB 1597 did not make it through this legislative session. The Illinois Retail Merchant's Association worked with Sen. Link who proposed this bill to create a fee system for single use bags. This may be introduced in the fall session. This will give local jurisdictions the power to charge a fee of $0.05. The county where the retailer is located will receive $0.03 if located in the unincorporated area. The retail establishment shall retain $0.02 of the fee. The use of the fee is to contract for household hazardous waste items, mattresses and carpets. The local municipalities and the County would have to pass this fee.

Discussion took place regarding this bill. Staff answered questions. Staff will continue to follow this bill and report its status back to the committee.

At the close of the discussion, Members Fichtner (9:19am), Healy and Wiley (9:17am) exited to attend other County meetings. The committee lacked a quorum. The meeting continued for informational purposes only and concluded at 9:33am.

8. Presentations

A. Educational Partners - Scarce DuPage County Projects

Kay McKeen of Scarce provided a PowerPoint presentation to the committee and that presentation is now part of the full minutes packet.

9. Old Business

None.

10. New Business

Member Elizabeth Chaplin raised a question whether DuPage County would have an official response to the Paris Agreement. The remaining members explained that no official response or comment was necessary. The County will continue with its current goals.

11. Adjournment

Without objection the meeting adjourned at 9:33 am.
