DuPage County Development Committee met June 20.

Here is the minutes provided by the Committee:

1. Call to Order

11:00 am meeting was called to order by Chair Sam Tornatore at 11:00 am.

A. Please turn all beepers, pagers and cell phones "off" or to "vibrate" during the meeting

2. Roll Call

Present: Anderson, Chaplin, Eckhoff, Grasso, Tornatore, Wiley

Absent:

Opened meeting with a roll call vote.

Motion by Member Grasso, seconded by Member Anderson to allow Member Wiley to participate via speaker phone while he is serving in the military. On a voice vote all members present voted aye. Motion carried.

3. Chairman's Remarks

There were no Chairman's Remarks.

4. Public Comment

A. Public comment is limited to three minutes per person, at the beginning of the meeting. Any comment on Zoning items must be limited to discussion of testimony and/or evidence presented in the Zoning Board of Appeals. No new testimony or evidence can be presented.

5. Approval of Minutes

7. Budget Transfers

A. Budget Transfers -- Transfer of Funds - $125,000.00 From 1100-2810-53830 (Other Contractual Expenses) to 1100-2810-53700 (Matching Funds/Contributions) to move funds to cover match contribution for Clean & Lien Grant.

B. Budget Transfers -- Transfer of Funds - $90,000.00 From 1100-2810-53830 (Other Contractual Expenses) to 1100-2810-53090 (Other Professional Services) funds needed to increase contract for plan review. This contract amount is based on our best estimate of the number of commercial permits issued in a given fiscal year. Commercial applications are higher than anticipated this year requiring an increase to the contract.

Regulatory Services

A. Change Order -- FIp-019A-13 – Amendment to Resolution FIp-019-13, issued to Toshiba America Business Solutions, Inc., AKA Electronic Imaging Division, to provide copier services, as needed for the Building & Zoning Department, to extend the contract completion date through September 30, 2018 and to increase the funding in the amount of $5,880.00, resulting in an amended contract total amount of $37,185.32, an increase of 18.78%. (Contract purchase order 636-001 Serv)

Staff answered alll questions posed by the Committee.

B. Change Order -- DC-P-0007A-17 - Recommendation to approve amendment to Resolution DC-P-0007-17 (PO 2270-Serv) issued to TPI Building Code Consultants, Inc., to review commercial and residential construction plans, for Building & Zoning Department, for a contract increase of $90,000, taking the contract amount of $125,000.00, resulting in an amended contract total amount not to exceed $215,000.00, an increase of 72%.

Member Grasso indicated that this is a reimbursable expense which does not add cost to DuPage County. Member Chaplin expressed concern regarding a complaint she received regarding TPI Building Code Consultants from a constituant. Director Kottmeyer requested information on the complaint so he could contact the constiuant and investigate the matter. Discussion ensued regarding the firms commercial code credentials, the vetting process on professional services and does it make sense economically to bring this service in house. On a roll call vote.

Result: Approved [5 To 1]
